About this file

This document is a World Trade Organization Notice of Planned Procurement from the Massachusetts Executive Office of Elder Affairs (EOEA). The EOEA plans to issue a Request for Responses (RFR) in March 2017 to procure the services of one or more organizations qualified to conduct the intake of elder abuse reports on behalf of the EOEA Elder Protective Services program. The intake of elder abuse reports includes taking reports over the phone, entering data into an online database, and contacting Protective Services staff in emergencies. The RFR will require bidding organizations to provide this service for the entire Commonwealth during overnight hours, weekends, and holidays, and may potentially solicit bids for 24/7 service. Bids will be due on or around April 1, 2017. This procurement is subject to the World Trade Organization Government Procurement Agreement.

The RFR will include specific criteria for potential awards, and all bids will be subject to the Commonwealth's Standard Terms and Conditions. Bidders will be required to submit bids online through COMMBUYS and monitor the site for any amendments to the announcement or the complete RFR posting. Bidders may elect to subscribe to COMMBUYS immediately or wait until they have reviewed the complete RFR and its amendments.

The Massachusetts Executive Office of Elder Affairs (EOEA) plans to post a Request for Responses (RFR) in March 2017 to procure the services of one or more organizations qualified to conduct the intake of elder abuse reports on behalf of the EOEA Elder Protective Services program. The intake of elder abuse reports includes, but is not limited to, taking elder abuse reports over the phone, entering data from calls into an online database operated by EOEA, and contacting Protective Services program staff in emergency situations. The RFR will require bidding organizations to provide this service for the entire Commonwealth during overnight hours, weekends, and holidays. Additionally, the RFR may potentially solicit bids for the provision of these services on a 24 hour a day, 365 days a year, basis for the entire Commonwealth.

Bidders are solely responsible for monitoring this site for amendments to this announcement, if any, and for the complete Bid posting, if any. Bidders may monitor the site through publicly accessible search and browse tools, or through COMMBUYS email notification and record tracking tools by ensuring the commodity codes associated with this record are included in the commodity codes section of their COMMBUYS profile. Bidders may elect to subscribe to COMMBUYS immediately or wait until they have reviewed the complete Bid posting including the RFR and its amendments, if any. Bidders who elect to establish a COMMBUYS account must select the Register link on www.commbuys.com and complete the online subscription process.

Potential awards will be made based on specific criteria included in the RFR. Additionally, all bids will be subject to the Commonwealths Standard Terms and Conditions. This procurement is subject to the World Trade Organization Government Procurement Agreement. It is anticipated the RFR will be posted on or around March 1, 2017.
