About this file

This is a Questions and Answers spreadsheet addressing clarifications for RFP W91QF426RA010 for Electronic Security System (ESS) Maintenance and Service at Fort Leavenworth, with questions due by March 24, 2026 at 1:30 PM CST.

The RFP is a 100% total small business set-aside solicitation requiring contractors to provide maintenance and support services for multiple security systems across Fort Leavenworth facilities, including C-Cure access control systems, Lenel electronic security systems, IP cameras (Mobotix, WiseNet, Bosch), IDS systems, and associated equipment. Key requirements include: contractors must be authorized dealers for Software House (C-Cure); Lenel authorization is negotiable but must be obtained through qualified partnerships; contractor personnel must obtain Secret Clearance within 120 days of award; technicians must hold Software House Level 1 (Installer/Maintainer) certification and Lenel OnGuard Installer/Maintainer certification; and proposals must include a maximum of five relevant projects completed within the past seven years or current efforts 80% complete, with a maximum of three questionnaires requested. Contractors are not responsible for network infrastructure, gate preventative maintenance, or Army network management, but are responsible for troubleshooting equipment communications issues, maintaining AES receivers and IP-Links, and providing database backup support (preferably to optical drives due to USB restrictions). The contract covers approximately 20 locations across the Fort Leavenworth footprint, with some systems on the government network and others on standalone or closed restricted networks. Double-sided printing is permitted for proposal submissions, and technician certification requirements may be completed within 60 days of contract award. The Government did not disclose an IGCE or contract value range, characterizing this as a tradeoff proposal allowing contractors to propose their best overall solution.

Leavenworth ESS M&S Questions

Questions and Answers Spreadsheet
RFP W91QF426RA010 | Q's Due 24 March 2026 1330 CST
Q #Document and SectionPageParagraphQuestionResponse
1Solicitation73-74L.1.1(d) & L.1.2 (f)L.1.1(d) Proposal Submission (d) & L.1.2 (f) Proposal Instructions

The solicitation instructs Offerors to submit physical proposal volumes and specifies formatting requirements for each volume, including redacting and separately binding Volume II to remove identifying company information.

