QUESTIONS & ANSWERS - 28 OCT
Q # Reference Question / Response
56 PWS Section 1.45
The Government states in three sections of the RFP requirements for ISO 9001:2008, ISO 20000, CMMI Maturity Level 3 (Development), and CMMI Maturity Level 3 (Services).
Will the Government consider changing this requirement by accepting either CMMI Level 3 for Development or CMMI Level 3 for Services rather than requiring both?
Please see the response to Question # 15 as provided in the amendment dated 24 October 2015.
Solicitation Section L.B.
Factor I - Technical Approach
The instructions direct the Offeror to "explain how the Offeror plans to establish a project team and develop the work breakdown structure, propose schedule and performance parameters, and establish and execute risk mitigation…". Please clarify this request. Does the Government want the Offeror to provide our methodology/approach for planning to execute these items, with the intent of finalizing the details upon award? Or, does the Government want the Offeror's proposal to include full details of each item listed in the above referenced section? For example, does the Government want a full work breakdown structure included in our proposal for each Sample Task, or the method/approach the Offeror will employ to develop the work breakdown structure?
The proposal should demonstrate the offeror's approach and ability to establish a team, develop the schedule, performance parameters, and risk mitigation. The offeror is not required to include a full work breakdown structure with their proposal as those details will be finalized at time of award; however, the offeror must detail their approach to developing such a plan to meet the performance requirements.
Solicitation Section M.D.
Factor I - Technical Approach, Subfactor a.
Technical
Understanding
The paragraph states "The proposal for the sample tasks demonstrates a feasible approach for achieving the required performance standards." Can the Government please provide the performance standards for each of the three sample tasks?
The performance standards referenced are those set forth in the Base-Level QASP provided as attachment J.1.6 with the solicitation amendment dated 24 October 2015.
PWS Section 3.4
Logistics Support
Will an on-site location be provided by the government for storage of the APG equipment or will the contractor be required to provide the storage location off site while maintaining the inventory records on site?
Equipment will be stored on-site at APG in a Government-provided facility.
Sample Task Order 0001, PWS Sections
3.2.1 and 3.4.j.
Please clarify the hours during which preventive maintenance shall be performed and the systems that are required to receive preventive maintenance. Is preventive maintenance only permitted during the hours of 1400 and 1630 or will the government permit preventive maintenance activities during the listed hours of operation (0700 - 1630) provided advanced approval is requested by the contractor?
Preventative maintenance is to be performed during normal business hours (0700- 1630). Maintenance is required on servers and workstations.
Sample Task Order 0001, PWS Section
3.2.2. - Sustainment
Support Duties
Is the DoD 8570-01-M Baseline Certification for IAT Level III a requirement for all personnel performing ESS administration work or does it only apply to personnel performing IA related functions?
Any personnel that is performing elevated privileges (administrative) functions are required to have DoD 8570-01-M certifications at the appropriate level.
Sample Task Order 0001, PWS Section
3.2.2. - Sustainment
Support Duties
Future versions of existing software may not be compatible with the hardware that is currently in place. Will the cost of hardware required for the deployment of the newest version of software be covered either by the Government or by a separate
PO?
The Government will procure any necessary hardware under a separate purchase order or contract vehicle. The offeror shall be responsible for software license and installation for upgrades. The software and version must be on the approved Certificate of Networthiness (CoN) list.
Sample Task Order 0001, PWS Section
3.2.2. - Sustainment
Support Duties
Building control is not referenced elsewhere in the RFP or Sample Task Orders.
Building control is referenced separately from access control. What is the government’s definition of building control?
Building control refers to access control features - card readers, door locks, Intrusion Detection Systems (IDS), etc.
Sample Task Order 0001, PWS Section
3.2.3. - Access Control System
The public address system is not referenced elsewhere in the RFP or sample task orders. Will the government provide the make, model and quantities of the public address system? How many buildings contain a public address system? Does this require PA hardware upgrades for the system? If so, will the cost of hardware/software be covered by a separate PO?
Analyst The PA systems are not tied into the Access Control System and the ESS Sustainment team is not responsible for maintaining them. The referenced requirement for PA system maintenance has been removed from the PWS for sample task 0001.
Sample Task Order 0001, PWS Section
3.2.2. - Sustainment
Support Duties
Please clarify the other network equipment and applications to which the government has referenced. Is this reference to equipment and applications which are part of the ESS or is it a reference to additional items outside of the ESS?
Network equipment and applications referenced in this PWS section for sample task 0001 are all related to the ESS.
Sample Task Order 0001, PWS Section
3.4. b-i
Please clarify the installation inclusion in Sample Task Order 0001. Are these requirements provided for use under separately funded installation purchase orders or is there an anticipated installation that will be awarded with this task order?
Any installation required for performance of sample task 0001 is related to Functional Area 2 sustainment support as detailed in Section 3.0 of sample task 0001's PWS. Installation under this sample task would include, but is not limited to:
(Government-provided) hardware and software installation for required upgrades and repair/maintenance of equipment. Installation of new hardware/equipment would not be included under this sample task's definition of "sustainment". The language in section 3.4 of the PWS for sample task 0001 has been clarified.
Solicitation L.C.
Factor IV - Price
The Instructions state "this section of the proposal shall be in Microsoft Excell format (.xlsx)". Does the Government intend to provide a pricing template to include additional details required per the solicitation?
There is not a required format for price proposals.
Sample Tasks
0001, 0002, and
Sample Task 0002 provides the Full Time Personnel counts for Functional Area 3 Enhanced ADP Support Services for each Sample Task Order 0002 PWS requirement. Will the Government please provide this same information for Sample Task Orders 0001 and 0003? If not, will the Government provide historical workload data sufficient for the Offeror to accurately develop a manpower basis of estimate?
The personnel counts provided for Sample Task 0002 are firm requirements. The Government does not have a firm number of personnel required for Sample Tasks 0001 and 0003, and offerors are encouraged to propose personnel to fit their individual technical approach to meeting the Government's requirements. For example: the Government does not require any certain number of personnel to man each lobby station, only that each station be manned during the stated hourly timeframe. Historical FTE data is not available for sample task 0003 as there is not a current contract in place for that functional area of support. There are currently 26 FTEs and 17 part time employees performing sample task 0001's required functions.
Sample Tasks
0001, 0002, and
Will the Government provide Labor Categories and matching position qualifications (experience, certifications, education, security clearance, etc.) for each Sample Task Order - 0001, 0002, and 0003?
Offerors are encouraged to propose labor categories appropriate to their individual technical approaches to fulfilling the Government's requirements and are responsible for ensuring all personnel proposed meet the stated qualification requirements dictated in the sample task PWS.
Sample Tasks
0001, 0002, and
Will the Government stipulate whether Sample Task Orders 0001, 0002, and 0003 are Firm Fixed Price or Time and Materials?
Sample tasks 0001 and 0002 will be proposed on a FFP basis and will be the basis of the evaluation for Factor IV: Price. Sample task 0003 will be proposed on a T&M basis, although the price will not be totaled into the evaluation of Factor IV:
Price. This revision was included in the solicitation amendment dated 24 October 2015. The PWS for each sample task has been updated to clarify this information in the solicitation amendment dated 28 October 2015.
