This is a Statement of Objectives (SOO) for engineering, furnishing, installing, and testing (EFI&T) a new standalone Voice over IP (VoIP)-based Secondary Crash Network (SCN) system at Aviano Air Base, Italy, prepared by the 38th Cyberspace Engineering Installation Group at Tinker Air Force Base. The system will replace the existing copper-based Forum Alert III SCN serving 31 OSS users across multiple buildings on the installation. The contractor must provide all management, personnel, equipment, tools, materials, and supervision necessary to complete the project within 60 days of contract award. The new system shall include push-to-talk capability, recording functionality, and uninterrupted power supplies (UPSes), meeting AFMAN 13-204v2 requirements and demonstrating dial connectivity in less than one second. All network equipment must comply with U.S. Trade Agreements Act (TAA) rules.

The contractor shall EFI&T equipment at one main communications facility (Building 1442, Room 128) and distribute connections to 31 user locations across various base buildings, utilizing existing fiber optic strands and premise wiring. Key deliverables include an Installation Plan (CDRL A002), As-Built drawings in Visio and PDF formats (CDRL A001), Training Materials for ten government personnel (CDRL A003), a detailed Test Plan (CDRL A006), and an Installation Test Report (CDRL A005). The contractor must provide operational hands-on training covering SCN Core, recorders, PTT phones, and UPSes, with operations and maintenance instruction enabling government personnel to maintain and expand the system. A one-year warranty or manufacturer's standard commercial warranty (whichever is longer) plus one-year workmanship warranty shall commence upon system acceptance. Additional separate quotes are required for two-year and four-year maintenance plans and recommended equipment spares packages for future funding consideration. The contractor must coordinate all work through the Mission Partner Point of Contact (MP POC) designated by 31 Communications Squadron, obtain base access per Installation Access Request procedures with 45-day advance notice, and comply with all federal, Italian, and base security, safety, and environmental regulations.

Network (SCN)

1.0 Introduction.

This statement of Objective (SOO) defines the requirement for the Contractor to Engineer, Furnish, Install and Test (EFI&T) into service a new standalone push-to-talk Voice over IP (VoIP) based Second Crash Network (SCN). This system will replace the existing copper based SCN for the 31 OSS user at Aviano AB, Italy. Table 1 below shows the proposed locations of main SCN equipment and user location to include the initiator console requirement. All future references to Government Furnished shall be reflected as (GFE). All locations are on Aviano AB, IT.

Note: The offerors shall show and explain in their proposals how to meet the requirements set forth in this SOO and show a list of the proposed major equipment to be used and installed under this project.

Table 1. SCN User List Requirements.

Special Note: Building numbers and their comm rooms will not change. It is possible that a customer may move location within the building before contract installation, so the User Location/Room may change. But the new location will not impact the Contractor’s efforts for there will be a premise wiring drop in the room.

1.1. SCOPE. The current SCN equipment is Forum Alert III. The Contractor shall Engineer, Furnish, Install and Test (EFI&T) an upgrade to this system to a new push-to-talk standalone Voice over IP (VoIP) based Second Crash Network (SCN) replacing the existing copper based SCN that meets the requirement set forth in this SOO. The new system shall include a recording capability and uninterrupted power supplies (UPSes). The proposed system shall meet the requirements of AFMAN 13-204v2, paragraph 4.2.2.3. The proposed system shall have the capability to dial in less than a second to connect. See Figure #1 below for a high-level base SCN requirements.

Note: All network equipment should meet the U.S. Trade Agreements Act (TAA) rules.
