About this file
This file consists of addendums to Federal Acquisition Regulation (FAR) clauses 52.212-1 and 52.212-2, establishing submission instructions and evaluation criteria for the 316 CES Backflow Prevention Survey solicitation (FA286026Q0022) issued by the Department of the Air Force Headquarters District Washington. Offers must be submitted electronically by 12:00 PM EST on August 28, 2026, to Contracting Specialist Cory M. Zielinski (cory.zielinski@us.af.mil) and Contracting Officer Archie Y. Warren (archie.warren@us.af.mil), with written questions due by 12:00 PM EST on August 14, 2026. All offerors must submit complete proposals consisting of two parts: a technical proposal and a price proposal, with prices held firm for 90 calendar days from the offer receipt date. Award will be made to a single responsible offeror using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, conducted without discussions unless deemed necessary by the Government.
The technical evaluation employs a pass/fail rating system requiring offerors to demonstrate: a minimum of three years of documented experience conducting base-wide cross-connection control and backflow prevention surveys on military or similar facilities; qualified personnel holding valid Maryland corporate/business plumbing licenses with individual surveyors possessing active Maryland Master or Journey Plumber licenses, WSSC registration, and active WSSC Cross-Connection Technician or ASSE Series (5110/5120) certification; written commitment to deliver all survey findings and asset data in unencrypted, non-proprietary formats (Microsoft Excel .xlsx or .csv) compatible with the Government's database without requiring proprietary software; and compliance with DFARS clauses 252.204-7016 and 252.204-7017 regarding cybersecurity representations. Proposals that merely restate solicitation requirements without providing clear and convincing evidence of meeting minimum standards will be rated unacceptable and ineligible for award. The Government reserves the right to reject offers assessed as unrealistic or unbalanced in pricing and may reject all offers or award no contract.

RFO 52.212-2 EVALUATION--COMMERCIAL ITEMS (NOV 2021)
ADDENDUM TO 52.212-2(a)
I. BASIS FOR CONTRACT AWARD
This is a competitive acquisition that will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process. To be eligible for award, an offeror's proposal must first be rated 'Acceptable' under the Technical factor. Award will then be made to the responsible offeror with the lowest total evaluated price among all technically acceptable proposals.
A. Single Award. The Government intends to award one (1) firm-fixed price contract for the acquisition of items listed above using Contract Line Item Numbers (CLINs). All interested parties must quote on all item(s). Any offeror that fails to cite a price for each item or fails to make an entry that indicates service will be provided at no charge may be rejected as nonconforming to this solicitation. The Government intends to select one (1) offeror; however, the Government reserves the right to award no contract at all.
B. Fixed Priced Evaluation. Only firm-fixed price offer will be evaluated. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
C. Award Without Discussions. Quotes are intended to be evaluated, and award made, without discussions with the offerors (other than minor clarifications), unless discussions are determined to be necessary. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary and in the Government's best interest. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make award based on initial offers received, without discussions of such offers. Therefore, the offeror’s initial proposal should reflect their best effort.
D. Rejection of Unrealistic Offers. The Government may reject any proposal that is assessed to be unrealistic in terms of contract requirements, including contract terms and conditions, or is unrealistically high or low in cost, such that the quote is deemed to reflect a lack of competence or a failure to comprehend the scope of the requirement. Quotes that are unrealistic in terms of price may be rejected at any time during the evaluation process.
II. EVALUATIONS
FACTOR 1: Technical Evaluation
A. Evaluation Methodology: The Government will evaluate technical proposals on a pass/fail basis.
The technical proposal must meet all minimum requirements listed below to receive an "Acceptable" rating. Proposals that merely re-state the PWS without providing clear and convincing evidence demonstrating how the offeror's approach meets these requirements will be rated "Unacceptable" and will be ineligible for award.
1. Experience. Minimum of three (3) years of demonstrated experience in conducting base-wide cross-connection control and backflow prevention surveys on military installations or similar commercial/industrial facilities.
2. Personnel Qualifications. Qualified personnel holding a valid corporate/business plumbing license in the State of Maryland, with individual surveyors holding an active Maryland Master or Journey Plumber license, active registration with the Washington Suburban Sanitary Commission (WSSC), and an active WSSC Cross-Connection Technician or ASSE Series (5110/5120) certification, in full compliance with the requirements outlined in the Performance Work Statement (PWS).
3. Data Deliverable Commitment. Written commitment confirming all survey findings, asset data, and DD Form 1391 validation details will be delivered to the Government in an unencrypted, un-tabbed flat-file format (specifically Microsoft Excel .xlsx or .csv) mapped directly to the Government's database format, without requiring proprietary software, third-party apps, or cloud subscriptions to view the data.
4. Cybersecurity Status: Compliance with DFARS clauses 252.204-7016 and 252.204-7017, as reflected in the checked representation boxes in the offeror's submission.
B. The following technical evaluation factors will be evaluated and rated according to the chart below.
TECHNICAL ASSESSMENT
Rating
Description
ACCEPTABLE
Based on the offeror’s experience and ability to provide base-wide cross-connection control and backflow survey services, the Government has a reasonable expectation that the offeror will successfully perform the required effort in accordance with the Performance Work Statement (PWS). The quote meets all minimum standards by providing demonstrated experience, valid State of Maryland/WSSC licenses and credentials, and committing to the non-proprietary data format. The offeror is in compliance with DFARS clauses 252.204-7016 & 252.204-7017.
UNACCEPTABLE
Fails to meet the specified minimum performance or capability requirements for base-wide cross-connection control and backflow survey services. Offeror has not provided clear evidence that they meet the requirements in the Performance Work Statement (PWS), such as failing to provide valid Maryland/WSSC credentials, failing to meet experience requirements, or proposing proprietary data restrictions. Proposals with an unacceptable rating are not awardable. The offeror is not in compliance with DFARS clauses 252.204-7016 & 252.204-7017.
FACTOR 2: Price Evaluation A. The Total Evaluated Price (TEP) of all technically acceptable offers will be evaluated. An offeror's TEP will be determined by multiplying the quantities identified by the proposed unit prices for each CLIN to confirm the extended amount for each across all periods (base and option years). The offeror's price shall be fair and reasonable.
B. Offerors are specifically advised that under this evaluation method, the Government may determine an offeror ineligible for award if the prices are not fair and reasonable and/or are incomplete. Prices are unbalanced if they are significantly overstated or understated in relation to the actual cost of the work. An offer may be removed from competition either on the basis that the offeror does not understand the requirement or has made an unrealistic offer. Price Analysis to determine a fair and reasonable price may include the following techniques:
· Comparison of proposed prices received in response to the solicitation.
· Comparison to historical price information.
· Comparison to same or similar items.
· Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.
· Comparison of proposed prices with Independent Government Estimates (IGE).
C. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
D. E-mail offers deadline: Submit no later than 12:00 PM EST on 28 August 2026.
