1. VOLUME I – General – Offerors are required to submit a completed SF 1442 (including acknowledgment of Amendments), and Section K. All final monetary extensions shall be in whole dollars only. The General Volume shall be organized as follows and contain the identified information.
TAB A, Section A of the Solicitation; Standard Form 1442, Solicitation, Offer, and Award. Acknowledgment of Amendments can be made on the face of the SF 1442 or signed copies of the amendments can be included in this Section. The SF 1442 shall be submitted fully completed. TAB B, Executive Summary. Provide an executive summary that introduces the Contractor team and proposal submission.
TAB C, Assumptions and Exceptions to Terms and Conditions. Identify any/all exceptions to terms and conditions set forth in this solicitation, the remedy sought and the impact if the Government does not concur with the exceptions. Offerors are advised that exceptions not resolved via amendment prior to the date set for receipt of offers may render the proposal unacceptable.
TAB D, Offeror’s Points of Contact. The Offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to the Offeror’s proposal and who can obligate the Offeror’s company contractually. TAB F, Placement of the Offeror’s Bond. The offeror shall submit information showing minimum bonding capacity of $20 million aggregate with verification from the Securities or Bonding Company (to be completed by Surety Company and submitted by Offeror). Bonds are needed with capacity to cover amount of job order. The information shall include how long the Surety Company has provided bonding for the Contractor and the bonding limit for a single project, aggregate amount, and current available bonding. The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price. Additionally, IAW FAR 52.228-15(b)(3), the Government shall require additional performance and payment bond protection when an option year is exercised equal to the annual maximum value of the option year. Bonding amount will be released upon completion of job order. Contractor shall have open bonding amount for a job order at the start date. Contractor shall provide bond to the Contracting Office ten (10) days after contract award.
2. VOLUME II – Project Management Ability: Project Management Ability shall consist of a written narrative that addresses the following requirements. Volume II shall have NO pricing information included. The Project Management Ability Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Legibility, clarity and coherence are very important. Your responses will be evaluated against the criteria defined in Section M, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the Statement of Work (including referenced publications, technical data, etc.); statements paraphrasing the Statement of Work or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
TAB A:
Offeror shall describe their ability to successfully manage 10 or more construction projects involving various trades (such as HVAC, electrical, plumbing, masonry, and carpentry) simultaneously.
Offeror shall provide their proposed quality control and safety plans; management plan; plan to scale its organizational structure as Job Orders are awarded; and staffing plan, including labor categories and qualifications.
3. VOLUME III – Past Performance Proposal:
The offeror shall submit, along with the information required in this paragraph, a consent letter (see Attachment 1), executed by each teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.
(1) The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation (for example, HVAC projects, Civil projects, Architectural projects, etc.). The offeror shall submit their Indefinite Delivery/Indefinite Quantity (IDIQ) contracts as individual projects as evidence of relevant past performance. The Government requires a minimum of four (4) recent and relevant contracts. The offeror SHALL NOT go back any farther than 5 years for the submitted data. The past performance data shall document a successful history of past contract performance.
(2) The Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources.
(3) Submission Requirements. The offeror shall submit a Past Performance Volume containing the following:
Table of Contents Summary Page describing the role of the offeror and each subcontractor, teaming partner, and /or joint venture partner that the offeror is required to provide Past Performance Specific Relevant Contract Reference Sheets for the past performance experience in accordance with Attachment 2.
Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is attached as Attachment 1).
Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance.
Organization Structure Change History— Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
Specific Relevant Contracts Format - Sheets in accordance with Attachment 2. (*Sheets must be within the page limitation for Volume III) The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in scope, magnitude, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in scope, magnitude, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate.
Past Performance Questionnaire - See Attachment 3, Past Performance Questionnaire. (*Sheets must be within the page limitation for Volume III) For the contracts identified on each Specific Relevant Contract Reference, the offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. These questionnaires shall be returned directly to the Contracting Officer and Contract Specialist as identified above. Any questionnaires not returned directly to the KO will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the offeror’s past performance. If any negative past performance information is received that the Offeror has not previously had an opportunity to address, the contractor will be given an opportunity to provide rebuttal. A minimum of three (3) Questionnaires must be received by KO prior to the date and time established for the RFP closing. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients and that the minimum number of questionnaires cannot be provided.
4. VOLUME IV – Price Proposal: The Offeror’s submission of its Price Proposal shall be in accordance with the following.
(a) Offerors are to submit a completed Pricing Schedule, Section B of the solicitation. Offerors shall submit a completed Pricing Worksheet (See Attachment 4) The ceiling value of each contract line item will be “Not To Exceed $20,000,000 as applicable to each CLIN.” In Section B, Offerors are required to insert their proposed set (1) of coefficients, and not unit prices or extended amounts; that will apply to all option periods, as the R.S. Means is annually updated.
(b) In addition to a completed Section B, Offerors are to provide a narrative and the computations that depict how their coefficients were developed. Offerors shall propose one set of coefficients that will apply to the base year and all option periods.
(c) The Offeror’s coefficients shall contain all Contractors’ costs (direct and indirect) inclusive of profit, all overhead (to include home office and field overhead), cost escalation, labor burden, insurance, adjustments to listed prices, general and administrative expenses, subcontractor mark-up, mobilization and demobilization, and all other costs, including but not limited to compliance with environmental laws, permits, preparation of reports, correspondence and documentation required by law or the contract specifications, tax laws, protection and/or moving of Government property, and engineering services. (Engineering services include those services that are incidental to construction, and completing submittals for construction work.)
(d) Non Pre-Priced (NPP) Coefficients shall be applied to items that are not included in the R.S Means Unit Price Book. The coefficient shall constitute a composite rate which includes the Offeror’s cost other than bare cost and including all overhead and profit for NPP items which may be encountered during the performance of this contract.
Bare cost is defined as:
(i) Material cost which may include freight but may not include any overhead or associated cost whether by the Prime or a Subcontractor, or both.
(ii) Labor cost which may include associated payroll taxes, but excludes vacations, sick leave or any labor overheads whether by the Prime or a Subcontractor, or both.
(iii) Equipment that is to be used solely as a result of the inclusion of the NPP item whether by the Prime or a Subcontractor, or both.
