About this opportunity
The Department of the Air Force seeks engineering, furnishing, installation, and testing of a new FORUM brand Voice over IP–based Secondary Crash Network system at Aviano Air Base, Italy, with proposals due June 25, 2026 at 4:00 PM Central European Time. Amendment 1, issued June 17, extended the deadline from June 18. This is a brand-name procurement restricted to FORUM Communications International products; the single-source justification cites DAFMAN 13-204V2 requirements that only FORUM can meet, and notes FORUM has supplied SCN solutions to over 100 Air Force bases across 20 years.
Place of performance is Aviano Air Base, Italy. The new system will replace the existing copper-based FORUM Alert III system serving 31 OSS users across multiple buildings. The contractor must complete all work within 60 days of contract award and provide push-to-talk capability, recording functionality, and uninterrupted power supplies meeting AFMAN 13-204v2, with dial connectivity in less than one second. All network equipment must comply with U.S. Trade Agreements Act rules. The contractor shall install the core system at Building 1442, Room 128 and distribute connections to 31 user locations. Deliverables include an Installation Plan, As-Built drawings in Visio and PDF formats, Training Materials for ten government personnel, a detailed Test Plan, and an Installation Test Report. A one-year warranty (or manufacturer's standard, whichever is longer) plus one-year workmanship warranty applies upon acceptance. Contractor must obtain base access with 45-day advance notice and comply with federal, Italian, and installation security, safety, and environmental regulations. The contract is Firm Fixed Price, with quotes valid until September 30, 2026. Evaluation is based on technical capability and price reasonableness. Questions are due June 22 at 4:00 PM CET. NAICS 334118; PSC 7G21.