In the interest of efficiency and reducing printing and shipping costs, as well as removing the impact of losing time in the proposal response window due to shipping times and potential weather delays, would the Government consider accepting electronic (digital) proposal submissions in lieu of physical copies, provided the Offeror fully complies with all stated requirements - Specifically ensuring that Volume II is submitted as a separate, properly redacted file with no identifying company information, consistent with the anonymity requirements outlined in Section f?The requirement for printed (hard copy) proposals will remain in place. There are many reasons for that decision, suffice it to say, if still interested, they are encouraged to submit a proposal.
2Solicitation73-74L.1.2(f)L.1.2(f) Proposal Instructions
If the Government determines that physical proposal submission remains required rather than electronic submission, the solicitation does not specify a printing format. To ensure compliance while minimizing unnecessary cost and paper usage, may the Offeror print proposal volumes double-sided (duplex), or does the Government require single-sided (simplex) printing for any or all volumes?Yes, double-sided (duplex) printing allowed for volumes.
3Solicitation77-78L.3.a - L.3.bIn section L.3.a (ii), the solicitation states the offeror shall submit a maximum of five (5) projects that are recent relevant, however, in section L.3.b the solicitation states the offeror shall submit a maximum of three (3) Questionnaires. Can the government please clarify the number of projects allowed to be submitted?"Offeror shall submit a maximum of five (5) projects that are recent relevant." Out of the five (5) relevant projects, a maximum of three (3) Questionnaires requested to the solicitation Point of Contact prior to the date and time established for the RFP closing.
4Solicitation77 & 83L.3.a(i) & M.2 Volume III - FACTOR - 2 - PAST PERFORMANCE (i)In section L.3.a (i), the solicitation defines recency as "projects completed within the past three (3) years from the issue date of this RFP or are current efforts that have been performed for at least one year and are 80% complete from the date of issuance of this RFP", however, in section M.2 Volume III - FACTOR - 2 - PAST PERFORMANCE (i), recency is defined as "projects completed within the past seven (7) years from the issue date of this RFP or are current efforts that have been performed for at least one year and are 80% complete from the date of issuance of this RFP." Can the Government please clarify the recency requirements for past performance?Clarify- Recent performance is defined as projects completed within the past seven (7) years from the issue date of this RFP or are current efforts that have been performed for at least one year and are 80% complete from the date of issuance of this RFP.
5Solicitation77 & 83L.3.a(i) & M.2 Volume III - FACTOR - 2 - PAST PERFORMANCE (i)Please clarify how the Government defines and evaluates the “80% complete” threshold for ongoing projects. Specifically, should the percentage of completion be measured strictly based on elapsed time within the Period of Performance, or may Offerors use alternative metrics such as percentage of technical objectives achieved, milestones completed, or deliverables accepted to demonstrate that a project is at least 80% complete? The intent was for ongoing projects far enough along that the contracting agency / requiring agency could provide feedback on progress. If the project is turned in as Past Performance that is in progress we will validate with that agency. There is no intent upon the Government to nit pick your intrepretation of 80% barring any clear evidence of deception (e.g. project just awarded and agency stated no work has begun).
6Solicitation77 & 83L.3.a(i) & M.2 Volume III - FACTOR - 2 - PAST PERFORMANCE (i)For ongoing efforts that have been in performance for at least one year but are not yet 80% complete when measured against the total Period of Performance (e.g., multi-year contracts with several years remaining), please clarify whether such projects are eligible for inclusion if the Offeror can demonstrate substantial progress through completed milestones, task orders, or deliverables.Contracts that contain base contracts with option years can be defined by separately issued task orders under those efforts. If it is a multi-year year contract the offeror may state as much and claim what they perceive as substantial progress.
7Will the Government please provide a complete maintenance history for all systems, including all service tickets, categorized by priority level? This information is essential to ensure accuracy in assessing current system condition and validating workload assumptions.Yes, see Attachment 11- Historic ESS Maintenace Tracker
8Will the Government allow for contractors to complete technician certification requirements within the first 60 days of contract award?Yes, no issues with completing training within 60 Days of Award
9Can the Government confirm that there are no Cybersecurity requirements that are applicable to this project? The management of servers/computers on the Army Network (C-Cure and Bold Manitou Servers) are the responsibility of the Government. The contractor will need to provide support for the stand alone computers/systems (C-Cure worksations in SCIFS, Lenel Server, Video Servers/NVRs). This is primarily performing routine maintenance of database and application updates. Since these systems are stand alone or on closed restricted networks, there is no requirement for STIGS or other Cybersecurity functions.
10Are any of the cameras to be maintained installed at a height that would require the use of rental equipment (boom, articulating, or scissor lifts) to complete the PM activities? There are some cameras installed at a height above that which is reasonable to reach with a ladder. This would be likely limited to the College Facility and SIM 1 & 2 within the CAC footprint)
11Site SurveyWill the Government confirm that the contractor is not responsible for maintaining the network switches? During the site survey, it was indicated the security system rides on the Government network, and that the NEC maintains all switches and switch port programming for new devices. The contractor is not responsible for maintaining any network switches. The government network that the Installation C-Cure, IDS and some cameras ride is the responsibility of the government. CAC does not have any network support requirement for any of the standalone / Closed Restricted Network systems that the contractor will need to provide. Only network related responsibilities will be in the troubleshooting loss of communications and determining if it is an issue with the security equipment or a network issue. If a network issue, the contractor will need to know who to contact to have the government address the network issue.
12Equipment ListingProvide the System ID/System Serial Numbers for all of the Systems to be covered under the RFP.
a.Lenel: System ID:
b.CCure Systems: System Serial Numbers:
c.Mobotix
d.BoschYes, See Attachment 12- System ID Serial numbers
13Equipment ListingFMSA Building – has 2 IStar EXs panels – each could support 4 readers. Can you lease verify if they have 4 or 8 readers or whatever the correct number of readers is.Panel A has 3 Readers, Panel B has 1 Reader. These are connected directly to the EX panel in all cases.
14SolicitationDatabase backups for each of the systems – Is this required? Desired? The back up would be placed on thumb drive and given to the appropriate person at the facility?Database Backups for the Installation Level C-Cure server is automated and managed by government personnel. It is desired to have standalone C-Cure, Lenel and Bosch systems to have database backups. Due to restrictions on the use of USB drives, backups would be made to optical drives (if available). It is desired to have contractor support for backups but may take the form of providing technical expertise to train site personnel on correct procedures and/or "over-the-shoulder" support.
15Site VisitSpecial Clearance – When will this have to be in place for the company and person to service the account?Updated PWS: 1.6.1. Security Program: Contractor personnel performing work under this contract must have a “Secret Clearance” within 120 days of contract award.
16Site VisitNetwork – Are all systems on the same network?IDS is all on the Government Network. Most C-Cure is on the Government Network. IP Cameras (Mobotix and WiseNet) are on the government network. There are 5 C-Cure standalone systems that do not connect to a network. Cameras systems in the Medical Facility, School Campus, SIM1 and SIM2 are on closed restricted networks (School separate from the 2 SIM facilities. There is the possibility there are some isolated cameras that only show on a local monitor (no recording) that may need repair that are not shown on the equipment list. The contractor is likely to discover some systems that are no longer in service or currently inactive that may be reactivated at a later date.
17Site VisitWho is responsible for the Network? In all instances, the government is respsonsible for network infrastructure (fiber, copper and switches/routers). In the process of troubleshooting connection issues the contractor is expected to provide support in the role of identifying, reporting and assisting in the re-establishment of communications (e.g. resetting/testing security equipment once network is restored)
18Site VisitIs the network Stand Alone for the Security systems or on a Shared network? There is a mix of both. On the school campus, the cameras an Lenel system share the closed restricted network with other services unique to the school. That network is managed by college IT services. SIM 1 & 2 have a closed network for cameras. If network equipment/infrastructure fails, the contractor will be needed to assist in identifying the problem. (determining if it is a security equipment failure or network failure). If it is desired to have the contractor repair or replace network equipment for standalone/closed restricted network, that would be handled by a separate Task Order and would only be for any communications necessary to support security equipment. It would not involve any non-security related functions.
19SolictationIntegrated Tracking System – Will we be provided the current tracking document or a complete inventory of current Equipment?Yes, see revised Attachment 3_Sterilized Combined Equipment List (20260318)

