QUESTIONS AND ANSWERS

SOLICITATION W91ZRU-19-B-0001

Alaska National Guard (AKNG)

United States Property & Fiscal Office (USP&FO) Building Project No. 020143

10 April 2019 11 April 2019 12 April 2019 24 April 2019 10 May 2019

Date: 10 April 2019

Question 1: How do I access the plans and specification from FBO? The Company has applied for clearance using DD2345 to the Joint Certification Office but has not receive the final approval.

Would the Government consider accepting the emailed confirmation of receipt & processing, and providing access to the documents for this project via AMRDEC or some other safe site?

Answer 1: The Government is not offering the drawings and specs via AMRDEC/email. The pre-solicitation notice for this project was published on 01/16/2019 which identified the requirement to obtain export controlled authorization AND a MPIN.

Question 2: Are you able to grant us access to download the plans and specifications? I entered a valid MPIN, but am not able to view the controlled documents. The DD2345 is approved.

Please assist.

Answer 2. No. You are required to have an approved DD 2345 and MPIN. If you have both, the U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their SAM registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220 and ask for troubleshooting assistance.

Question 3: Please provide the pre-bid site visit information.

Answer 3. Details of the pre-bid conference and site visit are contained in the Section 00100, paragraph 3 and FAR Clause 52.236-7 of the solicitation.

Date: 11 April 2019

Question 4: Does each vendor, subcontractor and supplier have to possess an approved DD Form 2345 prior to release of bid documents to them?

Answer 4: Please reference the information contained in the Vendor Guide, posted on FBO, regarding viewing of export controlled documents. DLA has enhanced its Joint Certification Program (JCP) registration and validation procedures. If a vendor has inquiries after having submitted required information to the JCP office, these inquiries are to be directed to DLAJ344DataCustodian@dla.mil. Additional information is available from the following website:

https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions/

Answer 4 Additional Information: All parties that view any of the tech data must possess a current and valid DD2345. ****Please use JCP-HELPDESK@dla.mil for all issues, concerns, or questions. ****Please use JCP-ADMIN@dla.mil for all DD Form 2345 submissions.

Date: 24 April 2019

Question 5: Given the response issued as additional clarification to RFI question 4 on April 12, 2019, “All parties that view any of the tech data must possess a current and valid DD2345.”, we have some concerns. What is the liability of our company to ensure a valid DD2345 is possessed by potential subcontractors, vendors, suppliers and consultants upon whom we rely to assemble a competent and competitive bid? If the entity in question says they have a valid DD2345, is that enough for us to share the information? Or are we required to direct potential participants to FedBizOpps to view the documents on their own which will require them to have not only a DD2345 but a MPIN from SAM? (subcontractors, vendors, suppliers and consultants that do not typically work directly for the government are not typically registered in SAM)

If we receive unsolicited quotes from subcontractors, vendors, suppliers or consultants that we suspect or determine are not in possession of a valid DD2345, what is our liability in using said quotes?

In searching the Interested Vendor List today only 3 companies on the list that are based in AK are currently in possession of a valid DD2345 and at least 2 of these are competitors. In doing a series of general searches, we were able to identify only a few potential subcontractors, no vendors, no suppliers and no consultants that are currently in possession of a valid DD2345. Given the time frame for acquiring a valid DD2345 and a MPIN from SAM, we are concerned the majority of resources upon which we rely to provide a competent and competitive bid is compromised. Are you concerned with the potential lack of ability to participate in this solicitation by the contracting community will result in increased cost and loss of competitiveness?

Answer 5: You are responsible for compliance with the requirements specified by DLA. Additional information is available at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/FAQ/.

Please contact: JCP-Helpdesk@dla.mil for all questions, concerns, or issues you have concerning JCP. JCP-Admin@dla.mil for DD Form 2345 new submissions/revisions/renewals. Phone (800) 352-3572

Question 27: 051400 Cold formed framing spec section 1.5 D calls out 85% recycle content. Along with Preference should be products with components that are both extracted and manufactured within 500miles of product site. Section 2.3 A calls out 25% recycle content.

Please confirm the 25% recycle content is correct. All the metal framing material that suppliers provided for the AK region is manufactured in the Pacific northwest and does not meet 85% recycle content. If 85% is required material will have to be shipped across the US and would be add costs and a negative for LEED due to the shipping distance.

Answer 27: Section 054000 Cold-Formed Metal Framing. The requirements are targets for LEED submittals. 2.3A refers to Postconsumer recycle content plus one-half of preconsumer content not less than 25 percent.

