Given the clarifications regarding which Past Performance reference contracts and task orders are considered relevant, would the Government consider accepting PPQs that the Government receives up to one week after the due date of May 8th to allow our references time to respond, especially when many are working from home due to the COVID‐19 measures?
ANSWER: Proposal due date remains unchanged.
2. With regard to question 11 on page 20 of the Q&A document, please confirm that the Senior Site Manager/Program Manager must be dedicated full time to the Fort Lee installation and only assigned to the Fort Lee JOC.
ANSWER: Yes, the Site Manager/Program Manager must be dedicated full time to the Fort Lee installation.
3. Regarding question 1 on page 18 (Set 7), please confirm that a letter from a surety evidencing bonding capacity is the only required document to be included in response to “Volume I – General Tab F, Placement of the Offeror’s Bond”.
ANSWER: Offerors will need the letter from a surety evidencing bonding capacity and the Offer Guarantee.
4. Additionally, please confirm that a bid guarantee (bid bond) on Form SF‐24 is not required in response to this solicitation.

5. If an offer guarantee/bid bond on Form SF‐24 is required, please clarify the amount of the bond;
for example, is the SF‐24 is to be in the amount of “20% or $3 million, whichever is less”, and what amount would that percentage be based off of, given that there is no seed project?
ANSWER: An Offer Guarantee is required. The solicitation has been amended to add FAR 52.228‐1, Bid Guarantee, which states that “The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million, whichever is less.” It would be based off the percentage of the entire JOC estimated value of $100 million.
