Quality Assurance Surveillance Plan Consolidated Manpower for Information Technology Services Army Contracting Command (ACC) Aberdeen Proving Ground (APG) US Army Communication Electronics Command (CECOM) Command, Control, Communication, Computer, Intelligence, Surveillance & Reconnaissance (C4ISR) Team APG C4ISR The Quality Assurance Surveillance Plan (QASP) provides a basis for the Government Lead/Task Area Contracting Officer’s Representatives (CORs) to monitor the total quality of the contractor’s performance. The QASP provides the Lead/Task Area/CORs a proactive and methodical process for avoiding unacceptable or deficient performance. Our intent is to ensure that C4ISR/CECOM receives the quality of services called for in the Performance Work Statement (PWS). The QASP is designed to define the types of work to be performed, describe the evaluation methods that will be employed by the Government in assessing our performance, define the roles and responsibilities of participating Government officials, describe the process of developing performance documentation, and establish performance standards.
The contractor’s approach to project quality control is a process designed to ensure that deliverables meet established standards and that defects and errors are captured and addressed before submission. We will develop comprehensive Standard Operating Procedures (SOPs) for all required tasks that define the purpose and context for each deliverable, the steps required for completion, and the metrics to be used to assess successful completion. Adherence to SOPs is verified by the management and staff who perform the work and is validated through a process of internal peer review.
C4ISR/CECOM’s quality assurance processes are guided by the objective of continuous business improvement and a focus on project execution effectiveness. Toward this end, a portion of all contract deliverables will be formally audited to confirm fidelity to the quality control process. Our audit helps ensure that deliverables are submitted and accepted. The contractor will perform independent audits of project processes and work products using methods designed to ensure compliance with industry best practices, including ISO 9001:2008, the Software Engineering Institute Capability Maturity Model Integration (CMMI) processes, and other policies and procedures. The contractor shall provide evidence of current certification in ISO 9001:2008 and ISO 20000, as well as appraised at CMMI Maturity Level 3 (Development) or CMMI Maturity Level 3 (Services).
The QASP, provided in Table 1, is tailored to measure the performance of contract services or deliverables to assess whether these services or deliverables meet Acceptable Quality Levels (AQLs) for performance, schedule, quality, accuracy, timeliness, and other measures.
The QASP is designed to be a straightforward tool to measure performance in executing the contract. The below-listed indicators are to be monitored and assessed by the Government. Performance reports that compile the metrics will be provided by the contractor to C4ISR/CECOM on a monthly basis. These performance reports will cover all tasks within the C4ISR/CECOM Consolidated Manpower for Information Technology Services (CONMAN) contract. We consider performance measurements to be a continuing process, likely necessitating that they be tailored in the future to align with the evolving needs of C4ISR/CECOM. We will assess measurements with contractor on a quarterly basis.
The C4ISR/CECOM Lead/Task Area CORs will be responsible for reviewing the performance reports provided by the contractor. As a result, the C4ISR/CECOM Lead/Task Area CORs will be able to monitor, assess, record, and report on the technical performance of the contractor on a day-to-day basis. The C4ISR/CECOM Lead/Task Area CORs will also be responsible for meeting with the contractor to provide feedback, and review and approve any corrective action provided by the contractor.
The C4ISR/CECOM Lead/Task Area CORs will have primary responsibility for completing Quality Assurance Surveillance Forms to document their inspection and evaluation of the contractor’s work performance. A sample form is shown as Figure 1. The Government Contracting Officer (KO) or designee has overall responsibility for evaluating the contractor’s performance in areas of contract compliance, contract administration, and cost and property control. The KO will review the COR’s/Task Area COR’s evaluation of The contractor’s performance and invoices, and the KO take any corrective action as may be deemed necessary.
Performance Requirements Summary Matrix By monitoring the contractor in the areas identified below, the KO/COR/Task Area COR will determine whether the performance levels set forth in the contract have been attained.