Question 28:

1. They require AWI Quality Certification Program certificates, labels, and trade association requirements that no cabinet shop in Alaska does.

2. They require (2.1 C) regional materials within 100 miles from extraction – they don’t exist, and require manufacture within 100 miles of JBER – we aren’t.

3. They require (2.1 D) certified wood – we dropped that because it was always eventually waived for casework as the casework was an insignificant part of the total wood and because for us the certification process was more like extortion in terms of its annual cost. Besides us, no other cabinet shop in Alaska has provided this at any time to our knowledge. We have stopped quoting certified wood jobs.

4. My search of the documentation does not find any opportunity for questions or clarification to resolve these issue prior to our quote to you, and we know better than to bid a job with a Corps inspector if we cannot provide and document exactly as specified.

Answer 28: Bidders shall meet the requirements as specified in Specification Sections 064023 and 064116.

Question 29: The mechanical drawings list Louvers with associated tags L-1 through L-7. The mechanical drawings do not contain a louver schedule. The mechanical drawings note that at least one louver is provided by others. Please provide a louver schedule, and clarify which louvers, if any are in fact provided by others.

Answer 29: The louver schedule and details are shown on Drawing A-614

Question 30: Specification 230800, Commissioning of HVAC, paragraph 1.4,B states “Construction Checklists: Draft construction checklists will be created by CxA for Contractor review.” However, Paragraph 3.1 Construction Checklists, sub paragraph A, states: “Prepare detailed construction checklists for following HVAC systems, assemblies, subsystems, equipment, and components:”

Question: Who is creating the checklists? The CxA or the Contractor? Creation of checklists is normally the responsibility of the CxA. Please confirm the CxA is providing the Construction Checklists for review by Contractor in accordance with 1.4,B.

Answer 30: The CxA generates the Construction Checklists and Functional Performance Test documents. The contractor fills out and returns the Construction Checklists to the CxA. The contractor executes the Functional Performance Tests at the direction of the CxA and the CxA documents results. Construction Checklists are checklists that the contractor fills out confirming the equipment provided matches the approved submittals (e.g. model number, voltage, right hand/left hand unit, etc.). Construction Checklists are not used for testing functionality. Functional Performance Tests are used for testing functionality.

Question 31: Specification 230800, Commissioning of HVAC, varies greatly from the other two related sections 220800 Commissioning of Plumbing Systems and 260800 Commissioning of Electrical Systems. The plumbing and electrical specification sections denote responsibilities of the contractor and provide extensive training requirements. However, the HVAC section provides no responsibilities or training paragraphs. The HVAC section provides information on testing, the other two sections do not. There is no discussion or examples provided for the type or extent of commissioning testing to be provided in Plumbing or Electrical as are provided in HVAC. As it is unknown who the CxA will be, the Contractor cannot price based on past experience, and will be required to price based on the specifications alone.

Will clarification, or direction, be provided to denote Cx testing, training, and responsibilities across all 3 sections or shall HVAC, Plumbing, and Electrical have varying commissioning requirements per current specification?

Answer 31: The CxA generates the Construction Checklists and Functional Performance Test documents for HVAC Mechanical, Plumbing, and Electrical systems / equipment as listed in the specifications. The contractor fills out and returns the Construction Checklists to the CxA. The contractor executes the Functional Performance Tests at the direction of the CxA and the CxA documents results. Training for the Mechanical HVAC systems should be similar in scope as the Electrical and Plumbing sections and will be spelled out in an addendum.

Answer 39: The primary work indicated on sheet E-601 falls under the utility contractor. The primary cables (Medium voltage) and transformer specifications are meant for the utility contractor.

Question 40: Specification section 074113.9 sections 2.2 calls for a 3” batten seam metal roof panels by various manufacturers. These panels are all manufactured out of Alaska and would require a substantial freight cost along with the potential for product damage. With the long panels lengths, it would require several splices in the panel. There are a considerable number of roofs on JBER that have metal roof panels that were site fabricated and have performed very well. These roofs have no panel splices with the panels spanning from eave to ridges.

Would it be acceptable to use a 22 gauge - 2” site fabricated metal panel such as a Firestone UC-6 or a Bryer TBC-Superseam metal? These would be more cost effective options with minimal risk in freight as well as meet all of the specified warranty requirements.

Answer 40: No. Contractors are to bid what is called out in the specifications and shown on the Drawings.

Question 41: There is no vapor barrier called out in Specification section 074113.9 or on the typical roof assembly shown on detail D1- A531. Would it be acceptable to use a 10 mil polyethylene vapor barrier in the roof assembly?

