QUESTIONS & ANSWERS
Question # Reference Question / Response
Block 10 on Page 1 of
SF1449
Is this a set aside for 8(a)?
Yes.
2 Solicitation Section B.
Will there be multiple awards to different bidders or a single award to one bidder?
This is a Single Award IDIQ contract.
3 PWS Section 1.15
Can CECOM sponsor for Facility clearance process
TOP SECRET facility clearance is required by the prime contractor at start of contract performance. No sponsorship will be provided.
4 PWS Section 1.15 Can CECOM relax the requirement of Facility clearance till contract award.
Please see the response to Question # 3.
5 PWS Section 1.45
We have CMMI Trained staff, Is that evidence is sufficient
The Government’s requirements dictate, as stated in the revised PWS, that the Prime contractor must be appraised at CMMI Level 3 in either Services or Development. Subcontractor certifications cannot be used in lieu of prime contractor certifications.
Solicitation Section
M.D. Factor III - Past Performance
We have only one Past performance associated with DHS – and all other past performance at state level, will our proposal will be rejected since we do not have two DOD past performance
All proposals submitted will be considered for award. In an effort to better define the Government's minimum requirements for technical acceptability, a subfactor for Relevant Experience has been added under Factor I: Technical Approach. Also, the requirements under Factor III:
Past Performance have been updated. As stated in the solicitation, unknown past performance shall be considered "acceptable". Please review Sections L and M of the revised solicitation for specific details on these updates.
7 PWS Section 1.15
The solicitation states that a "TOP SECRET" facility clearance is required by the prime contractor at start of contract performance. If awarded, will CECOM sponsor a Prime for a Top Secret clearance that has a SECRET clearance?
Please see the response to Question # 3.
8 PWS Section 1.15
I see a Top Secret facility clearance is required of the prime contractor at the start of contract performance. We are in the process of getting our clearance, but will not have it at proposal submission. Can you tell us what the anticipated contract start date is so we can determine if we should proceed with submitting a proposal?
The anticipated contract start date is in December 2015.
9 Solicitation Section B.
I understand you can not answer specifics, but this question is related to whether we can only bid to provide support for 1 or 2 of the task areas, or do we have to bid for all 6 task orders?
The contractor should be prepared to provide support under any of the six functional areas during contract performance if awarded this IDIQ contract. Partial offers will not be evaluated.
10 Solicitation Section L.A.
Will your office accept members certifications and Facility clearance for the JV. As the JV itself does not have its own certifications and clearance and is an unpopulated JV?
As stated in the solicitation in Section L.A., "The Government reserves the right to consider relevant experience, qualifications, and past performance information of the individual Joint Venture partners of the prime contractor". Further, all Joint Ventures must be approved by the SBA prior to award. The rules governing 8(a) Program Joint Ventures are described in 13 CFR 124.513.
11 General
Relative to the Consolidated Manpower for IT services for CECOM/C4ISR work, is this a new requirement? If not, who is the prior incumbent?
The current incumbent for Functional Areas 1 through 4 is Bowhead Logistics Solutions, LLC under contract number W91ZLK-14-D-0001, awarded in June 2014. There is not a current contract in place for Functional Areas 5 and 6.
12 General
I am confused as to why there are two solicitation packages (numbered 1 and 2) both having the same set of files. Is there a difference between the two packages?
The packages in "Solicitation 1" and "Solicitation 2" are identical.
There is not a difference between the two sets of files and the duplication was an administrative error.
13 Solicitation Section B.
Can a company bid on a paticular area of ITservices?
Please see the response to Question # 9.
Block 10 on Page 1 of
SF1449
Can you please kindly advise the setaside type for the above referenced solicitation?
Please see the response to Question # 1.
15 PWS Section 1.45
We kindly ask that you consider the restrictive nature of [the certification requirements] and permit teams to qualify by teaming with other companies to bring the full spectrum of required certifications.
Another solution to consider is modifying the language to require that the Prime possess at least 2 of the 4 certifications listed.
The Government’s requirements dictate, as stated in the revised PWS, that the Prime contractor must be ISO 9001:2008 and ISO 20000 Certified; and appraised at CMMI Maturity Level 3 in either Services OR Development. Subcontractor certifications cannot be used in lieu of prime contractor certifications. In response to the question about teaming arrangements, please review section L.A. of the solicitation, where the Government defines "prime contractor". The Government will evaluate an SBA-approved 8(a) Joint Venture as a Prime contractor.
