Place of performance includes five research units at the Madison Location (Cell Wall Biology and Utilization, Cereal Crops, Dairy Forage, Environmentally Integrated Dairy Management, and Vegetable Crops) and one unit in Marshfield, Wisconsin. Service frequencies vary: bi-monthly pickups at Dairy Forage and Vegetable Crops, and annual pickups at Cereal Crops and Environmentally Integrated Dairy Management. The contract is a firm-fixed-price Indefinite Delivery/Indefinite Quantity with a base period from October 1, 2026 through August 31, 2027, plus four one-year option periods through August 30, 2031. All contractor personnel must obtain and maintain OSHA 29 CFR 1910.120 HAZWOPER 40-hour certification with annual 8-hour recurrent training, and DOT 49 CFR 172.704 hazardous materials transportation training every three years. Contractors must submit pricing for all base and option periods using the provided Attachment III pricing sheet, develop a quality control plan within 14 days of award, and prepare hazardous waste manifests four days prior to pickups. The Government maintains 100% surveillance of service delivery; failure to meet performance standards in two or more months triggers progress meetings.
Quotations must be submitted electronically to theodore.blume@usda.gov. Questions were due September 21, 2026. Service Contract Act wage determinations WD #1996-0223 Rev 70 (dated August 14, 2026) apply. Past Performance Questionnaires are required for the prime contractor and any proposed subcontractors.