Answer 41: No. Contractors are to bid what is called out in the specifications and shown on the Drawings.

Question 42: Specification section 074113.9 – 2.4 calls for ½” Dens Deck to be used as the cover board. This would require the clip fasteners to penetrate the metal deck which would be expensive.

If the cover board changed to 5/8” CDX plywood it would save money on material and the clips could be attached to the cover board. Both of these recommendations would yield cost savings.

Can the cover board be changed to 5/8” CDX plywood?

Answer 42: No. Contractors are to bid what is called out in the specifications and shown on the Drawings.

Question 43: Section 033000 Cast-in-place Concrete Section 2.5: Concrete Materials C-1 “Maximum Coarse Aggregate Size- 1 1/2” nominal at footings, ¾” nominal for all other applications”.

Would a ¾” Aggregate meeting the gradation requirements of ASTM C-33 be considered acceptable for footings as well as all other building elements?

Answer 43: It is acceptable to use Maximum ¾” aggregate meeting the gradation of ASTM C33 for foundation as well. However; please be advised that gradation with larger size aggregate usually requires less amount of cement which may reduce the cost.

Question 44: The Mechanical Plan Sheets do not depict any snowmelt hydronic mains or manifold locations for bid options 2 and 9. Can you please provide main routing, sizing and manifold locations?

Answer 44: All snow melting equipment, piping and appurtenances are part of a delegated design as indicated by note 4 on Drawing M-402. Question 47: The glass spec #088000, 2.13, B, C and D, – glass types G4, G5 and G6 are currently specified with a makeup of 3/8” PPG Optiblue tint on the outer lite of the insulated glass.

The overall thickness is nominally 1 ¼” overall.

* Optiblue tint is only available in ¼” thickness

* The storefront and windows are designed to receive 1” overall (not 1 ¼” OA).

We would propose that the glass makeup be ¼” Optiblue tint with PPG solar ban Z50 Low E over 5/16” laminated glass with .060 innerlayer. This is available, meets the blast requirements and will fit into the window and storefront frames and give you the appearance you want.

Answer 47: Jacobs confirmed that the product specified is available.

Question 48 In Division 28, there is no mention of any physical security requirements. Additionally, on the floor plans, specifically Typical C3 on Drawing TS501, it mentions that the Access Control enclosure will be “GFCI.” That leads us to believe that it may be “Government Furnished.”

Answer 48: Contract drawings indicate roughin only with all electronics and wiring GFGI per T503 and T504 general note 3.

Question 49: We are wondering if the government has already selected a security vendor - maybe one that has a maintenance contract already on-site? In our experience, sometimes leaving out specs like that may signal that this portion of the requirement has already been set aside for someone.

Answer 49: Contractor is not responsible for installation of security devices, Security systems will be Government provided and installed after construction.

Question 50:

A601 Material Legend provides for Sound-Absorbing Units FWP-1, FWP-2 & FPW-3 and indicating locations as Multi-Purpose Room, Team Rooms and Conference Room.

Detail C3/A415 provides for the Multi-Purpose room 105 & 106. No interior elevation is being provided for the Team Rooms nor the Conference Room. Please provide interior elevations for room m223-224-299 to allow for quantification of requested sound-absorbing sound panels

Answer 50: No additional interior elevations will be drawn. A remark will be added to the rooms in question in the Room Finish Schedule on Drawing A0601 to refer to C3/A-415 for the layout design intent. This will be addressed in the addendum.

Question 51: Sheet A-701 wall type 1E calls for studs at 16"oc, with 1" shaft liner. 1" shaft liner for shaft walls is only provided in 24" widths to fit within the I or CH studs of a shaft wall assembly. The referenced UL-499 requires the shaft wall type assembly. Please confirm the shaft wall studs to be 24"oc. The referenced use of R-13 does not meet the UL STC rating without full thickness batt insulation. Please confirm the use of Shaft wall studs at 24"oc.

Answer 51: Partition type 1E stud spacing will be changed from 16” on center to 24” on center via addendum. STC Test number NGC 2542 indicates the requirement for an STC of 42 as referenced by design and the test number. The partition type as represented on Drawing A-701 is in compliance with those requirements.

Question 52: With the required use of the top track, can the use of slotted deflection track be used and delete the requirement for the 14ga vertical slide clips? The slotted track provides for the required deflection, Answer 52: The UL head of wall design of HW-D-0085 is referenced. However, per Partition General Note 18, other assemblies will be considered as outlined in the note.

File details come from the government source that posted it.
