About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is soliciting design-build services to replace a De-Ionized (DI) water treatment system with a Reverse Osmosis (RO) water treatment system at the Martinez VA Medical Center in Northern California. The project requires a complete design and installation of an RO water system with associated piping modifications to serve the Sterile Processing Department, which supports two operating rooms, three gastroenterology procedure rooms, and an off-site dental facility. The contractor must comply with ANSI/AAMI ST108 standards, VA Design Guides, and applicable codes including IBC, NFPA, and OSHA, and must complete full demolition and replacement within a three-day weekend window to minimize operational disruption. The two-phase evaluation process will assess Phase I proposals (due March 10, 2026, by 12:00 PM PST) on Technical Approach and Specialized Experience in a pass/fail format, with up to three offerors advancing to Phase II for evaluation of Technical Solution, Management Approach, Draft Project Schedule, and Price. Pre-proposal questions must be submitted by email to alex.arter@va.gov and charee.harris@va.gov using the provided RFI form, with all responses distributed via email amendment.

This solicitation is designated as a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and all offerors must be verified in the SBA Dynamic Small Business Search database at the time of submission and prior to award. The contract is firm-fixed-price with a performance period of 210 calendar days after Notice to Proceed, and the system design must include a minimum of 100-gallon storage capacity in two tanks, neutralization tank, backflow preventers, flow meters, pressure gauges, and multiple water sampling ports at critical locations. The contractor must comply with prevailing wage determination CA20260018 (effective January 30, 2026) and submit VAAR 852.219-75 certification, along with performance and payment bonds for Phase II. Phase I proposals shall not exceed 10 pages and must be submitted electronically in searchable PDF format with a maximum of three 5MB emails; however, the solicitation was cancelled in its entirety on March 4, 2026, via Amendment 0001 in accordance with FAR 15.206(e) due to changed circumstances or deficiencies. The place of performance is Martinez, California 94553.
