About this opportunity
The Department of the Air Force Headquarters District Washington (316th Contracting Squadron) is conducting a 100% total small business set-aside solicitation for a base-wide cross-connection control and backflow prevention survey at Joint Base Andrews, Maryland, with quotations due September 2, 2026 at 12:00 p.m. EST. The official SF 1449 was issued August 18, 2026, incorporating all prior clarifications; the question-and-answer period closed August 14.
Place of performance is Joint Base Andrews, Maryland. The work spans 337 buildings across the installation identified in the government-provided Cross Connection Survey Building List. The contractor must conduct a complete inventory and compliance assessment of all backflow prevention devices, identify noncompliant conditions, recommend corrective actions, and identify locations for new device installations. Compliance standards are DAFMAN 32-1067, UPC section 603, ASSE standards 1001–1103, and AWWA M14, C510, and C511. Performance must complete within 89 work days from award date.
Personnel must hold current Cross-Connection Control Surveyor certifications from ASSE Standard 5120, ABPA, or equivalent; Maryland state plumbing licenses are not required. Scope is visual compliance surveying only—no physical testing, maintenance, or repair work. The contract includes two line items: CLIN 0001 for the base-wide survey and deliverables (firm fixed price), and CLIN 0002 for additional devices discovered beyond five (unit price, up to five devices). Contingencies (former CLIN 0003) have been removed. All data must be delivered in non-proprietary Microsoft Excel (.xlsx) or .csv format compatible with the Air Force's TRIRIGA database, along with completed AF Form 848 and individual Cross Connection & Backflow Reports with photographs and remediation guidance.
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology on a pass/fail basis for technical acceptability. The solicitation requires compliance with DFARS clauses 252.204-7016 and 252.204-7017 (cybersecurity). Service Contract Act wage rates apply; Wage Determination 2015-4281 (effective May 14, 2026) covers the Northern Virginia, District of Columbia, and Maryland jurisdictions. The NAICS code is 561210 (Facilities Support Services); PSC code is H245 (Equipment and Materials Testing—Plumbing, Heating, and Waste Disposal Equipment). Offerors must hold prices firm for 90 calendar days from receipt. Contracting Officer is Cory M. Zielinski (cory.zielinski@us.af.mil, 240-612-5646); Archie Y. Warren is backup.
