3. Section B

Answer:

c. EuroJOC will be updated and readily available. Contractor will pay cost for 13 copies to distribute between contractor and government.

3) Each Clin indicates use of the R.S. Means Unit Price Book along with the EuroJOC associated estimating software.

R.S. Means has undergone numerous changes in the past five years. Please confirm that the EuroJOC software is still readily available and has been maintained. Would the Government consider allowing use of a similar estimating system that utilizes the R.S. Means data such as e4clicks rather than EuroJOC?

4. Section C, Paragraph C.1.2

Answer: Ft. Eustis MICC to answer

4) The second paragraph references a historical graph attachment of previous projects. We did not see this included. Will it be provided with the solicitation?

5. Section C, Paragraph C.1.2

Answer: Contractor shall maintain a permanent on site staffed facility at Fort Lee for weekly meeting with the government CORs and for random meetings as required.

5) Please clarify the manned on-site office. What is the minimum required staffing that must be on-site even if no work is underway?

6. Section C, Paragraph C.2.2.7

Answer: Heavy duty rental equipment such as cranes, dozers, scissor lifts shall be priced separately. Small equipment such as drills, hammers, sensors, screwdrivers etc., shall be priced into the coefficient.

6) Equipment rental is listed as being included in the coefficient. Equipment use is highly variable among projects and could result in high costs for many large equipment items. Would the Government consider limiting the costs included in the coefficient to small tools/equipment, rather than all equipment rental?

7. Section C, Paragraph C.2.2.7

Answer: No, all local, city, state and government permit requirements shall be enforced and complied with.

7) As permit requirements and cost vary from job to job, would the Government consider removing permit costs from the coefficient?

8. Section C, Paragraph C.2.2.7

Answer: No, land disturbance permits and Storm Water Pollution Plans requiring professional engineering

8) Please confirm that land disturbance permits and Storm Water Pollution Plans requiring professional engineering services are excluded from the coefficient.

c. Index cost will be applied to equipment cost as well for each line item.

10) This paragraph states, “Material costs shall include the cost index allocated for Suffern, N.Y. (Location factor).”

However, it does not address the application of the cost index to the labor or equipment costs.

a) Please confirm that the material cost index will be applied to the material cost, and the installation (or labor) cost index will be applied to the labor cost for each line item.

b) Please clarify what index will be applied to equipment costs for each line item.

The Superintendent shall responsible for overseeing projects at thee work site and under construction and reporting back to the project manager

B. The Superintendent is expected to manage more than one worksite. The number of project the superintendent manages shall be up to the contractor management on site.

12) Section C indicates a dedicated Project Manager shall be on every worksite when work is being performed in one paragraph, but states a Site Superintendent shall be assigned to each project in another section.

a) Please confirm that a Superintendent rather than a Project Manager shall be at the worksite when work is in progress, as assigned.

b) Because this is a JOC, would the Government consider allowing Superintendents to manage multiple worksites, depending on size, scope, complexity, and proximity of projects, and with approval? IF so, how many projects will one Superintendent be allowed to typically manage at tone time?

13. Section C, Paragraph C.4.4.3 and Section H, Paragraph H.13.4.1

14) Would the Government consider allowing a different member of the team (other than the Senior Site Manager) to fulfil the P.E. requirement?

15. Section C, Paragraph C.5.2.6

Answer: The EuroJOC Software maker, whom the contractor shall contract with, is expected to make quarterly updates of EuroJOC which the contractor shall pass on to the government and contractor.

Would the Government consider changing this requirement to projects totaling a minimum of $20 million to align with the posted anticipated volume of this contract?

26. Section H, Paragraph H.13.4.1

Answer: No

26) Would the Government consider removing the requirement for the specific engineering disciplines as part of the bachelor’s degree? This position is required to be a P.E., proving a proficiency in appropriate engineering requirements.

27. Section H, Paragraph H.13.4.2 contractor however the Senior Site manager shall have no less than 10 years’ experience and the one with the most experience shall be considered the most qualified.

27) This section indicates a requirement for the Senior Project Manager have experience managing no less than forty projects per fiscal year simultaneously totaling a minimum of $25 million. Would the Government consider changing this requirement to projects totaling a minimum of $20 million to align with the posted anticipated volume of this contract?

28. Section H, Paragraph H.13.4.2

Answer: Senior Project Manager shall fall right under the SSM and be responsible for overseeing a “pool” of potential project managers. Assignment as to who reports to who shall be the requirement of the contractor.

