About this file

This document comprises questions and responses for the City of Wausau's CAD/AVL (Computer-Aided Dispatch/Automatic Vehicle Location) Hardware, Software, and Professional Services RFP for the Wausau Area Transit System. The procurement covers 23 fixed-route buses with double doors and includes hardware components such as an annunciator system, automatic passenger counters (APC), CCTV security systems, on-board driver user interfaces (minimum 10-inch touchscreen), interior LED signage, and cellular data connectivity. Software requirements encompass transit service design platforms, system supervisory software, driver scheduling applications, and data management solutions. Professional services must include installation, training, operation, maintenance, and security support. The RFP permits single or multiple contract awards, though a single integrated contract is preferred. Ten vehicles are available for installation during summer months, with four available during the school year. Questions were due December 15, 2026, and proposals are due January 15, 2026, at 4:00 PM, with a target go-live date by the end of calendar year 2026. All proposals should be submitted to Ronald Schuenke at Ronald.schuenke@wausauwi.gov, with email submission via Dropbox link acceptable.

Key requirements include integration with existing Luminator and Twin Vision exterior destination signs, integration with the existing AngelTrax CCTV system through addition of routers and cellular connectivity, and compatibility with current PA speaker systems. The agency does not currently have a cellular data plan, interior signs, APC systems, or speaker networks to integrate, requiring vendors to include these in their proposals. Integration with existing farebox systems is not required at this time, but vendors should design for future farebox system integration. Wausau does not require integration with radio systems, in-house databases, or single sign-on for destination signs, though integration with RTA Navigator fleet management system and City LDAP/Active Directory is preferred. GTFS-RT capability is required for final acceptance. The City of Wausau will negotiate contract terms with the selected vendor rather than applying standard terms and conditions, and no specific budget, bid bonds, or disadvantaged business enterprise goals have been established. Optional pricing for future fleet growth, paratransit expansion, and interior LED signage should be included separately from base proposal costs.
