Such actions may include, but are not limited to, removal from the contract, reduction in benefits, or termination of employment.

2 1.6 Contract Management

Contractor shall control overhead and indirect costs.

1.6.3 Cost

Contractor shall provide a workforce to maintain a cost reimbursement rate as designated by the COR's office.

5 5.3.1 Telemetry

The Contractor shall operate, maintain, sustain, and support all USAYPG’s telemetry systems in support of the mission.

a) STD: Setup Telemetry Systems to operate and maintain equipment at the fixed sites, remote fixed sites, and mobile sites IAW the range schedule and applicable AR's and SOP's.

b) STD: Maintain a work order request log for all daily instrumentation requests for both classified and non-classified missions.

c) STD: Provide a useable data product in the format required from the requestor IAW applicable SOP's and AR's.

d) STD: Operate, maintain, and set-up tests with security requirements for signals IAW applicable SOP’s and AR’s.

5.3.2 Instrumentation Tracking Radar

The Contractor shall operate, maintain, and sustain the instrumentation tracking radar systems.

a) STD: Provide daily & weekly maintenance checklist; radar data requirements;

ballistic test information sheet; system pre-mission checklist; digital data report (to include number of test rounds tracked) and data transmittal receipt as requested by the test customer.

b) STD: Maintain a work order request log for all daily test support.

7 5.3.3 Ballistics Instrumentation

The Contractor shall operate, maintain, and sustain the Ballistics Instrumentation Systems.

a) STD: Instrument, collect, and record test data as requested by the customer.

b) STD: Maintain a work order request log for all daily test support.

8 5.3.4 Instrumentation

The Contractor shall operate, maintain, and sustain the Instrumentation Systems.

a) STD: Instrument, de-instrument, repair, and provide data elements on test vehicles as requested per the Automotive Instrumentation work request form – Form

AIF-001.

b) STD: Mobile Dynamometer Systems – setup, operate, and maintain dynamometer trains as per instructions in SOP AI-001.

c) STD: Establish and maintain project/vehicle folder for each test/vehicle and archive folder at completion of test.

d) STD: Maintain work request log for all daily instrumentation requirements.

e) STD: Operate and maintain reference stations and installation of vehicle tracking systems for data acquisition.

5.3.5 Threat

Systems and Target Simulation

The Contractor shall operate, maintain, and sustain the Target Systems.

a) STD: Dispatch target vehicles IAW DA Pam 738-750.

b) STD: All threat system operators shall maintain a Commercial Driver’s License (CDL) for the classification of vehicle operated to include any hazardous materials endorsements. In addition, all operators shall possess a contractor issued license for the vehicle/equipment under test.

c) STD: Maintain the Target Management Office (TMO) vehicle fleet – both foreign and domestic target vehicles – in a mission capable condition prior to commencing test operations.

d) STD: Maintain moving target systems and rails to include the ARCAMEX, CASWELL Rangemaster 9000, K-PATH, and OEHLER Acoustic scoring systems in an operational status prior to commencing test operations.

e) STD: Maintain all moving target and stationary target systems and document all maintenance activity on the appropriate work order form.

5.3.6 Threat System

Radio Frequency (RF) Engineering and Spectrum Support

The Contractor shall operate, maintain, and sustain the threat system radio frequency (RF) engineering and spectrum support systems.

a) STD: Operate and maintain wireless communications to meet test requirements.

b) STD: Provide scheduled and unscheduled maintenance and characterization of all threat systems and instrumentation.

c) STD: Provide coordination for threat systems and instrumentation, transportation, set-up, operation and continuous monitoring of threat systems and instrumentation during testing.

11 5.4.1 Optical Tracking

The Contractor shall operate, maintain, and sustain the Optical Tracking Systems.

a) STD: Operate, set-up, and perform field maintenance of KTM's at fixed and mobile sites IAW applicable AR's and SOP's.

b) STD: Maintain complete and accurate optical tracking field data sheets.

c) STD: Deliver optical tracking data on time to data reduction personnel as required by the test customer.

d) STD: Operate muzzle exit triggering, time-tag, and transmission equipment as necessary to support daily mission. Ensure weekly optic schedules, work orders, operational checklists and data transmittal receipts are maintained IAW applicable SOP’s.

