About this file
This document is a list of clauses and provisions incorporated into a federal contract, along with supplementary terms and conditions specific to Department of the Air Force procurements.
The clauses cover standard federal contracting requirements including system for award management (SAM) registration, commercial and government entity code reporting, representations and certifications, cybersecurity safeguarding of covered defense information, compliance with antiterrorism awareness training, buy American and balance of payments provisions, tax relief, payment procedures, protest procedures, and termination rights. Defense-specific clauses address prohibited telecommunications equipment, NIST SP 800-171 assessment requirements, export-controlled items, technical data for commercial products, and subcontracting requirements. The document incorporates multiple Federal Acquisition Regulation (FAR) clauses (52 series) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses (252 series) with various effective dates ranging from 1984 to 2026, reflecting current contracting standards.
The supplementary terms and conditions establish an ombudsman process for resolving offeror concerns prior to formal protests, prohibit use of Class I ozone-depleting substances, mandate health and safety compliance on government installations under Air Force Occupational Safety and Health Standards, and establish contractor access procedures to Department of the Air Force installations including base identification requirements, personnel security clearance processes, emergency mass notification system registration, and credential return procedures. Failure to comply with installation access requirements may result in withholding of final payment. The document is marked as controlled unclassified information (CUI).
