QUESTIONS & ANSWERS
Questions and Answers
Question 1: Page 148 states that “The requirements and format of Solicitation Attachments 1-5 shall not be modified by Offerors…” Section 1 – Contract Descriptions on page 154 states that “offerors shall include the following information in Solicitation Attachment 2 – Contract Reference Form” then lists items a) through l). These
a) through l) items listed in Section L do not match up with the information listed Solicitation Attachment 2 – Contract Reference Form.
Several examples include:
Section L item b) requests a DUNS Number; the form does not.
Section L item f) requests Period of Performance; the form does not.
So on and so forth.
Will the Government please provide guidance on how offerors are to satisfy Section L Vol III (1) Section 1 – Contract Descriptions requirements without modifying the form?
Answer 1: Solicitation Attachment 2 – Contract Reference Form has been updated to match the requirements in Section L.
Question 2: Section I of the RFP does not include FAR Clause 52.222-46 - Evaluation of Compensation for Professional Employees. However, the Instructions MS Word document in Attachment 5 LOE spreadsheet in Paragraph 10 for the Fringe Benefit Worksheet references that FAR clause in completing that worksheet and aiding in the analysis of the Total Comp Plan. There is no reference in the RFP to a Total Compensation Plan that needs to be submitted.
Is a Total Compensation Plan required and if so, would a minor subcontractor who is only proposing non-exempt CBA labor categories be required to submit a Total Compensation Plan and/or complete the Fringe Benefit Worksheet in the LOE workbook, which is for Professional Employees only?
Answer 2: FAR 52.222-46 is applicable for the Professional Labor Categories; a Total Compensation Plan shall be provided for the applicable labor categories. CBA and Wage Determined labor categories do not require a Compensation Plan. Section L has been updated.
Question 3: Section B of the new RFP includes CLIN number 009, a FFP CLIN for performance and completion of CDRLs over the life of the contract. The new Solicitation Attachment 05 – LOE Spreadsheet 2020-11-24.xlsx, Section B tab does not include a CLIN 009 for pricing.
Would the Government update Attachment 05 LOE Spreadsheet to include CLIN 009?
Answer 3: Tab B in the Solicitation Attachment 5 – LOE Spreadsheet has been updated.
Question 4: PWS 4.6.1 – General Information, the Government indicates the contractor is to provide PPE to contractor employees. However, in reviewing RFP Attachment 6 – GFP, there are various types of PPE such as coveralls, helmets, respirators, aprons, lab coats, etc. that are listed as Government Furnished Property and available to the Contractor.
Would the Government identify which specific PPE items the contractor will be required to provide over and above the items included as Government Provided in Attachment 6 under the contract.
Answer 4: See PWS 4.6.7, Protective Equipment and Devices for additional PPE requirements.
Question 5: PWS 4.6.12 – Contractor Furnished Vehicles states; “Vehicle Pool: The Contractor shall provide a pool of Contractor-furnished vehicles for use by the Contractor in support of the Test Support Services requirements in this PWS. The specific vehicles are listed in the Contractor-Furnished Vehicle List (Exhibit B). The Contractor shall track the utilization of the vehicles and record when the usage of the vehicles is in support of reimbursable test programs by date, hours, miles and WBS. The Contractor shall invoice the Government for the reimbursable costs of the Contractor Vehicles. The Contractor shall provide a Vehicle Pool Cost Invoicing Report with every invoice that identifies the billable cost by WBS and the balance of the vehicle pool cost that is to be paid by ATC Overhead. Any pool vehicle costs not attributable to a reimbursable WBS shall be billed on the invoice as overhead.”
Please indicate where the offeror should price the estimated cost for the vehicle pool in the Cost Proposal? The Government has provided normalized numbers that all bidders are to use for ODC/Materials for “Transition In” as well as each year of the contract period of performance. Are the costs for the vehicle pool included in the ODC/material CLIN? If the vehicle pool is not included in the plug numbers, where should the offeror reflect this estimate? Without any workload history, how does the offeror know how much of the cost will be charged to customers versus Aberdeen’s overhead?
