5.3.4 Instrumentation
Office and Materials Management II Under minimal supervision, maintains section information, creates and maintains office files and answers phone calls. Schedules meetings, tracks personnel training, certifications and licenses. Operates office machines, orders office supplies and maintains supply inventory. Uses computers and various software products in support of daily operations. Performs data entry, routes documents, composes complex correspondence, prepares and maintains reports and coordinates travel arrangement for CONUS. Records and documents and maintains Standard Operating Procedures. May maintain key control. Performs other duties as required to complete the assigned mission. Performs a variety of tasks associated with the procuring, receiving, storing, and issuing materials, tools and or equipment. Prepares purchase request documents to meet compliance requirements for procurement. Updates and maintains databases for work orders, inventory control. Uses specialized software to generate purchase requests and professionally coordinates with required approvers. Performs detailed research for materials, pricing, and availability to meet requirements. Performs pick-up of materials at multiple vendor in town efficiently and safely, as needed. Processes receipts and purchase requisitions for reconciliation. Supports property control including yearly property scanning and disposition of turn-in property. Updates and maintains historical files for work orders. Performs other duties as required to complete the assigned mission. This position is covered under the Collective Bargaining Agreement.
5.3.4 Instrumentation
| Office and Materials Management IV | Independently develops solutions for and completes nonstandard assignments and resolves problems. Represents section and company to government and customer representatives. Exercises sound judgement when developing a solution standard and nonstandard assignments. Tracks and schedules resources. Tracks and ensures timely responses to suspenses. Tracks personnel training, certifications and licenses Conducts training and or provides instruction to junior Office and Materials management staff as well as section employees. Records, documents and maintains Standard Operating Procedures and develops desk procedures. Operates office machines. Maintains Physical inventory. Uses computers and various software products in support of daily operations. Composes complex and technical correspondence and reports. Prepares/coordinates and manages CONUS and OCONUS travel arrangements for group. Collects work orders for review and proper routing. Prepares technical infusion and sustainment submissions. May perform other duties such as RAMS, assisting the ISSO, assisting the building manager, personnel accountability, and timekeeping. Performs other duties as required to complete the assigned mission. Performs specific procedures and detailed instructions, distributes supplies, tools and equipment. Researches and completes supply requests in a timely manner. Accurately and timely receives, records, and delivers incoming shipments and ships out orders and returns. Acquires and records information regarding the status of supply transactions. Performs duties and responsibilities associated with storage areas and inventory system. Performs and trains others to receive, issue, label, maintains approved supply levels and shelving of supplies. | 5.10.1 Developmental Staff Engineers | Electrical Engineer | Under limited supervision, this entry-level engineer performs Radio-Frequency (RF) systems engineering on an interdisciplinary team of subject matter or professional experts. Performs technical and planning tasks to characterize how a system will operate in the modern electromagnetic battlefield environment. Testing includes, but not limited to, radio frequency allocation and associate processes; intra-system electromagnetic compatibility; electromagnetic environment setup, troubleshooting, and operations; spectrum compatibility; and electronic attack (jamming). Specialty areas include RF engineering theory, concepts, and performance; design and development of RF testing methodologies; and programming and operation of RF automated instrumentation and test equipment. Other requirements include collection, reduction, and analysis of data necessary to characterize the performance of complex systems with regard to radio frequency issues. Perform other duties as assigned to support mission requirements. |
| 5.10.1 Developmental Staff Engineers | FIELD INSTRUMENTATION ENG | Reverse engineer, designs, specifies, fabricates, develops documentation, integrates, and operates instrumentation packages for various tests. Instrumentation packages may include but not limited to triggering devices, measurement devices, electronic firing systems, and data collection systems. Designs and builds circuitry to operate, interface, and control target devices. Validates and verifies test requirements against instrumentation performance specifications. Provides onsite technical support while operating and monitoring instrumentation or electronics package. Skills include circuit card design, developing schematic drawing packages, soldering, and microcontroller programming, designing enclosures and developing user interfaces. Mentors, supervises, and provides guidance to technicians and engineers. Performs Quality Assurance activities. Develops and delivers training to technicians and engineers. Performs other duties as needed to ensure completion of test mission. |
| 5.10.2 Operations Test Engineers & Test Techcians | Target Operations Technician V | Represents Target Operations in a wide variety of areas within the test range environment. Assists section supervisor with over-seeing the Target Operations section including personnel training, duty assignments, test coordination, and scheduling. Manages test preparation, set-up, execution, logistics, data collection, and reporting for various Unmanned Aerial Systems (UAS), Sensors, tethered aerostat surveillance, aircraft weapons, electronic warfare, and a wide variety of sensor platform training and testing programs. Participates in the conduct of field-testing in various roles from data acquisition up to direction of testing in progress. Accesses and uses the YPG scheduling system to assist with projecting personnel and equipment requirements. Selects, sets up, and operates standard test equipment and records test data. Supports compiling and verifying test data. Assists with processing data, identifying errors or inconsistencies, and selecting methods of data presentation. Receives, transports, emplaces, and ships supplies, test items, and equipment while