16 General Is there an incumbent for this solicitation? If so can you please provide their information?
Please see the response to Question # 11.
17 PWS Section 1.15 Will you consider sponsoring bidders for the TS FCL or does a firm need an existing TS FCL in order to bid? Please advise.
Please see the response to Question # 3.
18 PWS Section 1.45 Will ISO 20001 certification for the IT Services meet the CMMI Level (Services) requirements for the CECOM-ITSS contract?
Please see response to Question #15.
Solicitation Section
M.D. Factor III - Past Performance
Can subcontractor DOD past performances be eligible to meet the RFP criteria for past performance?
As stated in the response to Question # 6, the criteria for the Past Performance evaluation factor have been updated; however, subcontractor qualifications shall not be evaluated in lieu of mandatory required qualifications for the prime contractor.
20 PWS Section 1.15 I was wondering if we need a Facility Clearance to bid for this.
Please see the response to Question # 3.
21 PWS Section 1.45
Can the government remove CMMI Level 3 Service requirement since ISO 20000 is service oriented (ITSM) and is considered duplicate certification in nature?
Please see response to Question #15.
22 PWS Section 1.45 Is the Government is willing to waive the requirement for CMMi L-3 for Services in lieu of ISO 20000.?
Please see response to Question #15.
23 General
In reviewing the RFP Solicitation W91ZLK-16-R-0001 Number 1 and Number 2 as posted on FEDBIZOPPS.Gov appear to be identical is this correct?
Please see the response to Question # 12.
24 General Just double checking - there is no Section J - in the solicitation - is this correct?
Section J has been incorporated into this amendment.
25 PWS Section 1.45
As this procurement is designated 100% 8a Set-Aside, please confirm that the Prime must be "certified for ISO 9001:2008, ISO 20000, CMMI Maturity Level 3 (Development), and CMMI Maturity Level 3 (Services)".
Please see response to Question #15.
26 PWS Section 1.15
We would like to bid on this opportunity but our facility only holds a Secret Clearance and not a Top Secret as required in the solicitation.
Would that disqualify us?
Please see the response to Question # 3.
27 PWS Section 1.15
Will the Army sponsor TS facility clearances for companies bidding on this proposal.
Please see the response to Question # 3.
28 General Is this a new contract? If not how long has it been in place?
Please see the response to Question # 11.
29 General Who is the incumbent and are they 8a?
Please see the response to Question # 11.
30 General
What was the last award amount and when?
Please see the response to Question # 11. The current contract fulfilling requirements under Functional Areas 1 through 4 awarded in June 2014 has an overall contract not-to-exceed ceiling value of $18,000,000.00.
Section M.A. of the solicitation
Is this a LPTA or best value acquisition?
As stated in the solicitation in Section M, the acquisition will follow a LPTA source selection process.
32 General How old is this contract?
Please see the response to Question # 11.
33 General
Are the incumbent employees available for hire?
Incumbency is not a requirement. Contractors are encouraged to propose appropriate staffing levels based on their individual technical approach to these requirements.
34 PWS Section 1.45 Is 1.45 Organizational Quality Certifications a hard requirement?
Please see response to Question #15.
35 General
Is telework currently being performed on this contract and at which location?
Contractors should expect to have a physical presence at all locations in performance of this contract.
PWS Section 1.15
Security Requirements
Will TS or TS/SCI Eligible meet the initial hiring requirement or is Top Secret/Sensitive Compartmental Information Clearance (TS/SCI) a hard requirement.
Personnel proposed do not need to actively hold security clearance at time of proposal submission as long as the offeror verifies they are eligible for the required clearance. All contractor personnel must have appropriate clearance level active at start of contract performance.
37 PWS Section 6.2.7.3
Will the Government consider removing the “at no additional cost to the Government,” language from this PWS section? It is unrealistic to assume that all equipment (both non-critical and critical) can be restored to normal operating conditions within 24 hours when there is no specific list of equipment that is applicable to this PWS area.
24 hours or 1 business day is the time to arrive onsite for non critical equipment. Time to repair for non critical equipment is 72 hours or three business days (Ref PWS 6.2.7.1). Critical equipment requires a 2 hour onsite response and time to repair of four hours (ref PWS 6.2.7.2)
38 PWS Section 6.2.7.3
In the event that equipment is unable to be restored to normal operating conditions because the equipment is beyond repair, etc. the Contractor should not be held liable for such occurrences?