28) Please clarify the intent of the Senior Project Manager. Is this person overseeing a “pool” of potential project managers, or must every project manager assigned to this contract meet the qualifications for “Senior Project Manager”

29. Section H, Paragraph H.13.4.3 contractor however the Senior Construction Superintendent with the most experience shall be considered the most qualified.

29) This section indicates a requirement for the Senior Construction Superintendent have experience managing no less than fifty projects per fiscal year simultaneously totaling a minimum of $50 million. Would the Government consider changing this requirement to more realistically align with the requirement with the posted anticipated volume of $20 million of this contract?

30. Section H, Paragraph H.13.4.3

Answer: The Senior Construction Superintendent is the General Superintendent, overseeing a pool of Field Superintendents who are assigned to the individual projects.

30) Please clarify the intent of the Senior Construction Superintendent. We interpret this role to function as a General Superintendent, overseeing a pool of Field Superintendents who are assigned to the individual projects. Please confirm this is as intended and is not meant to reference only CQC/Safety Inspectors.

34. Section H, Paragraph H.13

Answer: No, the contractor must be ready to hit the ground running at day one and be fully staffed as required.

Multiple projects may be ready to move into the Award Phase and contractor must be able to handle potential work load.

34) The staffing requirements are very restrictive for a small business firm, especially noting that there are very few contracts of similar size, scope, and complexity for Federal facilities and that letters of commitment are required for each individual, meaning they must be on staff or identified prior to proposal submission. Would the Government please consider opening up the requirements for relevant experience to allow more firms to participate in this opportunity?

35. Section I, Clause 52.216-19

Answer: FAR Clause 52.216-19 has been revised.

37. Section L, no specific paragraph

Answer: No additional requirements

37) Please confirm that there are not additional requirements for offerors proposing as a joint venture or otherwise clarify what is required (e.g. a copy of the JV agreement.)

38. Section L, Paragraph 3.b.1, Volume I – General

Answer: Please see revised Section L.

38) The instructions say to include Section B as part of Volume I. However, no pricing is to be submitted in any volume except Volume IV (per paragraph 3.a.3). Please clarify the requirement for Section B submittal as part of Volume I.

39. Section L, Paragraph 3.a.7

Answer: Yes, 11x17 foldouts are permissible and each side of the 11x17 will be considered a page.

39) This paragraph says 11x17 foldouts are permissible up to 10 pages. Please confirm that a single side of an 11x17 sheet of paper defines a page for the purpose of these foldouts. (and not the definition of a page as one side of a standard 8 ½ x 11” paper as indicated earlier in the paragraph.)

40. Section L, Paragraph 3.b.1 Tab A

40) This paragraph indicates that Offerors are cautioned that the SF 1 442 must contain an original signature. How are offerors to provide an original signature for a proposal

43) Is there a minimum or maximum number of specific relevant contracts that may be submitted?

44. Section L, Paragraph 3.b.3, Answer: No

44) Because the size / complexity of this contract is rare within the Federal arena, would the Government consider allowing offerors to represent similar past performance within the past eight (8) years rather than restricting it to the past five (5) years?

45. Section L, Paragraph 3.b.3, Answer: Past performance contracts should be submitted by either firm within the joint venture as long as it can demonstrates that they can handle the Ft Lee work load.

45) In the case of a joint venture, please confirm that past performance contracts may be submitted for one of the joint venture partners and must not be only for the joint venture proposing on the contract.

49. Section L, Paragraph 3.b.4.d

(Volume IV)

Answer: No, Offeror must provide NNP Coefficient for the overall contract.

49) This paragraph defines the bare NPP cost as the cost of the work without prime or subcontractor overhead.

Subcontractor overheads can vary significantly by trade and are typically considered part of the bare cost to which the NPP coefficient is applied. Would the Government consider allowing the NPP coefficient to be a markup to a complete subcontractor quote including the sub’s overhead and profit?

50. Section M, Paragraph M.3.3.4.1; Attachment 4, Pricing Sheet

Answer: Attachment 4 has been revised.

50) Section M contains a different calculation of the Total Evaluated Price than is provided in Attachment 4. Please clarify.

51. Attachment 4, Pricing Sheet and Section C, Paragraph C.2.2.3.1

Answer: 0700-1600 shall be the normal work hours

51) The standard hours listed on the pricing sheet are 0630- 1700, and in Section C normal working hours are defined as 0700-1600. Please clarify the hours that are considered standard / normal working hours.

