About this file
This document contains questions and answers regarding a solicitation for a Job Order Contract (JOC) to support the Directorate of Public Works at Fort Lee, Virginia. The solicitation will result in a firm-fixed-price, single-award IDIQ contract with a base period of 12 months and four optional one-year ordering periods to provide a variety of construction and facility sustainment services. The NAICS code for this requirement is 236220 with a small business size standard of $36.5 million. Questions covered in the document relate to bid bond requirements, evaluation criteria for past performance, and protocols for electronic proposal submissions in multiple emails. Responses clarify that bid guarantees shall be 20% of the bid price up to $3 million, as specified in FAR 52.228-1, and that individual task orders under IDIQs can be considered for past performance relevancy if the IDIQ value is provided. Instructions are also provided for submitting proposals across multiple emails due to file size limitations.

1. If the Government confirms the requirement of a Bid Bond (synonymous with “offer guarantee” which is noted as being required on the SF1442 box 13) would the Government then also confirm whether this Bid Bond should be made for $20 million, which is the stated value of this JOC, or if the Bid Bond should be in accordance with FAR 52.228‐1 which states “the amount of the bid guarantee shall be ______ percent of the bid price or $________, whichever is less.”
ANSWER: In accordance with FAR 52.228‐1, the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million, whichever is less.
2. If the Government confirms the requirement of a bid bond in accordance with FAR 52.228‐1, please provide the designated percent, bid price, and not to exceed bid price.
ANSWER: In accordance with FAR 52.228‐1, the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million, whichever is less.
3. In the provided document titled “Fort+Lee+JOC+Solicitation+Q+and+A_April+29” page 6 question 11 is answered by stating that “stand‐alone projects as well as individual task order that fall under an IDIQ will be considered relevant.” However, page 85 Section M paragraph M.3.2.3.2 Relevancy states “The Government will assess each recent past performance reference submission to determine its similarity in scope, magnitude, and complexity relative to this solicitation’s requirements. In order to be relevant to this solicitation’s requirements, the past performance reference must demonstrate management and execution of multiple minor construction projects, involving multiple trades, simultaneously.” The submission of stand‐alone projects and individual task orders would not fall under the scope, magnitude, complexity, or management of multiple projects and trades simultaneously. Because the Government has formally noted that individual task orders and stand‐alone projects are considered relevant, is the Government therefore changing the evaluation of the basis for award regarding how it will grade the Offeror’s past performance relevancy?
ANSWER: If the individual task order falls underneath an IDIQ, please provide the IDIQ amount for relevancy.
4. Amendment 0003 of this solicitation formally changes the submission method to multiple email submissions with restrictions sending more than 20 megabytes per email as well as confirmed virus scanning. In the provided document titled “Fort+Lee+JOC+Solicitation+Q+and+A_April+29” page 22 question 26 is answered by stating that each volume of this submission is to be separate PDFs. Because the Government is also not allowing Zipfiles to be submitted via email, how does the Government advise Offerors to submit these separate PDFs via email without the possibility of having to split them up given the stated restrictions? Given these factors, would the government please consider utilizing a DoD Safe submission to eliminate any concerns over submission size, virus scans, and confirmation of delivery.
ANSWER: As stated in the solicitation, Subject line of emailed proposals shall include the solicitation number and company name. Submissions may be submitted in more than one email but shall be titled appropriately (e.g. Email 1of 2, Email 2 of 2, etc.). All electronic documents are to be Portable Document Format (PDF) or Microsoft Office 2010 based, and unlocked so that all formulas can be viewed.