Contractor will notify the COR if the item is unrepairable upon arrival onsite REF PWS 6.2.7 bullet 3.
39 PWS Section 1.10
"The Government will evaluate the Contractor’s performance for any task under this contract in accordance with the QASP." Q. The IDIQ PWS nor the sample tasks contain a QASP. Is the government expecting the contractor to propose a QASP?
The solicitation has been amended to attach a QASP for the Base Contract. Contractors may be required to propose a QASP at the task order level as appropriate. Proposing a QASP for the sample tasks for purposes of this solicitation is not a requirement.
40 PWS Section 1.45
CMMI is NOT a “certification” that can be provided. The development/services team(s) supporting this project would need to be appraised at some point after award of the specific development/services TO’s. The requirement, as written, precludes all but the incumbent contractor from competing for this work. Will the government please revise the requirement to require the contractor to conduct a CMMI Level 3 appraisal for development and services teams once the applicable task orders have been awarded?
Please see response to Question #15.
41 PWS Section 1.11
"In the event of normal turn-over of employees the Contractor has thirty
(30) days to fill any vacancies that may occur throughout the contract in order to receive payment for the services. Payment will not be received for work that is not conducted." Q. Will the government please verify that the following requirement ONLY applies to Time and Materials elements of the contract?
Contractor must maintain appropriate staffing levels for each of the six Functional Areas as dictated by the PWS.
42 PWS Section 1.15.3
"All personnel working on classified systems, e.g. Secure Internet Protocol Router Network (SIPRNET) will have a full clearance granted by the Garrison security office." Q. Is this a verification of personnel security clearance within JPAS or does this constitute a separate clearance process entirely? If the latter, will the government please explain the process for obtaining a clearance through the Garrison security office
Each offeror should have their own security officer who is responsible for entering and maintaining updated information within JPAS.
Contractor personnel must have appropriate clearance level at start of contract performance; clearances will be verified within JPAS.
43 PWS Section 1.37
"If at any time the Contractor determines a way to improve the current processes, they shall provide a Process Improvement Strategy (PIS) plan to the Chief Information Officer (CIO) for review and approval prior to implementing the improved process." Q. Is this requirement inclusive of all contractor processes proposed herein or is this specific to government processes?
Not specific; all process improvement suggestions will be reviewed during contract performance.
44 PWS Section 4.22
"IMO support shall employ Government IMO business processes and tools." Q. To ensure accurate pricing, will the government please provide the processes and tools that the contractor will be expected to use?
The general processes that the contractor will be expected to use are outlined in section 4.22. Tools include, but are not limited to, Service Desk Ticketing System, Imaging system, etc.
45 PWS Section 6.1.3.(c)
"Provide the qualified service technicians to provide on-site, out-of-warranty hardware maintenance, repair services and support on an equipment per call basis for varied brands and models of audio/visual equipment, video teleconference equipment, and standalone/networked computer equipment and peripherals owned and supported by CECOM or APG tenant organizations." Q. To enable the contractor to fully understand the scope of this requirement, will the government please provide a list of all out-of-warranty hardware to be maintained and/or repaired?
This information is not readily available to the Government. These requirement details would be determined and provided at the task order level as appropriate to ensure accurate task order price proposals.
46 PWS Section 6.2.1
"Service Guarantee: Contractor shall perform all work in accordance with current professional standards and best practices using first quality original equipment manufacturer (OEM) authorized parts or quality reconditioned OEM Parts so that performance is equivalent to that of a new part." Q. Will the government please confirm that all equipment to be supported is within its manufacture’s recommended service life AND that OEM Parts are readily available on the open market?
At this time, the government estimates that equipment to be supported is within its manufacture’s recommended service life and that OEM Parts are readily available on the open market, however, it may be possible that a situation may arise where this may not be the case.
47 PWS Section 6.2.7.2
"All critical equipment will be restored to full and normal operating condition within four (4) hours." Q. In the event that the equipment requires a replacement part or parts, this timeframe would become unfeasible in most scenarios. Will the government please limit this 4 hour time to repair to ONLY incidents that do NOT require replacement of parts?
PWS Section 6.2.7.2 has been revised to clarify, "In the event that the equipment cannot be restored full and normal operating condition within four (4) hours the contractor will notify the COR and an alternate time to restoration will be negotiated."
