About this file
This document is a Request for Information (RFI) listing and government responses for a Cross Connection Backflow Survey contract at Joint Base Andrews (JBA). The RFI addresses ten questions and clarifications regarding contract scope, personnel qualifications, reporting requirements, and pricing structure.
The primary service requirement is a baseline compliance survey of 337 buildings at JBA Andrews that contain potable water systems to identify cross-connection hazards and potential backflow prevention issues. The contract includes three Contract Line Items (CLINs): baseline survey services, with CLIN 0002 covering the first five additional devices discovered beyond the official survey at a unit price basis, and CLIN 0003 (contingencies for unforeseen conditions) being removed entirely from the solicitation. The government confirmed that the scope is strictly limited to visual compliance surveying with no physical testing, maintenance, or repair work. Personnel qualifications were significantly clarified: surveyors must hold nationally recognized Cross-Connection Control Surveyor certifications such as ASSE 5120, ABPA Cross Connection Control Specialist, or equivalent credentials; the previous requirement for a Maryland state plumbing license has been removed. The contractor will receive facility escort support from JBA Andrews and must conduct bi-weekly process meetings (which may be conducted via conference call) with an option to provide monthly progress reports detailing completion percentage, buildings surveyed, and remaining work. If more than five additional devices are discovered, contract modifications would be warranted at the unit price of CLIN 0002 unless justified otherwise.

GOV RESPONSE
1 Is there an incumbent or is this a new project? This is a new contract requirement.
Is the unit price for CLIN 0002 only for the first 5 pieces discovered that were not in the official survey. Can we amend or adjust our price for any units found after the first 5?
Solicitation
Yes, CLIN 0002 is for the first 5 devices discovered that were not previously identified. The customer does not anticipate more than 5 additional devices to be discovered, however, if that were to occur a contract modification would be warranted and the proposed price is expected to be equal to the unit price of CLIN 0002 unless sufficient justification is provided.
For CLIN0003, I understand it is for "Contingencies, Unforeseen Conditions & Emergencies." Are we to provide a price to mobilize and maintain one unit or the cost to mobilize and service all the units? Please explain in detail what CLIN 0003 is supposed to cover.
Solicitation
CLIN 0003 is being removed from the solicitation in its entirety. The scope of this contract is strictly limited to conducting a baseline compliance survey and providing documentation/recommendations; it does not include physical maintenance or emergency repairs. Therefore, an emergency contingency CLIN is not applicable. An amendment is being issued to provide a revised Schedule of Supplies/Services that omits this
CLIN.
According to Performance work statement, there will be 337 buildings will need to be surveyed with potable water for the solicitation at J.B Andrews. Is this an accurate number of buildings to be surveyed?
PWS Yes, there are 337 Building to be surveyed.
5 Will J.B. Andrews provide a person to escort and assist in access to each building with potable water?
Yes, there will be an escort to support with facility surveys.
Statement 2.4.2 requires a process meeting every 2 weeks. Can the contractor provide a monthly report with the progress report % completion, building surveyed, building remaining, and any important information needed for the status of the cross-connection survey?
PWS
Yes, a monthly report may be provided in addition to the two week meeting if the contractor prefers. The intent of the meeting every 2 weeks is for scheduiling, to discuss access needs and any issues or concerns.
This can be a call and is not required to be an in person meeting.
This solicitation is for a Backflow Prevention/Cross Connection survey.
According to the work statement, the contractor must hold State of Maryland license plumber and WSSC Cross Connection Technician certification. Will J.B.
Andrew AFB accept the American Backflow Prevention Association (ABPA) Cross Connection Specialist license to conduct the survey since no backflow testing is begin conducted. Only a survey evaluating potential cross connection hazards?
Yes. Because the scope of this contract is strictly limited to a visual compliance survey (with no testing, maintenance, or repair of plumbing systems), the Government will accept the ABPA Cross Connection Specialist certification, or an equivalent nationally recognized Cross-Connection Control Surveyor certification (such as ASSE 5120), in lieu of a Maryland plumbing license. The Performance Work Statement (PWS) is being amended to reflect this change.
Cross Connection Control trained individuals are trained to recognize hazards with backflow prevention devices. A survey is not a repair, installation, or testing. Will the government change the PWS to require only Cross Connection Control trained individuals to perform this work?
PWS
Yes. The Government concurs that a visual survey does not constitute plumbing repair, installation, or physical testing. The Government will amend the Performance Work Statement (PWS) to remove the requirement for a State of Maryland Master or Journeyman plumbing license. The revised PWS will require personnel to hold a recognized Cross-Connection Control Surveyor certification (e.g., ASSE 5120, ABPA Cross- Connection Control Specialist, or equivalent) to perform the survey.
9 Will the government accept national credentials from highly qualified companies that are not Maryland certified?
Yes, for the purposes of this survey contract. The Government will accept nationally recognized credentials specific to cross-connection surveying (such as ABPA or ASSE 5120). An amendment to the solicitation and the PWS will be issued to detail the updated, acceptable surveyor credentials.
10 Are my attached certifications acceptable?
We are in the solicitation phase, not the evaluation phase. Technical acceptability will be determined after quotes are received and proposals are evaluated.
