About this file

This document contains Questions and Answers related to a Request for Quotes (RFQ) for Command Post Trailers (RFQ# W91QV1-25-R-0008) to support the 2025 Presidential Inauguration. The government is seeking 17 trailers (12 at 8'x20', 3 at 8'x28', and 2 at 10'x40') with power generators, heating, furniture, fixtures, and equipment to be used as Command Posts for Inaugural events. The trailers must provide an office-like environment with two separate rooms of roughly equal size. Motorhomes may be acceptable if they meet the office space requirements. The contractor is not required to obtain permits, as that will be handled by the government. The period of performance is from award through January 22, 2025, with the potential for additional trailers within the National Capital Region. Responses to questions must be submitted by November 10, 2024, and a response will be posted by November 12, 2024. No phone calls will be accepted, and the government is not committed to pay for information provided.

RFQ# W91QV1-25-R-0008: Command Post Trailers

Questions and Answers

1. Will we be able to use the staging area as a lay-down yard for shipping generators in?

The only staging area that you can potentially use is the one on Joint Base Anacostia Bolling (JBAB)

2. Will you have equipment to offload generators from trucks at the staging area?

Negative. We do not have equipment or personnel to offload generators.

3. Would you accept motorhomes instead of non-motorized trailers? Samples: class-c-small / class-c-large Motorhomes might be acceptable, only if they provide office space environment.

4. What does “CP” refer to in the term “CP trailer”?

“CP” stands for Command Post.

5. What is meant by “shored vs. wheeled” “Shored” refers to trailers that look like cargo shipping containers; most of the time you can only drop them with a crane. “Wheeled” refers to trailers that are supported by wheels; most of the time they are pulled by a truck and detached from the truck when dropped at the desired location.

6. Can some of the 12X 20’ units be upgraded to 28’ if provided at no additional cost?

If provided at no additional costs, then yes they can be upgraded to 28’. However, due to space limitation at some locations the 20’ is an absolute requirement.

7. Is the size specification based on need or space limitations?

Both: space and need limitations.

8. As far as the 2 X 40’ units go, would 2-3X 32-33ft Class A RV work?

The 40’ are required mainly based on need and the number of personnel that will operate at this location. They can’t be downgraded.

9. PSW refers to vendor providing 4-6 tables and 10-12 folding chairs in total for each unit.

Will these tables / chairs be used outside the RV or are they meant for interior use? The concern is available interior space.

The chairs and tables will be used inside the trailers; that’s why we need trailers that look more like an OFFICE space, and not trailers that look like living space.

10. Would the motorhomes (drivable RVs) also require skirting? Is this a must have?

Motorhomes might be acceptable, only if they provide office space environment.

11. Regarding interior needing to consist of two “equally sized and separate rooms”, the travel trailers and motorhomes typically do not have such interior layout. This is especially the case with small to large size class C RVs. Is this a firm must have?

Motorhomes might be acceptable, only if they provide office space environment. This is a must have.

12. Our entire fleet of 1600+ RVs comes with propane furnaces. Is electric heating a must have?

Electric or generators powered with diesel. No propane.

13. While we can provide a 4’X3’ dry erase board, typically no motorhome / travel trailer has such unused surface to install such a board. Would it be ok to install on top of a window (on the interior side)?

As long as they provide that office space environment.

14. Regarding the Osha approved stairs / handrails, motorhomes come with embedded steps to the box of the RV. Does this work?

As long as they provide that office space environment on the inside, and personnel using the trailers can safely go in and out.

15. As far as diesel generators goes, are you envisioning a small portable quite diesel generator like this one click here? Or more like this one click here? If the latter, is there room to permanently place such large size generator 20ft from the RV?

No preference on the generators, as long as they provide the required voltage and can operate continuously for up to 24 hours without refueling. Some locations may not have enough space to place the generator 20ft from the RV.

16. Would using (3) 10’X32’ and (2) 12’X48’ units be acceptable to fulfill the order in lieu of the (12) 8’X20’?

The request for 8’x20’ is based on space availability. The 12’x48’ will definitely not fit on some of those streets. The 10’x32’ are acceptable if provided at no additional cost.

17. Is there an incumbent? If so could you please provide it?

Previous contract for this requirement was awarded 20 NOV 2020 to WILMOT MODULAR STRUCTURES, INC. Contract# W91QV1-21-P-0007.

18. Requirement for two separate rooms with roughly equal size.

We are sticking to one trailer with one floor plan. The requirement for two separate rooms is not mandatory and will be removed from the PWS.

19. Does Army require contractor to turn on and turn off power each time units are used?

Perhaps instructions on how to turn on and off power can be provided to personnel using the trailer.
