About this file
This is a Questions and Answers document related to a solicitation for Command Post Trailers supporting the 2025 Presidential Inauguration. The document addresses technical requirements and specifications for 17 trailers and associated equipment.
Key requirements clarified include: generators must be surrounded by bike rack or fence barriers with B-type 10-pound fire extinguishers; trailers need accessibility for Secret Service screening with removable panels; trailers can maintain flexible lengths up to 32' as long as 8' width is maintained; generators can have fuel during initial delivery but must be empty for Secret Service sweep on January 19; no specific skirting material requirements beyond Secret Service access needs; trailers must be in "like new" condition reflecting the Inauguration's prestige though not necessarily brand new; slide-out trailers are acceptable if doors can be locked; and grounding specifications are still under discussion for approval. The document notes that vehicle credentialing requirements for mobilization/demobilization will be provided in a post-award meeting.

Additional Questions and Answers
DC code and NPS code require any generator be surrounded by bike rack or fence for protection of people and they require a B type 10-pound fire extinguisher. Will you be required to follow that code during parade??
Yes, all generators and light towers placed on National Park Service property will have to be encircled with some form of barrier. Bike rack, and/or some other form of fencing is sufficient. The B type fire extinguisher will also be required.
What is the skirting requirement?
There are no specific requirements for it. US Secret Service only asks that they shall have access below the trailers, via a gate or by just removing a panel to conduct their screenings. I also confirmed that everything needs to be dry before the screening (no fuel on generators, no blue water in the porta johns, etc.).
Will a window of 3-4 days to set up and 3-4 days to remove be acceptable?
A permit request has been submitted to the National Park Service (NPS) for the trailers and those are the windows they gave us to install and remove the trailers. Unfortunately, a 3-4 days window will not be acceptable.
Since there is no suitable space where we can ground the trailers/generators, will the government allow the contractor to ground the equipment to the existing streetlights or the fire hydrants?
Discussion are being made to approve this course of action.
How far away from the tree does the generator need to be?
No minimum distance. As long as it’s not directly under the tree.
The SOW outlines requirements for the trailers to be placed on either shoring or to be wheel, however, during the walk through there was special emphasis on providing shoring under the wheel of trailer #5. If we lay 3/4” plywood over the pavers/under the wheel of the trailer will plywood meet the intent?
Yes.
Are we required to deliver the generators with an empty fuel tank? If so, who will let us know when is ok to fuel them up?
For the delivery on 7-8, they can have fuel. However, they will need to be empty for the secret service sweep on 19 JAN.
What is the required material for the skirting?
No specific or mandatory requirement for the material. US Secret Service only asks that they shall have access below the trailers, via a gate or by just removing a panel to conduct their screenings.
Will the trailers be occupied 24/7 once they are set in place, if not will the government provide security?
They will not be occupied 24/7. They will be locked when not in use. We will not have personnel to watch them from the outside 24/7. (I hope that makes sense).
Will there be a POC at each trailer location to direct the contractor?
For the locations that required a shored CP, we would provide a fiver barrier under a plywood base.
This would limit the risk associated with the mobilization and demobilization of the site. This is how we would solve the issue for CP#5. Would this suffice?
What specific locations are unable to accommodate a trailer larger than 8X20?
As long as the 8’ width is maintained, the length for those locations can go up to 32’. Also, acceptable if provided at no extra costs.
Which locations are specifically restricted to 8X20 due to sizing constraints?
As long as the 8’ width is maintained, the length for those locations can go up to 32’. Also, acceptable if provided at no extra costs.
Is it a strict requirement for a 1000 watt microwave? Would a 900 Watt Microwave suffice?
Not a strict requirement.
Is the requirement for the trailer to be in Like New condition or better going to be upheld? Please define "Like new condition or better" further.
A condition that will reflect the beauty of the Inauguration ceremony. Does not need to be brand new, but also should not be dirty and rusty.
Please define shored.
Could be a shipping container style office trailer.
Are the dimensions of 8X20, 8X28, & 10X40 strict?
As long as the width is maintained, the length is flexible going up. Also, acceptable if provided at no extra costs.
Are trailers with slide outs acceptable? This would increase the dimensions of the trailer. Will this be an issue?
As long as the doors can be locked with a key.
Can you provide grounding specifications for each location? For example: Using a street lamp or ground level plumbing pipe with a clamp.
Discussion are being made to approve this course of action.
Are contract details and answers to questions approved by all Agencies? For example: Secret Service, Parks & Rec, National Museum of Arts.
To the most part.
Can it be made a requirement to submit photos of the asset to be deployed?
This is an implied requirement for submission.
What are the credentialing requirements for vehicles to move around without issues on Mobilization and Demobilization days?
Details will be provided during a post-award meeting.