Answer 5: Vehicle pool cost are not included in the ODC CLIN, however, Offerors shall submit their cost estimates under the ODC CLIN. See Exhibit B, Contractor Furnished Equipment (CFE), and Attachment 2, Labor Category Qualifications for where to charge specific vehicles.
Question 6: PWS 4.6.12 – Contractor Furnished Vehicles states; “Vehicle Pool: The Contractor shall provide a pool of Contractor-furnished vehicles for use by the Contractor in support of the Test Support Services requirements in this PWS. PWS 4.5.20 Government Owned Vehicles states: The Contractor shall provide transportation to the worksite for Contractor personnel and equipment required to perform assigned work, to include down-range and off road range areas.
Will the Government provide a list of GOV’s that are available for use by the Contractor and the estimated time available to be used on a shared basis or furnish historical usage data? This usage data will have a major impact on the number of vehicles furnished by the contractor and give the current on-site contractor with local knowledge of overall GOV usage a significant advantage in estimating cost for the Contractor Provided Vehicle Pool.
In the absence of this data, would the Government consider normalizing the total number of Contractor Furnished Vehicles to be provided to ensure a level playing field and fair cost comparison for this major cost element?
Answer 6: Listing of requested vehicle types (pickup trucks and stake body truck) and quantities is supplied in Exhibit B - Contractor-Furnished Equipment (CFE) List. The accounting/billing method for the vehicles is identified as "Vehicle Pool Direct Invoice, identifying reimbursable WBS". The cost breakout shall be included as part of the ODC CLIN or as indicated by Exhibit B and Attachment 2. Additional vehicle types requested are listed in Attachment 2 – Labor Category Qualifications Requirements per specific labor categories. The list of government furnished vehicles provided are listed in Attachment 6 – GFP.
Question 7: PWS 4.6.12 states "The Contractor shall provide transportation to the worksite for Contractor personnel and equipment required to perform assigned work, to include down-range and off road range areas…”.
Considering the number of contractor personnel in this contract that will require transportation to perform the assigned work, will the government make available to contractor personnel additional vehicles beyond what will be provided from the vehicles cited as Contractor-furnished vehicles in “Specific to Labor Category” and “Vehicle Pool” to satisfy mission requirements?
Answer 7: Listing of requested vehicle types (pickup trucks and stake body truck) and quantities is supplied in Exhibit B - Contractor-Furnished Equipment (CFE) List. Additional vehicle types requested are listed in Attachment 2 – Labor Category Qualifications Requirements per specific labor categories. The list of government furnished vehicles provided are listed in Attachment 6 – GFP.
Question 8: PWS 4.6.1 – General Information, the Government indicates the contractor is to provide PPE to contractor employees.
Answer 8: See PWS 4.6.7, Protective Equipment and Devices for additional PPE requirements.
Question 9: 4.5.6 Government-Furnished Equipment List. The Government will provide equipment listed in the GFP for review when requested. However, due to the magnitude of equipment listed, the Government will only provide this list for the Contractor’s review upon request. The GFP list does not include incidental property that will be utilized by the Contractor.
We are requesting a copy of the equipment listed in the GFP and would like to understand the difference in this list versus the Attachment 6 – GFP provided with the solicitation.
Answer 9: Section 4.5.6 of the PWS has been updated. Attachment 6 contains the entire list of GFP contents.
Question 10: PWS 4.5.16 Toolkits. The Government will not provide toolkits. Contractor personnel who use tools regularly are expected to be fully equipped with standard tools. Standard toolkits are identified in the Labor Category Qualifications and Definitions (Attachment 2). Cost of toolkits shall be included in the hourly rate for the applicable labor categories.