56. Attachment 5

Answer: Yes you can substitute JV partner with subcontractor/teaming partner.

56) Please clarify how joint venture partners are to complete this form. May we substitute JV partner in for (Subcontractor/teaming partner?)

57. Draft Solicitation, Page 13 of 94, Section C.4.4.3(a) Senior Site Manager.

Answer: Senior Site manager and Program manager are the same.

57) Section C.4.4.3(a) heading is Senior Site Manager (Licensed PE). However the text below regarding Senior Site Manager’s qualifications uses the term Program Manager. For the proposal narrative we provide, are the titles Senior Site Manager and Program Manager considered the same role and can the titles be interchanged?

58. Draft Solicitation, Page 45 of 94, Section H.13.4.1. Senior Site Manager (PE).

Answer: No, the Senior Site Manger must have a professional registration. If it is an Architect then they must have a Registered Architects License. These requirements are not negotiable.

58) Per the above referenced section, the Senior Site Manager must have the following qualifications:

• Licensed PE

• Minimum 10 years experience

• Experience managing no less than fifty (50) projects per fiscal year simultaneously totaling a minimum of $50 million.

• 15 years experience developing detailed cost estimates and proposals.

• Minimum 15 years experience as construction supervisor , superintendent and CQC/Safety Inspector.

• Must have Bachelor’s degree in Engineering in either Mechanical, Electrical, Civil or Structural Engineering

• Or Bachelor’s degree in Construction Management

• Or Bachelor’s degree in Architecture or equivalent

We request that you remove the Professional Engineer (PE) requirement for this role. If proposed key personnel holds a bachelor’s degree in construction management or Architecture, they will not be eligible for a PE registration. More importantly, it doesn’t appear that the contract requirements require engineering services. So the PE unfairly limits personnel and in some cases small businesses that may not have a PE in their firm managing their construction contracts.

Restate “the Senior Site Manager must have is preferred to have the following qualifications:”

And we request the qualifications be brought down to twenty

(20) projects per fiscal year simultaneously totaling a minimum of $20 million. Per the RFP, there is a $20M maximum per year for the proposed contract. The requirement to demonstrate a minimum of $50 million per year far exceeds the proposed contract’s requirements. The current requirement excludes many experienced JOC contractors and can only be filled by a senior executive/VP level person who oversees multiple programs. Also, per research, the maximum the incumbent received per fiscal year for this contract was $22.7M with an average per year of $9.3 million. Again, the required minimum of $50 million per year far exceeds the contract’s historical requirements. And even at $20M that will limit many small businesses that have the corporate capability to ensure the contract can be managed effectively by an experienced team, even if the single manager has not managed $20M in one year.

59. Draft Solicitation, Page 46 of

94, Section H.13.4.2. Senior Project Manager.

Answer: Please See Revised Section H.

59) Per the above referenced section, the Senior Project Manager must have the following qualifications:

- Experience managing no less than forty (40) projects per fiscal year simultaneously totaling a minimum of $25 million.

- 5 years experience gathering, coordinating, directing and negotiating with multiple disciplined subcontractors

- 10 years experience developing detailed cost estimates and proposals.

- 8 years experience as construction supervisor , superintendent and CQC/Safety Inspector.

- Shall have Bachelor’s degree in Engineering in either Mechanical, Electrical, Civil or Structural Engineering

- Or Bachelor’s degree in Construction Management

- Or Bachelor’s degree in Architecture or equivalent

Restate “the Senior Project Manager must have is preferred to have the following qualifications:”

We request the qualifications be brought down to twenty

(20) per fiscal year simultaneously totaling a minimum of $20 million. Per the RFP, there is a $20M maximum per year for the proposed contract. The requirement to demonstrate a minimum of $25 million per year exceeds the proposed contract’s requirements and excludes several excellent Project Managers with careers in JOC contracting. Also, per research, the maximum the incumbent received per fiscal year for this contract was $22.7M with an average per year of $9.3 million. Again, the required minimum of $20 million per year far exceeds the contract’s average historical requirements.

60. Draft Solicitation, Page 46 of 94, Section H.13.4.3. Senior Construction Superintendent.

Answer: Please See Revised Section H.

60) Per the above referenced section, the Senior Construction Superintendent must have the following qualifications:

- Experience overseeing construction of no less than twenty (20) projects per fiscal year simultaneously totaling a minimum of $20 million.

