About this file

This document is a Questions and Answers (Q&A) attachment for the Arlington National Cemetery Turf and Grounds Maintenance Services contract. The solicitation is a Small Business set-aside specifically for Service-Disabled Veteran Owned Small Businesses (SDVOSB), with the current contractor being GreenLeaf, Inc., awarded $6,248,640.00 on February 11, 2020. Key details include an irrigation system with 14 control units and approximately 300 zones, using Hunter A22C controllers, and approximately 3-5 snow events annually.

The Q&A addresses various operational aspects such as roadway characteristics (10-25 feet wide), pest control limitations, key personnel requirements, and phase-in period expectations. Notable points include the government's requirement for offerors to identify key personnel by name, provide letters of commitment, and meet specific experience criteria (8 years total experience, with at least 4 years in a comparable installation). The contract covers maintenance services for Arlington National Cemetery and the U.S. Soldiers' and Airmen's Home National Cemetery, totaling approximately 667 acres of developed grounds, with a focus on maintaining aesthetically pleasing turf and honoring memorial sites.

17. Key Personnel Question: Do offers need to identify proposed Key personnel by name?

Yes

- The solicitation requires offerors to provide “letters of Commitment” for each key manager proposed in our technical? I am concerned this could discourage the recruitment of incumbent personnel currently working in these positions. How will the Government evaluate offers that include resumes and letters of commitment for personnel committed to multiple offerors? Each proposal will be evaluated by the evaluation factors listed in the solicitation.

- I am concerned that your very specific requirements for experience seem to be specifically reflecting the current incumbent management personnel. Why did you require specifically 8 years, no less than 4 years” experience in an installation comparable in scope and complexity to ANC and a minimum of 2 years’ experience as a direct supervisor on commercial or public facility comparable in scope and complexity to ANC. The PWS and evaluation factors are included to assess offerors that will best meet the requirement. The specifics for the key personnel reflect the complexity and expertise needed to successfully execute the contract.

- The ANC contract has been operating and management by essentially the same management staff for several years. Changes in Contractor has not had a disruption during this time. I would expect the current Key staff to remain with our company should we win.

Our intent would be to retain the current management and staff on first right of refusal. Can the comparable experience to ANC include operation of multiple contracts whose scope of work complexity be judged acceptable? This requirement is subject to the Service Contract Act and a Collective Bargaining Agreement. Contractors are required to follow any applicable requirements. Offerors should submit proposals that will best meet the requirement

18. The government instructions for technical responses require offeror to provide resumes and work experience (same experience requirements for the Site Manager) for each of these staff positions. Notice the list goes as far as the Crew Leaders/Gardeners. This requirement for specific individuals with Resume and Letters of commitment to submit an offer far exceeds reasonable or even necessity for determining a responsive bid offer? The incumbent contractor or maybe a large nationwide landscape contractor could have this many personnel on their payroll qualified for these positions without recruitment. It is not ethical to recruit for positions we don’t have openings. I am requesting the Contracting Officer to reconsider this for a change to a more attainable requirement in this closing bid due date. A practical common-sense approach is needed here. The Letter of Commitment requirement is only required for Key Personnel. The remaining staff, if they get the contract, would need to submit after the contract award for verification.

19. Does Phase-In period include maintenance service? No, maintenance will be performed by the incumbent . Per PWS 1.11: the phase in period is minimized negative impact. The contractor shall have personnel on board and become familiar with performance requirements to commence by the start date.

20. What are the set-aside requirements? Service-Disabled Veteran Owned Small Business.

21. Is there a preference on method for trimming near headstones as to preserve their integrity? No particular method is preferred, by way of example, string trimming works well, which requires a good amount of labor and expertise.

22. Are there any subcontractors currently performing the work? No
