About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks grounds maintenance services at Santa Fe National Cemetery in Santa Fe, New Mexico, with proposals due June 3, 2026, and questions due May 1, 2026. The procurement is set aside 100 percent for small business concerns and carries a hybrid fixed-price IDIQ structure subject to the Service Contract Act and Davis-Bacon Act.
Place of performance is 501 North Guadalupe Street, Santa Fe, New Mexico 87501. The contract encompasses a 12-month base period (May 27, 2026 through May 26, 2027) plus two optional 12-month renewal periods. Services include interment and disinterment operations (estimated 17 traditional casket interments, 456 pre-placed concrete crypt interments, 655 in-ground cremains inurnments, 10 disinterments, and 10 casket repositionings annually); headstone services (573 upright headstone settings, 655 flat marker settings, 2,500 raise/lower/realignment operations, and fine-tuned alignments with monthly cleaning); gravesite maintenance; turf and grass maintenance across 80 acres of irrigated turf within approximately 84.2 total acres; tree and shrub maintenance; irrigation and drainage system services; trash removal; pavement cleaning; snow and ice removal; structure cleaning; and ceremonies assistance, totaling 22 line items. The contractor must maintain an on-site Site Manager with minimum two years' supervisory landscape maintenance experience and provide staffing of no fewer than 1 FTE per 10.37 acres to meet National Shrine Standards. Contractor must submit a Grounds Management Plan and Irrigation Management Plan within 30 workdays of award and comply with NCA Handbook 3410, ANSI A300 tree pruning standards, and all applicable federal, state, and local regulations. Normal hours are 8:00 AM to 4:30 PM Monday through Friday, with authorized weekend and holiday work at standard rates.
The guaranteed minimum contract value is $11,149.00 and the maximum aggregate value not to exceed $10,000,000.00. Evaluation employs best value source selection using three equally weighted or higher-weighted non-price factors: Technical Capability, Past Performance (both equal weight and more important than price), and Price. Technical Capability assessment requires a Grounds Management Plan (maximum 10 pages), Irrigation Management Plan (maximum 10 pages), Work Plan including staffing and equipment (maximum 10 pages), Site-Specific Safety Plan (maximum 5 pages), and Contractor Quality Control Plan (maximum 5 pages). Past Performance evaluation requires at least two relevant references from cemetery or grounds maintenance contracts completed within the last five years, with Federal Government contracts evaluated more favorably. The NAICS code is 561730, Landscaping Services. Amendment 0001, effective May 16, 2026, extended the proposal deadline from May 20 to June 3, 2026, and added FAR Clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors), which prohibits racially discriminatory diversity, equity, and inclusion activities and requires contractors to report subcontractor violations. A voluntary vendor site visit is scheduled for April 29, 2026, from 9:00 AM to 11:00 AM PST, with RSVP required by April 28, 2026. Prices must remain firm for 60 calendar days from solicitation closing.