48 PWS Section 6.2.7
This section indicates that the contractor will provide “additional assistance” and that “This assistance shall be provided within the required time to repair.” Q. The requirement indicates that this is required if the repair takes longer than 1 business day, however this timeframe is already outside the required duration to repair for critical equipment. Will the government please confirm that this requirement only pertains to non-critical equipment?
24 hours or 1 business day is the time to arrive onsite for non critical equipment. Time to repair for non critical equipment is 72 hours or three business days (Ref PWS 6.2.7.1). Critical equipment requires a 2 hour onsite response and time to repair of four hours (ref PWS 6.2.7.2)
49 PWS Section 1.46
"Transition In Plan: The Contractor shall submit a draft transition-in plan within thirty (30) days after contract award for Government review and approval." Q. Who is the incumbent and what is the previous contract number?
Please see the response to Question # 11.
50 PWS Section 1.47
"Transition-Out Plan: A Transition-Out Plan shall be provided by the Contractor to the Government. The Contractor shall submit a draft Transition-Out Plan ninety (90) calendar days after contract award for Government review and approval. In accordance with the Government-approved plan, the Contractor shall assist the Government in planning and implementing a complete transition from this contract to any new contract awarded for these services." Q. What is the Government Furnished Equipment (GFE)?
The Government Furnished Equipment (GFE) for this task may include computer hardware and software necessary for completion of this task which may include but is not limited too laptop computers, desk top computers, monitors, printers, spare parts, etc.. Specific GFE will be identified and provided on the task order level as appropriate.
51 Solicitation Section L.B.
"The offeror shall submit a technical response to the Sample Tasks 1, 2, and 3. The response shall explain how the offeror plans to establish a project team and develop the work breakdown structure, propose schedule and performance parameters, and establish and execute risk mitigation techniques associated with performance of the corresponding sample task." Q. Will the sample tasks be evaluated independently or as part of the technical volume? If they will not be evaluated independently is it okay to reference other sections of the proposal such as the management section?
The narrative detailing the offerors' approach to meeting the requirements of the sample tasks will be evaluated under Factor I:
Technical Approach. As stated in Section L.B., offerors may reference other sections of the proposal to avoid duplicating information.
Solicitation Section L.B.
Factor II - Program Management
"The offeror may be asked to provide experience levels and certifications of potential candidates proposed for performance of the sample tasks, even those not identified in the base contract as “key personnel”." Question: Is the Government asking for offerors to provide a staffing plan that includes labor descriptions, years of experience, and descriptions to meet each Task Order requirement? If so, will the Government accept this matrix as an appendix, exempt from page count?
Section L.B. of the solicitation under Factor II: Program Management has been revised to clarify the referenced statement. The matrix may be exempt from the page count of Volume I of offeror proposals.
Solicitation Section L.B.
Factor III - Past Performance
"Past Performance Evaluation Questionnaire Forms, Appendix D, shall be completed for all contracts identified, including any held by major subcontractors. These questionnaires will not count towards the W91ZLK-16-R-0001 page limitation for this portion of Volume I."
Question: Does the Government require offerors to provide completed PPQs with the proposal? Or, does the Government only require a table listing the POCs to whom PPQs were sent?
Completed questionnaires are not to be submitted with the proposal and should be sent directly to the email and/or physical address listed in the cover letter. The offeror may include a table listing the POCs to whom questionnaires were sent. This has been clarified in the amended solicitation. In addition, please also see the response to Question # 6.
Solicitation Section L.C.
Price Proposal
Task Order pricing of ODCs and Travel can fluctuate greatly and depends on many variables. Since there does not appear to be a good way to estimate travel and ODC costs, will the Government provide Not To Exceed numbers for Travel and ODC items to ensure the pricing is evaluated consistently among offerors?
The place of performance for all three sample tasks is local to APG so the Government does not anticipate offerors to propose travel costs.
Solicitation Section L.C.
Price Proposal
We know that ODCs will fluctuate due to differences between companies in the pricing of materials, licenses, and parts. To ensure all pricing is evaluated consistently among offerors, we are asking that Not To Exceed numbers be provided.
The solicitation has been amended to state that the price evaluation will be based on the offeror's response to sample tasks 1 and 2 which are both to be proposed on a firm-fixed-price basis. NTEs shall not be utilized for requirements identified as FFP.