Paragraph 4.5.16 states that “The Government will not provide toolkits”. Yet, the Attachment 6 – GFP, indicates an assortment of tool kits to be Government Furnished Equipment. Please provide clarification on the type and quantity of tool kits to be provided by the offeror for each respective labor category. Is the offeror only required to provide tool kits for the few labor categories identified in Attachment 2?
Answer 10: Please see Attachment 2 – Labor Category Qualifications for the list of tool kits to be provided. The tool kits listed in Attachment 2 – Labor Category Qualifications are the only tool kits the offeror is required to provide.
Question 11: Attachment 2 provides job descriptions/qualifications for Technician (WD) I - IV with each level containing 7 varying types of technicians (Electronic, Environmental, General, Range Control, Range Support, Test Participant, Training Range).
In order for offerors to price these labor categories in compliance with the SCA and consistently across bidders, will the Government provide the WD Code that each labor category should be cross-walked and priced to?
Answer 11: No, Offerors shall match Labor Categories to the applicable SCA WD labor category.
Question 12: PM: Must have a Bachelor’s degree in engineering or an applicable discipline and 15 years applicable experience; or a Master of Science Degree in and engineering applicable discipline and 9 years applicable experience.
Will the Government please confirm that a Bachelors in Business and 15 years’ experience or a Masters in Program Management and 9 years’ experience is an applicable discipline for the PM position?
Answer 12: Please see updated section 2.3.0.1 Key Personnel in the PWS.
Question 13: Section L, PROPOSAL FILES, states, “The requirements and format of Solicitation Attachments 1-5 shall not be modified by Offerors and attachments are not exempt from page count. The following data items identified in the RFP under Section L, Volume III Past Performance Section 1- Contract Descriptions and required to be included in Solicitation Attachment 2-Contract Reference Form are not part of the Solicitation Attachment 2- Contract Reference Form: b) DUNS d) Contracting activity f) Period of Performance g) place of performance i) Awarded cost j) Final cost k) PWS references and summary. Including these data items on Solicitation Attachment 2-Contract Reference Form would require offerors to modify the form and create a violation of instructions contained within Section L, PROPOSAL FILES.
Will the Government please update Solicitation Attachment 2-Contract References Form to account for the additional data items required in Section L, Volume III Past Performance Section 1 Contract Descriptions?
Answer 13: Solicitation Attachment 2 – Contract Reference Form has been updated to match the requirements in Section L.
Question 14: Section J, Solicitation Attachment 1, Summary of Experience Form states “Offerors shall demonstrate a minimum of five (5) years of experience in Ammunition Operations. Additionally, the Offeror shall demonstrate that they have a minimum of five (5) years of experience in seven (7) of the remaining eight (8) functional areas.
The prime Offeror must demonstrate the experience in Ammunition Operations, and at least three of the other functional areas. Experience must fall within the past ten (10) years from the date of solicitation release:” Section L,
3. (iv) VOLUME IV – Experience Factor states “The Offeror shall demonstrate that they have a minimum of five
(5) years of experience in Ammunition Operations. Additionally, the Offeror shall demonstrate that they have a minimum of five (5) years of experience in seven (7) of the remaining eight (8) functional areas. The prime Offeror must demonstrate the experience in Ammunition Operations, and at least three of the other functional areas.
Experience must fall within the past ten (10) years from the date of solicitation release:” However, Section M, B.
Factor 4: Experience states “Each proposal will be evaluated to determine if the Offeror (inclusive of teaming arrangements) has a minimum of three (3) years of experience (occurring within the past 10 years) in performing work similar to the competency areas identified in Section L.”
Will the Government please confirm that the Experience evaluation requires that Offerors demonstrate that they have a minimum of five (5) years of experience that fall within the past ten (10) years for the areas in Solicitation Attachment 1?
Answer 14: Section M, B Factor 4 has been updated to reflect 5 years of experience within the past 10 years.