5.4.2 Geographic

13 5.4.3 Range Optical Measurements

The Contractor shall operate, maintain, and sustain the Range Optical Measurement Systems.

a) STD: Maintain monthly project support files containing at least an Operating Checklist (RO-CL-001) and a firing conditions sheet for the test projects supported.

b) STD: Maintain complete/accurate observation field data sheets IAW applicable SOP's.

c) STD: Record complete and accurate Behind the Gun (BG) measurements onto BG data sheets IAW applicable SOP's.

d) STD: Conduct theodolite maintenance every quarter IAW applicable SOP’s.

Instrumentation

The Contractor shall operate, maintain, and sustain the Television Instrumentation Systems.

a) STD: Maintain monthly project support files containing: YPG test schedule for each week, TV Instrumentation operating checklist, TV Inst. mission data sheet, video tape usage log, and data transmittal receipt for the test projects supported.

b) STD: Operate, install, and maintain various camera systems to record scientific data of test related items in support of YPG testing.

15 5.4.6 Photo-Optical Imaging (POI)

The Contractor shall operate, maintain, and sustain the Photo-Optical Imaging Systems.

a) STD: Maintain monthly test project support files containing operation checklist, POI field data sheets, POI camera layout, specific mathematic engineering sheets and data transmittal receipts.

b) STD: Provide still photography services IAW project work request. Maintain all work request in a logbook, record consumables in a usage log, and maintain other documentation IAW applicable AR’s, DOD Directives, and SOP’s

c) STD: Provide electronic imagery that captures data in support of weapons systems. Set-up and operate high speed camera systems in support of YPG tests.

a) STD: Inspect, repair, modify, design, and fabricate for a variety of electronic, mechanical, and optical equipment. Document as required by AR's and SOP's and maintain a control system for tracking purposes

17 5.4.8 Meteorology The Contractor shall operate, maintain, and sustain the Meteorology Systems. a) STD: Instrument, collect, and record data for the test customer.

18 5.5.1 Nondestructive Testing (NDT)

The Contractor shall perform nondestructive test inspections

a) STD: Provide Level II certified personnel to conduct non-destructive testing.

b) STD: The testing/inspection will be on the applicable form and inspection results will be documented in the "Gun tube file database".

5.5.2 Mass

Properties, Material Properties, and Precision Measurements

The Contractor shall operate high precision measuring machines and equipment IAW SOPs YP-YTGS-P- 7000, YP-YTAM-L-003 and YP-YTGS-P- 7721 to determine mass and material properties, and to perform precision measurements.

a) STD: Provide copper crusher support, center of gravity and moments of inertia IAW the test plan and the applicable form and the schedule request. AQL: 90% Compliance

5.5.3 Ballistics

Pressure Transducers

The Contractor shall operate, maintain, and sustain the Ballistic Pressure Transducer Systems.

a) STD: Procure needed materials to fabricate piezo-electric pressure transducers in support of test activity.

b) STD: Maintain a monthly control work log for tracking progress.

21 5.6.1 Vibration and Shock

The Contractor shall operate, maintain, and sustain the Vibration and Shock Systems.

a) STD: Operate electrodynamic and electrohydraulic shakers and digital vibration controllers.

b) STD: Produce data in the form of engineering units with outputs in graphical and or tabular form on electronic media IAW MIL-STD-810G, test plan, or other directives.

22 5.6.2 Rough Handling

The Contractor shall operate, maintain, and sustain the Rough Handling and Drop Test Systems.

a) STD: Conduct operations at the Loose Cargo Facility to simulate transporting unsecured munitions and equipment IAW ITOP 4-2-602 or MIL-STD-810G. Test data in support of these operations shall be provided as outlined in the test plan or other directive.

b) STD: Provide certified personnel to perform drops IAW MIL-STD-810G and the test plan.

c) STD: Perform post-test inspection and operate temperature chambers providing temperature data in the form of charts.

