About this file
Single Source Justification Summary
This is a Single Source Justification document for a simplified acquisition prepared by the 31st Contracting Squadron (31 CONS) at Aviano Air Base. The contracting activity is requesting to procure services from a single source for the Secondary Crash Network Upgrade project. The contractor will be tasked with engineering, furnishing, installing, and testing (EFI&T) a new Forum Alert III Secondary Crash Network system to replace the current aged copper-connected system with a fiber-connected solution.
The justification cites DAFMAN 13-204V2 paragraph 4.2.2.3 as prescribing unique requirements for Secondary Crash Network systems that only Forum Communications International can meet. Forum Communications International has provided SCN solutions to over 100 Air Force bases over 20 years and is recognized as the industry standard. The 38th Engineering Squadron supports this selection because the Forum ConsortAlert system is standardized across multiple Air Force bases, reducing training requirements and maintenance downtime while providing subject matter expertise continuity. While Forum Communications International has 11 authorized resellers, the document notes that no alternative solutions exist that satisfy the overall SCN objectives at Aviano AB. The Contracting Officer, Gualtiero Casadio (Civ), signed the determination on 19 May 2026, concluding that only a single source is reasonably available in accordance with RFO 12.102. The estimated contract cost and purchase request identification number are redacted in the document.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 31 CONS
Project/Program Name: Secondary Crash Network Upgrade
Purchase Request/Identification Number:
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
Requesting a contractor to Engineer, Furnish, Install and Test (EFI&T) a new Forum Alert III Secondary Crash Network. The current system must be replaced to a fiber-connected system.
Section C: Justification for Soliciting from a Single Source or Brand Name
DAFMAN 13-204V2, paragraph 4.2.2.3 highlights the Secondary Crash Network (SCN) and the required system parameters.
FORUM Communications International has been providing SCN to over 100 Air Forces bases over the past 20 years. Their expertise is known as the industry standard, and is widely sought for all SCN solutions. The Forum Alert III system is the replacement fiber solution, upgrading from the aged copper system. This request is for Brand Name, as Forum Communications International have authorized resellers.
The 38th Engineering Squadron (ES) views the Forum ConsortAlert as the enterprise standardized solution, since many Air Force bases use and maintain this system. It allows the Airfield Management team to have subject matter expertise on the system, since it is standardized across the force. Installing this system cuts down on training requirements and consequently, maintenance downtime.
Section D: Efforts to Obtain Competition
Per Forum Communications International, there are 11 different resellers. Competition can be sought among those vendors.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Due to the unique requirements that are prescribed in DAFMAN 13-204V2, no solutions exist that meet the overall objective of the SCN at Aviano AB.
Section F: Contracting Officer's Determination
I have determined, in accordance with , that the circumstances of this contract action deem only a single source is reasonably available.