maintaining accountability. Represents the Test Officer to external customers and support organizations. | 5.10.3 Test Coordination | Classified Document Specialist III | Directs established central repository for the storage, archiving, and control of classified test data and documentation, including working papers, data sheets, logbooks, test plans, instrumentation planning documents, mass storage devices, CD-ROMs, specialized test devices, laptop computers, etc. Controls, stores, issues, ships, and destroys all documentation and portable optical disk storage devices in accordance with applicable DOD, Army, YPG, and directorate security regulations, and SOPs. Uses only approved security containers and storage systems for classified storage of data products. Maintains auditable records of accountability for storage, transfer, and destruction of all data and equipment. Provides guidance and direction to other Document Specialist personnel supporting the repository. Guides users to correctly and completely mark, handle, store, and transport classified information. Independently completes assignments and resolves problems. Performs non-routine and complex assignments for which no precedent may exist, exercising high levels of initiative and excellent judgement. Tracks document status against due date and works with stakeholders to ensure documents are completed and reviewed to meet associated deadlines. Monitors status of project milestones in ATEC Decision Support System (ADSS). Assists with research and preparation of presentations, reports, and briefing materials. Performs assignments that are not completely standardized, selects or adapts standard procedures using applicable precedents, receives initial instructions from Team Chief or Test Officer, and performs recurring work independently. Organizes material and completes assignments according to set standards regarding order, clarity, conciseness, style, and terminology. Reviews prepared reports and recommends revisions or changes in scope, format, or content. Maintains files of work assignments and revisions. May select photographs, drawings, sketches, diagrams, and charts to illustrate material. May edit, standardize, or make changes to material prepared by other writers. Assists Test Officers with hand receipt inventory tracking and accountability. Coordinates transportation of large or heavy items to maintenance shop or downrange locations. Tracks failed test parts and disposes of unneeded parts through YTC Supply as required. Coordinates with DPW to provide access to secure areas for site visits and work order execution. Prepares desk estimates and coordinates details of work request with DPW. Coordinates and provides access to compounds and buildings for authorized users. | 5.10.3 Test Coordination | Reports Team Chief I | Assists Test Officers with test documentation by developing, writing, and editing material for reports and related technical and administrative publications, including procedures used in the operation and/or maintenance of test items and/or weapons systems. Performs documentation duties at the Technical Writer III level. In addition, performs duties as Team Leader for the Division’s Reports Team, consisting of embedded Technical Writers, Editing Specialists, and/or other documentation support personnel. Performs highly difficult tasks with little or no supervision, while providing direction and oversight to team members. Ensures quality and timeliness of the documents prepared by the team. Provides guidance and direction to team members, and displays initiative and motivation. Provides technical representation at meetings and working groups. Establishes and enforces procedures within the team to receive work assignments from the Test Officers and prepare quality documentation while meeting all schedule requirements. Schedules personnel to ensure mission accomplishment in a highly dynamic, customer focused environment. Maintains files of team’s work assignments and revisions. | 5.12.1 Telephone Services | Communications Field Engineer | The primary functions and responsibilities include managing small to medium scaled IT/ Communications projects (planning, procurement, execution, quality control) and preparation of project organization and prioritization charts that will assist in tracking multiple project and progress details. The scope of projects are related to Inside Plant Telecommunications, Outside Plant Telecommunications, Networking, Video Teleconference, Intercom, and Video Distribution Systems. The position requires managing communication teams, installation and integration of communication equipment, and managing work orders. Responsibilities include generating O&M documentation and procedures, ensure work adheres to industry standards such as EIA/TIA, coordinating meetings with the customer to develop Scope of work and design details, work with local Configuration Management Team to develop design implementation documentation, keeping customers and stakeholders informed of any delays or issues that may impact project completion. Creates Digital Comprehensive layouts or Rough Drafts to present the ideas/images to the customer before producing the final design. Finalizes drafts and print, mount and or laminate the finished products. Operates and Performs the basic maintenance of associated with electronics such as large format printers, scanners and laminators. Proficient with Operation Secure (OPSE) photo compliance & requirements. Knowledge with Branding / Copy write / Publication protocols. Manages VI photo archive directives. Proficient and skilled with basic portrait and still photography skills to accommodate, but not limited to, Medic badges and Passport photos. Possess ability and flexibility to work in fast-paced environment in a calm manner, demonstrate the ability to have exceptional organizational skills. Works well in a team environment. Perform the operations and maintenance of Production equipment: Printers, Laminators, copiers, cutting tables. Provide cost and consumption of inventory estimate for Graphic and productions requirements. Possess skill sets for the following: Adobe Photoshop, Illustrator, InDesign, Acrobat Reader, and Microsoft PowerPoint and Publisher to generate graphic designs. Perform various Levels of an A/V Technician duties (set-up and operation of the A/V equipment for video or audio visual presentations and Productions, support secure and non-secure video teleconferencing (VTC), assist with General Conference Support that may include: name tags, facilitation of slide shows, check-in assistance and conference registration, coordinating and assisting in distribution and collection of presentation materials.