5.6.3 Climatic

Testing / Controlled and Natural Environments

The Contractor shall operate, maintain, and sustain the Climatic Testing/Controlled and Natural Environments Systems.

a) STD: Operate a variety of climatic chambers, performing test IAW MIL-STD-810G and the test plan.

b) STD: Operate Weapons Firing Chamber IAW MIL-STD-810G and test plans.

The data collected will be in the form of temperature charts or digital readout.

c) STD: Operate Rain and Dust facilities IAW MIL-STD-810G. Data shall be provided in the format outlined in the test plan or other directive.

5.6.4 A/C

Maintenance & Electrical

The Contractor shall operate, maintain, and sustain the A/C and Electrical Systems.

a) STD: Ensure all maintenance activities – scheduled and unscheduled – are maintained in the EMS database as well as individual equipment logs to establish failure trends and audit purposes.

25 5.6.5 Radiography The Contractor shall operate, maintain, and sustain the Radiography Systems.

a) STD: Setup, operate, and maintain Static X-Ray equipment on a wide variety of ordnance and other materiel as requested by test activity.

b) STD: Setup, operate, and maintain Flash X-Ray equipment for various test sites on YPG as requested by test activity.

5.7.1 Real-Time

Mission Support Systems

The Contractor shall operate, maintain, test, and verify operational performance capabilities of the real-time Mission Control Centers and mobile mission assets

b) STD: Format test data into a useable format to be utilized for data reporting and processing.

5.7.2 Computer

Software Programming

The Contractor shall operate, maintain, and sustain Information Technology Software.

a) STD: Design, develop, maintain, document, and modify software for graphic displays and user interfaces in high level languages for a real-time environment.

b) STD: Format test data into a useable format to be utilized for data reporting and processing.

c) STD: Maintain work order log for all daily assigned work and repairs.

d) STD: The Contractor provides documented and hands-on training in the use of new or modified software within 15 business days.

5.7.3 Systems

Configuration & Maintenance

The Contractor shall provide systems administration, maintenance configuration management, and quality improvements of all equipment in support of data processing and data analysis environment.

a) STD: Operate, maintain, design, modify, purchase, setup, tear down, cabling, calibrate, and plan for equipment in support of the real-time and data processing environment.

b) STD: Analyze, document, prepare schematics, troubleshoot, and be an administrator for the real time computer systems.

c) STD: Maintain work order log for all daily assigned work and repairs.

d) STD: Perform data reduction from raw data and convert to a useable format for computer processing. Extract data, process, document and maintain data for accuracy, completeness, accountability, and historical value as required by the requestor. Follow applicable SOP’s and AR’s.

5.7.4 Test Data

The Contractor shall design, organize, and develop databases

a) STD: Design and maintain an accurate report database for test data in user-required format utilizing software designed for Test Incident Report and scoring documents.

b) STD: Enter data into the database as requested by the customer.

c) STD: Maintain work order log for all daily assigned work and repairs.

5.7.5 Database

System Administration

The Contractor shall manage the local database network interface including installation, modification, troubleshooting, etc.

a) STD: Administer, data storage, backup, troubleshoot, and manage the Test Incident Report database for a fully functional and accurate database at all times.

b) STD: Maintain work order log for all daily assigned work and repairs.

c) STD: Operate and monitor financial computer systems for YPG. Follow all applicable guidance, SOP's, and AR's.

5.7.6 Software and

Hardware Maintenance

a) STD: Maintain and repair YPG’s computers, hardware, and software IAW applicable guidance, SOP’s, and AR’s.

b) STD: Operate an IT/Communications desk to handle customer requests for hardware/software and email support IAW applicable guidance, SOP’s, and AR’s.

c) STD: Maintain an automated work order log for all assigned work and repairs in a government approved database system.

5.8.1 Ground Based

Weapons and Communication Systems Testing

The Contractor shall operate, maintain, and sustain artillery, motor, and tank weapons fixed, towed, or self-propelled.

a) STD: Provide certified gunners to conduct artillery testing support. The Schedule request will specify support, crew leaders will capture tube history on tube cards, documented test events will be kept on file. All of this will be completed IAW applicable AR’s and SOP’s.

b) STD: Provide certified operators and maintainers to install, align, repair, and modify communications systems on wheeled and armament vehicle systems.