- 10 years experience coordinating, directing and managing multiple disciplined subcontractors

- Minimum 15 years of experience as construction supervisor, construction superintendent, construction manager and contractor quality control (CQC)/Safety Inspector

- Shall have Bachelor’s degree of engineering in either Mechanical, electrical, civil or structural engineering

- Or Bachelor’s degree in Construction Management

- Or trade certification

- Or on the job training

Restate “the Senior Construction Superintendent must have is preferred to have the following qualifications:”

We request the qualifications be brought down to twenty (20) per fiscal year simultaneously totaling a minimum of $20 million. Per the RFP, there is a $20M maximum per year for the proposed contract. The requirement to demonstrate a minimum of $20 million per year excludes several excellent Superintendents who have made their careers in JOC contracting. Also, per research, the maximum the incumbent received per fiscal year for this contract was $22.7M with an average per year of $9.3 million. Again, the required minimum of $20 million per year far exceeds the contract’s average historical requirements.

61. Draft Solicitation, Page 47 of 94, Section H.13.4.5. Office Managers.

Answer: Purchasing Agent or Expeditor shall be designated by the contractor.

61) Per the above referenced section, the Office Manager shall also have the capability of acting as a Purchasing Agent or Expeditor.

Please restate to say that the contractor shall designate an individual to also function as a Purchasing Agent and Expediter.

62. Section L, General Instructions,

1. Proposal Submittal and Inquiries, Paragraph a

Answer: Please see revised Section L.

62) After visiting the safe.apps.mil website, it appears that a request code will be required from the recipient in order to upload proposal files for submission. Will the request code be issued with the final solicitation?

63. Section L, General Instructions,

3. Proposal Preparation Instructions, Paragraph a.3

Answer: Yes.

63) The instructions state that all electronic documents are to be Microsoft Office 2010 based. Would the Government consider allowing Portable Document Format (PDF) files to allow for Government provided forms, such as the SF 1442, PPQs, etc?

64. Section L, General Instruction,

3. Proposal Preparations Instructions, Paragraph b.1 Volume 1 – General

Answer: Please see Revised Section L.

64) This paragraph lists a completed Section B among the documents required for Volume 1, yet it is not detailed as a requirement under Tabs A-F for Volume I. Please confirm that it is listed in error for Volume I and is only to be submitted with our pricing in Volume IV.

65. Section L, General Instructions,

3. Proposal Preparation Instructions, Paragraph 2.

Volume II – Project Management Ability – TAB A, 2nd Bullet (Page 89 of 94).

Answer: Offeror to provide full QC and Safety Plans even if they exceed limitation of 30 pages.

65) The RFP states, “Offeror shall provide their proposed quality control and safety plans….” Volume II is limited to 30 pages and our QC and Safety plans alone far exceed these limitations. Does the Government want complete proposed plans or only a summary of the key aspects of our proposed QC and Safety plans? If complete plans are desired, will they be exempt from the page limitations for Volume II?

66. Section C, C.4.4 Contractor Staff, C.4.4.3(a) Senior Site Manager (Page 13 of 94)

66) Will fifteen (15) years or more of construction IDIQ program management experience be acceptable for the Senior Site Manager/Program Manager in lieu of being a licensed PE?

Answer: NO, the PE and Architectural Registration requirement is non-negotiable.

67. Section L, General Instructions,

3. Proposal Preparation Instructions, Volume III – Past Performance Proposal – Evaluation Factor 2, Paragraph (4), 3rd bullet, Consent Letters (Page 89 of 94)

Answer: Yes.

67) If offeror is pursuing this contract as a single prime contractor, but citing past performance performed with a previous teaming or joint venture partner, is a consent letter required?

68. Section C, Paragraph C.4.3 Supervision (Page 13 of 94) and Paragraph C.5.1.1 (Page 17 of 94)

Answer: Project Manager is not required to be on worksite when work is being performed as long as Superintendent is present on every worksite.

68) Paragraph C.4.3 states that a dedicated Project Manager should be provided on every worksite when work is being performed. Is this in addition to having a Superintendent on every worksite, as stated in Paragraph C.5.1.1?

69. PPQ, Attachment 3 – Appendix D Enclosure 2, Paragraph 1

71) Section C states that, “The Contractor shall assign a Site Superintendent for each project in accordance with FAR 52.236-6 Superintendence by the Contractor, or as otherwise required by any order issued under this contract.” Earlier in Section C, Paragraph C.1.2, it states to anticipate upwards of 100 multi-discipline projects being executed simultaneously.
