Performance Work Statement Summary: Joint Base Andrews Cross Connection & Backflow Survey

This is a Performance Work Statement (PWS) for a comprehensive cross connection and backflow prevention device survey at Joint Base Andrews, prepared by the 316 Civil Engineer Squadron on June 12, 2026. The contractor must conduct a complete inventory and assessment of all backflow prevention devices across facilities listed in the JBA Cross Connection Survey Building List to ensure compliance with DAFMAN 32-1067, UPC section 603, and ASSE standards 1001-1103. The work includes inspecting existing devices, documenting their specifications and compliance status, recommending corrections for noncompliant devices, and identifying locations where new devices should be installed. For each facility, the contractor must complete AF Form 848 and individual Cross Connection & Backflow Reports with device details, photographs, compliance determinations, and remediation guidance. The contractor must also validate and potentially update DD 1391 programming documents to reflect field conditions. Data must be delivered in non-proprietary CSV format for integration into the Air Force's NexGen IT (TRIRIGA) system, along with printed copies in 3-ring binders.

Personnel performing this work must hold active Maryland Master Plumber or Journey Plumber licenses and possess WSSC Cross-Connection Technician certification, as JBA falls under Washington Suburban Sanitary Commission jurisdiction. The contractor is responsible for all supervision, labor, transportation, equipment, and materials. Work is conducted on an active Air Force base requiring formal Utility Outage Requests (AF Form 103) submitted 14-21 days in advance, coordination with base fire marshal and airfield management, biweekly progress meetings, and compliance with extensive base regulations including security clearances, employee restrictions, parking limitations, and work hour coordination. The government will provide a 14-day inspection period for survey completion items, after which the contractor has 5 days to remedy documented deficiencies. Contractor compensation is tied to successful project completion with no progress payments. The contractor must provide a 12-month performance warranty certifying all findings and stipulating that repairs or new installations must pass subsequent annual certification tests. The contractor bears liability for negligent inspections, failure to identify noncompliant conditions, or inaccurate reporting for 12 months from the inspection date.

Performance Work Statement

FOR

Joint Base Andrews Cross Connection & Backflow Survey

Prepared by

Maurice Dayton Requirements & Optimization Section

316 Civil Engineer Squadron J.B. Andrews, Maryland

12 June 2026

1.0 Introduction:

1.1 Summary of Requirements: For all instances below or in any other section of these specifications where work, materials, operations or services are described, the contractor shall provide all supervision, labor, equipment, materials, appliances and perform all operations necessary for the J.B. Andrews Base Wide Cross Connection & Backflow Survey.

1.2: Background: According to DAFMAN 32-1067, “Every five years, under the supervision of the Base Personnel Management, Base Civil Engineer personnel, with the assistance of the BEE or qualified BE personnel and/or qualified contractors, shall survey all facilities and water-using equipment and systems...” The base is in noncompliance with DAFMAN 32- 1067 due to the lack of a comprehensive survey of all facilities and water-utilizing equipment systems as it relates to cross connections and backflow preventers. The facilities identified in the JBA Cross Connection Survey Building List (Attachment 2) need surveying.

1.3: Purpose: The primary purpose is for the contractor to inspect and clearly identify all JBA Cross Connection & Backflow prevention devices. Address all items and identify any elements that impact cost, functional/operational relationships, maintenance, energy and life cycle costs, utilities, environmental issues, aesthetics and design standards, engineering systems, and other specific items. Validate and draft the DD 1391 and/or form the basis to adjust the programming document for both cost and scope. This work does not require the service of an A/E to stamp or certify.

2.0 Extent of Work:

2.1 Current Situation: J.B. Andrews has been identified as needing a complete cross-connection and backflow survey. Many of these facilities have backflow prevention devices installed but due to new construction, renovation, and equipment installation, previously installed devices may no longer meet requirements. Some facilities may also be missing needed backflow prevention devices. The WFSM shop does all testing and maintenance on installed backflow devices. Therefore, the contractor will only need to complete a survey and provide recommendations on current devices and where to install new devices.

2.1.1 Baseline Inventory Clause: The inventory provided is an estimate. The contractor shall establish a pre-priced CLIN for the discovery of undocumented devices.

2.2 Project Detail: The following is a summary of the basic project information:

• Work Task: 16532079

• Installation: Joint Base Andrews

• Requiring Command: AFDW

• Host Command: AFDW

• Fiscal Year (FY) Planned: FY26

• Proposed Acquisition Method: Survey

• Status of Execution: Backflow Survey

2.3 Project Description: This work shall be performed under the Performance Work Statement (PWS) contained herein. The project is to make a complete inventory. The current inventory is an estimate and the contractor must establish a complete inventory of all backflow devices installed on facilities identified in the JBA Cross Connection Survey Building List J.B. Andrews facilities; and to ensure that all devices are installed properly and are in compliance with the most recent codes and regulations specified or referenced in DAFMAN 32-1067, UPC section 603, and ASSE standards 1001 through 1103. The project will also perform an assessment of the same facilities identified in the JBA Cross Connection Survey Building List, to include the systems and equipment inside the facilities, and to give recommendations of where new, or additional, devices should be installed to ensure all plumbing systems are in compliance with the most recent codes and regulations specified or referenced in DAFMAN 32-1067, UPC section 603, ASSE standards 1001 through 1103, and AWWA M14, C510 and C511.

2.4 Project Requirements: The contractor shall provide all supervision, labor, transportation, equipment, materials and perform all necessary engineering and operations to accomplish the following:

2.4.1 REPORT PER FACILITY: The contractor shall complete the AF Form 848 and individual Cross Connection & Backflow Report and shall provide for each Backflow Prevention device which will consist of the following information:
