About this file
This is a Pre-Bid Request for Information (RFI) document for federal contract WWYK150185, addressing repair and maintenance work at a munitions area facility.
The project involves roadway and parking lot repairs at Area #3, with five key clarifications provided by the Government in response to contractor questions. For the driveway roadway (Sheets CD-101 & C-101), the Government revised the repair specification from a simple 2" asphalt overlay to milling of existing pavement with new 4" binder and 2" surface layers using a new HMA mix design requiring approval, with the new pavement profile matching the existing adjacent Munitions roadway. For the parking area, the Government provided the same response regarding milling and resurfacing. Regarding the 6" underdrain perforated pipe (Sheet C-103), the Government specified placement 2 feet below the top of pavement in a 2-foot by 2-foot trench approximately 90 feet in length extending east to the existing fence, discharging into a ditch west of Munitions Road with the pipe end positioned higher than surrounding grounds for positive drainage. For Area #2 seal coat work (Sheet C-102), the Government mandated crack sealing prior to seal coat application, with majority cracks already sealed and new cracks to be cleaned of debris and grass before injection with approved sealant. For Detail #3 on Sheet C-201 regarding the 2" asphalt wearing course overlay, the Government clarified that the standard TAFB detail notes regarding aggregate base, modified subgrade, and disturbed material requirements do not apply to the 2" resurfacing work.

REPAIR ROADWAYS, PARKING AT MUNITIONS AREA
WWYK150185
Pre-Bid RFIs
1. Asphalt Overlay for Roadway – Sheet CD-101 & C-101:
a. Situation: The existing condition for the road to Area #3 parking lot is extremely bad.
Sheet CD-101 Keyed Note #2 indicates for all but 30’ near Munitions Road, to “Clean existing asphalt roadway surface of loose gravel.” Placement of a 2” asphalt overlay over this inconsistent grade would make compaction efforts inconsistent and reflective cracking and rutting could become evident in just a few months, making this section questionable for warranty. Also, testing for compaction efforts might need to be waived.
b. Information Requested: Will the Government consider requiring a minor milling or profiling of this area so that this could be warrantied?
c. Government Response: The driveway flexible pavement has deteriorated since inspection in 2023. The adopted repair will be revised to milling of the existing pavement and repaving with new (4”) binder and (2”) surface layers as per. New HMA mix design to be submitted for approval. This modification will be applied to the entire driveway pavement inclusive of the area per note #4 in CD-101. New pavement profile to match existing adjacent Munition roadway and service driveway.
2. Asphalt Overlay for Parking Area – Sheet CD-101 & C-101:
a. Situation: The existing condition for the existing parking lot for Area #3 is extremely bad.
Keyed Note #1 states “POV Parking Lot: Removal all loose gravel of the base material that are exposed at the south end of the parking lot. Existing asphalt pavement to remain in place and must be protected.” Some of the proposed 2” overlay appears to be over grassy areas and the asphalt is inconsistently graded due to age. Placement of a 2” asphalt overlay over this inconsistent grade would make compaction efforts inconsistent and reflective cracking and rutting could become evident in just a few months, making this section questionable for warranty. Also, testing for compaction efforts might need to be waived.
b. Information Requested: Will the Government consider requiring a minor milling or profiling of this area so that this could be warrantied?
c. Government Response: Same as 1.c, above.
3. New 6” Underdrainage Pipe – C-103 Keyed Note #3:
a. Situation: There is a note on Sheet C-103 that states “The 6” perforated pipe to be installed along this edge.” This is also discussed on Keyed Note #3.
b. Information Requested: For estimating purposes, where is the outlet for this pipe anticipated to be placed.
c. Government Response: Place the 6” PP 2ft below the top of pavement in a 2ftx2ft trench about 90ft in length to the east ending at the existing fence where it will discharge into the ditch in close proximity west of Munition Rd. The end of the PP should be higher than the grounds at that location for positive discharge.
4. Area #2 Seal Coat – Sheet C-102 Keyed Note #2:
a. Situation: Keyed Note #2 states “Apply seal coat over all areas that will not be resurfaced.” There are a lot of cracks in this area and some have previously been filled and are filled with grass.
b. Information Requested: Confirm that the Government does not require crack sealing for this area and only seal coat and no other surface preparation.
c. Government Response: Due to the presence of surface cracks in the connecting roadway between the two buildings, sealing these cracks is mandatory prior to applying seal coat.
The majority of the cracks have been sealed and the new cracks to be cleaned of debris and grass prior to injection with approved sealant.
5. Detail #3 Sheet C-201 – 2” Asphalt Wearing Course Overlay:
a. Situation: Detail #3 on Sheet C-201 discusses in #2 aggregate base requirements, in #3 modified subgrade requirements, and in #4 disturbed material below the subgrade.
b. Information Requested: Should we ignore these requirements for this overlay detail?
c. Government Response: Detail #3/C-201 is a standard TAFB detail and the notes do not apply to the 2” resurfacing.
