About this file
This document is Section L (Instructions, Conditions, & Notices to Offerors or Quoters) and Section M (Evaluation Factors) from a federal construction solicitation for Tinker Air Force Base. The solicitation covers two separate roadway and parking repair projects: WWYK150185 (Repair Roadways, Parking at Munitions Area, estimated at $500,000–$1,000,000) and WWYK190230 (Repair Arnold Ave Between H Ave and M Ave, estimated at $1,000,000–$5,000,000). While the Government contemplates awarding both projects on a single contract, offerors must submit independent offers for each project, with award determined on the lowest combined price of technically acceptable offers.
Offerors must provide complete pricing for all items in an unlocked Microsoft Excel format broken out by Construction Standards Institute (CSI) division or salient features of work. Pricing must be based on current-year RS MEANS Facilities Construction Cost Book rates, with the Oklahoma City cost index applied as a local area adjustment factor. Non-RS MEANS items require pricing from at least two acceptable vendors with supporting documentation. Technical proposals must include a cover sheet, project narrative addressing scope understanding, proposed methodology, site verification, user impacts, government property protection, supplemental drawings, design calculations, take-off calculations, manufacturer data, and assumptions. The evaluation is Lowest Price Technically Acceptable (LPTA), requiring technical acceptability in two subfactors: (1) Capability and Management, addressing on-site management team commitment, sole-source design and construction responsibility, subcontractor supervision, and warranty/site condition handling; and (2) Schedule and Planning, requiring a construction schedule meeting mandatory completion dates with realistic sequencing, submittal and milestone considerations, and specific timelines for government approvals. Contractors must comply with Tinker AFB access procedures, obtain identification badges ($50 per lost or damaged badge), use Gate 33 for truck deliveries, and observe contract holidays. Questions must be submitted to the Contracting Officer at darian.permetter@us.af.mil by 2:00 p.m. CT on a date to be announced. Davis Bacon prevailing wage requirements apply, with construction type classified as Building.

Section M - Evaluation
Responsive proposals received at or before the deadline date and time will be evaluated as follows. This effort is Lowest Price Technically Acceptable (LPTA).
1. Contractor will be checked in SAM for contractor responsibility.
2. The Government's technical evaluation team shall evaluate the combined work plan and technical risk of each proposal to determine if the offeror provides a sound, compliant approach that meets the requirements and demonstrates a thorough knowledge and understanding of the specs and SOW and their associated risks.
3. The lowest priced proposal from at least two (2) technically acceptable proposals will become the awardee.
TECHNICAL RATING
The Technical evaluation will be based on each’s offeror’s approach for meeting the technical requirements listed below. The evaluation focuses on the technical approach as described in each offeror’s technical volume. The technical evaluation does not consider price. Each subfactor within the technical factor will receive one of the ratings described below based on the criteria listed below. Individual subfactor ratings will be used to determine the overall technical acceptability of each offeror. To be determined technically acceptable at the factor level, the Offeror must be rated acceptable in each subfactor. A single deficiency within a subfactor will result in an unacceptable rating for that subfactor. A final unacceptable subfactor assessment will determine an overall technical unacceptable rating, and therefore, un-awardable. Only those proposals determined to be technically acceptable, either initially, or as a result of discussions, will be considered for award. The technical evaluation will also consider risk in determining overall acceptability. Risk pertains to the potential for unsuccessful contract performance. Risk will not receive a separate rating, rather, it will be inherent within the subfactor ratings, and the overall Technical rating. Only Low Risk approaches will be deemed acceptable.
TECHNICAL SUBFACTOR 1, CAPABILITY AND MANAGEMENT: This subfactor is met when the offeror sufficiently demonstrates and describes how the offeror will meet the capability and management requirements to complete the construction and administrative requirements with little potential for disruption of schedule, increased price, or degradation of performance. The evaluation will include the offeror’s proposal to meet the following:
Sufficient description of commitment to support an on-site management team, including a sole source responsibility for both design and construction of this project. IAW Section 3.12.
Contractor Personnel Requirements and 3.12.5.1 to 3.12.3.2 Design Program Manager within the
SOW.
Sufficient approach to manage, supervise, and coordinate all subcontractor’s work and state who in the organization is responsible for this management and coordination. IAW all Section 3.12.6.
Sufficient description of how warranty support, unforeseen site conditions, design errors, etc., will be handled by your organization. The responsible offeror shall meet warranty requirement specification listed in the Warranty of Construction Clause IAW RFO 52.246-21. The offeror will meet unforeseen site condition requirement specification listed in the Differing Site Condition Clause IAW RFO 52.236-2.
Sufficient description of your team list of the primary points of contact. The responsible offeror shall meet requirement specification IAW Section 3.12 Contractor Specific Requirements within the SOW.
TECHNICAL SUBFACTOR 2, SCHEDULE AND PLANNING: This subfactor is met when the offeror sufficiently demonstrates and describes how the offeror can schedule and plan the construction project that will meet or improve the mandatory completion date with little potential for disruption of schedule, increased price, or degradation of performance. The evaluation will include the offeror’s proposal to meet the following requirement specification IAW all of Section
3.6 of the SOW.
Sufficient construction schedule that meets the mandatory completion date stated in the OPR.
The schedule shall demonstrate a reasonable and realistic sequence of activities which represent all work to be performed throughout the entire order performance period, while considering the major work elements from the detailed price proposal, as well as submittal reviews, mobilization, material delivery times, anticipated weather delays, and final inspection/closeout. The responsible offeror shall meet requirement specification IAW Section 3.6.1 of the SOW.
Sufficient detail within the schedule that considers submittals, milestones (such as final inspections), and construction related permits/requests (such as Outage/Closure Requests or Excavation Permits) that will require longer lead times for Government coordination/approval.
The responsible offeror shall meet requirement specification listed in section 3.6.2 of the SOW.
Sufficient detail within the schedule that provides specific timelines for staging area approvals, airfield waivers, outage requests and other Government approvals as provided in the SOW Section 3.6.2 in table listed as “Delivery Schedule & Submittals”.
The technical rating reflects the evaluation of the acceptability of the offeror’s technical approach for meeting the government’s requirement. The offeror’s proposal shall be evaluated to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in the table below. One technical rating will be assigned to each technical subfactor. To be considered awardable, there must be an “acceptable” rating in every subfactor.
PRICE: The Contractor shall provide an Electronic Cost Model Breakdown to support their proposed pricing in an unlocked Microsoft Excel Format. At a minimum, pricing shall be broken out by Construction Standards Institute (CSI) division or salient features of work. Proposals broken out by salient features of work and further subdivided by CSI division are preferred. The Contractor's proposed pricing shall be accomplished as described below and based on the most economical standard construction practices. Value engineering and design review shall be used in project design and scope development. Unreasonable methods and/or estimates of accomplishing the tasks required under this Statement of Work (SOW) shall not be accepted.
This effort is Lowest Price Technically Acceptable (LPTA).
