About this file
This document is a Standard Form 30 (SF 30) Amendment to Solicitation W91QV125RA037 for Arlington National Cemetery Turf and Grounds Maintenance Services. The amendment modifies several key aspects of the original solicitation, including changing the phase-in period to 30 days, increasing the quantity from 4 to 5, and adjusting performance periods for various contract line items (CLINs) to start earlier, now beginning in August 2025 instead of September 2025.
The amendment includes a comprehensive Q&A section addressing various aspects of the solicitation, such as key personnel requirements, irrigation system details, and contract specifics. Notable details include: the contract is a Small Business set-aside for Service-Disabled Veteran Owned Small Businesses, with the current contractor being GreenLeaf, Inc. (awarded $6,248,640.00 in February 2020). The contract covers grounds maintenance for Arlington National Cemetery and U.S. Soldiers' and Airmen's Home National Cemetery, encompassing approximately 667 acres, with services including mowing, trimming, edging, pest control, irrigation management, and other landscape maintenance tasks.

TURF & GROUNDS QUESTION & ANSWERS
1. Will the upcoming Air Force monument be included in this requirement, or be added as a separate requirement? No, the Air Force monument is not included with this requirement. When the Southern Expansion is complete, the contract may be modified to add additional work, if necessary.
2. Will large companies like BrightView be conceded even though they are not a Small Business or a certified (SDVOSB)? The requirement is a Small Business set-aside and will follow the applicable procedures.
3. Who is the current contractor serving this contract, and what are the awarded amounts? The current contractor is GreenLeaf, Inc, awarded on February 11,2020 for $6,248,640.00.
4. Is there any requirement to retain any of the employees currently working under the contract? This requirement is subject to the Service Contract Act and a Collective Bargaining Agreement. Contractors are required to follow any applicable requirements.
5. Do contractors identify and inventory the sunken gravesites, rutted and mechanically damaged graves?
These activities should be part of the Quality Control Plan. Grave site may also be identified by ANC personnel and visitors, and his information would be provided to the contractor.
6. ANC competed five years ago with the incumbent contractor losing out to Greenleaf and Davey Tree?
What was the determining factor that led to this change in the contractor? Was Greenleaf Davey a lower price? Source Selection information from prior contract is not being released.
7. How many responsive and responsible bid offers did ANC receive at that time? Judging from the site visit attendance I suspect you will have maybe 2 responsive offers this year? Source Selection information from prior contract is not being released.
8. Irrigation Management: what make, and model irrigation control system is utilized at ANC? Hunter A22C controllers, valves and heads
- How many Irrigation control units are there? 14 _ How many Irrigation Zones exits? Approx.300
- Will the Irrigation system work at turnover to the new contractors? Yes
- Who is responsible to repair the Irrigation controllers? Wiring electrical system? Repair requirements
W91QV125RA0370002
are listed in the PWS
9. How many miles of roadways in ANC? How wide are the roadways? An exact milage is not being released for this requirement. Offerors may consult Google Maps for assistance. The road width varies throughout the cemetery from 10 to 25 feet.
10. How many snow/ice events have you experienced in the past five years? Approximately 3-5 snow events, with numerous smaller events.
11. Is the contractor required to control animal pests in the cemetery? Deer, rats, racoons, Opossums, skunks? Pest control is not included with this requirement. Contract performance may require a contractor to remove dead animals during performance.
12. Contractor Pest Management apply to tree infestation care? No, this is not required for this requirement.
13. Bee Swarm. Is contractor Pest control required to address Bee Swarm? No, this is not required for this requirement.
14. Rest Room Access in cemetery. Do we need to provide Porta-Jon at work sites? And at the storage yard? Will we have access to potable drinking water? Rest room access will be limited. Contractors may provide alternate sources.
15. What constitutes a Cycle for the CLIN to be satisfied? All CLINs are Firm-Fixed Price and identify the applicable period of performance. Please see the solicitation.
16. Edge, please provide linear feet for curbing and edges to work. Google maps may be consulted or come in and measure.
17. Key Personnel Question: Do offers need to identify proposed Key personnel by name? Yes
- The solicitation requires offerors to provide "letters of Commitment" for each key manager proposed in our technical? I am concerned this could discourage the recruitment of incumbent personnel currently working in these positions. How will the Government evaluate offers that include resumes and letters of commitment for personnel committed to multiple offerors? Each proposal will be evaluated by the evaluation factors listed in the solicitation.
- I am concerned that your very specific requirements for experience seem to be specifically reflecting the current incumbent management personnel. Why did you require specifically 8 years, no less than 4 years" experience in an installation comparable in scope and complexity to ANC and a minimum of 2 years' experience as a direct supervisor on commercial or public facility comparable in scope and complexity to ANC. The PWS and evaluation factors are included to assess offerors that will best meet the requirement. The specifics for the key personnel reflect the complexity and expertise needed to successfully execute the contract.
- The ANC contract has been operating and management by essentially the same management staff for several years. Changes in Contractor has not had a disruption during this time. I would expect the current Key staff to remain with our company should we win. Our intent would be to retain the current management and staff on first right of refusal. Can the comparable experience to ANC include operation of multiple contracts whose scope of work complexity be judged acceptable? This requirement is subject to the Service Contract Act and a Collective Bargaining Agreement. Contractors are required to follow any applicable requirements. Offerors should submit proposals that will best meet the requirement
18. The government instructions for technical responses require offeror to provide resumes and work experience (same experience requirements for the Site Manager) for each of these staff positions. Notice the list goes as far as the Crew Leaders/Gardeners. This requirement for specific individuals with Resume and Letters of commitment to submit an offer far exceeds reasonable or even necessity for determining a responsive bid offer? The incumbent contractor or maybe a large nationwide landscape contractor could have this many personnel on their payroll qualified for these positions without recruitment. It is not ethical to recruit for positions we don't have openings. I am requesting the Contracting Officer to reconsider this for a change to a more attainable requirement in this closing bid due date. A practical common-sense approach is needed here. The Letter of Commitment requirement is only required for Key Personnel. The remaining staff, if they get the contract, would need to submit after the contract award for verification.
19. Does Phase-In period include maintenance service? No, maintenance will be performed by the incumbent . Per PWS 1.11: the phase in period is minimized negative impact. The contractor shall have personnel on board and become familiar with performance requirements to commence by the start date.
20. What are the set-aside requirements? Service-Disabled Veteran Owned Small Business.
21. Is there a preference on method for trimming near headstones as to preserve their integrity? No particular method is preferred, by way of example, string trimming works well, which requires a good amount of labor and expertise.
22. Are there any subcontractors currently performing the work? No