ResidenceThe tabs in the equipment list covers the "organizations" but each organization may have more than one building/location on the Fort Leavenworth Footprint. As we are in a state of organizational transformation, it should be expected that the "locations" will change, shrink or grow in the course of this contract.
21SolicitationPlease clarify if this is Small Business or what Small Business will have on the impact of winning the RFP?100% Total Small Business Set Aside
22SolicitationWill Exceptions and Clarifications be able to be submitted with Response?Yes
23Wage DeterminationWhich Category (s) will this work fall under in your Wage Guidelines?Attached wage determinations that are applicable to individual projects are included as an attachment. The Government does not dictate which categories for hiring as some job titles are exempt from Wage Determinations in professional categories. The Wage Determination is in place in the event the Department of Labor needs to validate proper payroll classifications as they deem appropriate.
24Solicitation10This section requires the contractor to be an authorized dealer for both Software House (C-CURE) and Lenel Electronic Security Systems. This requirement may limit competition, particularly for small businesses that may not hold both authorizations independently. Can the Government consider revising this requirement to allow the prime contractor to possess at least one of the required authorizations and rely on a qualified teaming partner? This approach may increase competition and enable the Government to receive a broader range of proposals. The contractor must be an authorized dealer for Software House (C-Cure). Lenel is negotiable but how the contractor meets this requirement is between the offeror and those particular companies. The Government requires authorized dealers to work on this equipment and there is no practical way around exempting that as a need of the Government.
25IGCEAs this is a new requirement, can the Government provide the anticipated contract value or the Independent Government Cost Estimate (IGCE) for this effort? If the IGCE cannot be disclosed, can the Government provide a not-to-exceed value, magnitude range, or any pricing guidance to assist offerors in preparing proposals? As this is not a Construction project, there is not magnitude of disclosure as noted in FAR Overhaul Part 36. Further this requirement is a tradeoff, which allows the contractor to propose their best overall solution that will vary from contractor to contractor.
26IncumbentGOVWIN states that this is a new contract opportunity. Can the Gov’t confirm who is currently performing these services at Fort Leavenworth?New requirement, old USCE contract has different requirements
27SolicitationAre we responsible for gate preventative maintenance? If so, are we responsible for the access control hardware or the entire gate (i.e. gate motor, arms, in ground loops, exit sensors, etc.).Gate Preventative Maintenance is not included.
28SolicitationWhat level of Lenel certification is required?Must have the ability to access factory support and legitimate access to replacement parts as a Lenel VAR. Technician certification is at a minimum required to be certified for the OnGuard system at the Installer/Maintainer level.
29SolicitationDoes on-site personnel need all levels of certification or the ability to contact an individual with the certifications? The on-site technician would need certification at the Software House Level 1 (Installer Maintainer)
30SolicitationIs the contractor responsible for the Army network, both hardwired and wireless mesh, that the CCure ACS, IDS, and CCTV systems reside on?No. See answers relating to network requirements above.
35SolicitationWhat components of the wireless mesh or hardwired network is the contractor responsible for and can you detail what scope of preventative maintenance is required for the wireless mesh network or any other devices? The contractor would be responsible for maintaining the existing AES receivers (updates, periodically check for proper operation, IP-Links (2 - check power and batteries). This may be the one case where the contractor would be asked to manage/maintain a network. The IP-Links and AES receivers are connected by a dedicated network that connects through media converters and a network switch. Ernest can provide additional information.