Question 15: The Government states in Section 2.3.0.1 Key Personnel that all labor costs associated with the key personnel shall be included in the indirect rates. It also lists the key personnel as PM, Assistant PM, and Mission Support Managers (MSM).
In an effort to provide the Government with adequate mission support, will the Government please provide a list of the total number of Mission Support Managers to include in the indirect rate and specify that all Offerors bid that number of Mission Support Managers?
Answer 15: Each offeror shall propose the total number of MSMs they estimate are needed to properly manage the work. This is an opportunity for offerors to demonstrate their understanding of the requirements and propose and efficient and effective method of managing the work requirements.
Question 16: The Government states in Section 2.3.0.2 Support Staff that “Contractor shall provide staff, as required, to administer the required Test Support Services. Staff shall include supervisory and team leadership, resource management, human resources, procurement, logistics, and safety functions, as well as system support functions. In addition, the Contractor shall provide two support specialists assigned to procure and manage materials, equipment, maintenance and repairs in support of testing. The Contractor’s Management and Administrative support staff shall be efficient and economical, as well as sufficient to manage a contract of this magnitude. The cost of the Contractor’s Management and Administrative support staff shall not be directly billed as labor hours. Any allowable costs shall be included in the Contractor’s indirect charge rate.”
To ensure the Government obtains the desired amount of support required for the mission, will the Government please provide a list of Support Staff and head count to include in the indirect rate in order for all offerors to bid the required number of employees in the indirect rate?
Answer 16: Each offeror shall propose the total number of Support Staff they estimate are needed to properly manage the work.
Question 17: The Government states in Section 4.2.6 Medical Examinations that Contractor personnel shall complete certain medical examinations and the cost of the medical evaluations shall be included in the Contractor’s indirect rate.
To clarify the medical exam requirements and ensure adequately qualified personnel are available to meet test demands, will the Government please provide a list of required exams and frequency of exams by labor category that Offerors should include in their indirect rates for employees requiring specific exams?
Answer 17: See PWS 4.2.6 to estimate the required exams and their frequency.
Question 18: The Government states in Section (v) VOLUME V -Cost-Price that Contract Furnished Equipment shall be priced in accordance with PWS Exhibit B and Attachment 2, Labor Category Qualification Requirements and included in the indirect rate. In Attachment 2, ”Labor Category Qualification Requirements”, the Labor Categories of Photographer I, Photographer II, Photographer III, and Photographer IV have Specific Equipment Requirements for each Contractor Manyear Equivalent of a 4x2 Cargo Van, Max payload 4,282, V6, rear door windows, back up camera (Chevrolet Express Cargo Van equivalent) suitable to transport personnel and equipment.
Will the Government please confirm that Contractor Manyear Equivalent means one (1) van for every FTE, and the FTE count should be based on the LOE spreadsheet, for a total of 28 Cargo Vans with the specifications above to include in the indirect rate?
Answer 18: Contractor Manyear Equivalent means one (1) van for every FTE, and the FTE count should be based on the LOE spreadsheet, for a total of 28 Cargo Vans. The cost of Contractor-Furnished Vehicles for these labor categories shall be included in the hourly rate for the applicable labor categories, see section 4.6.12 Contractor- Furnished Vehicles.
Question 19: The Government states in Section (v) VOLUME V -Cost-Price – Indirect Rates that Contract Furnished Equipment shall be priced in accordance with PWS Exhibit B and Attachment 2, Labor Category Qualification Requirements and included in the indirect rate. In Attachment 2, ”Labor Category Qualification Requirements”, the labor categories of Technician I (2424) Ballistics Instrumentation (BI), Technician II (2424) Ballistics Instrumentation (BI), and Technician III (2424) Ballistics Instrumentation (BI) have Specific Equipment
Requirements for each Contractor Manyear Equivalent of a Ballistics Technician Toolkit. However, the LOE spreadsheet does not allow Offerors to determine how many FTEs to price, since the LOE spreadsheet does not indicate any hours for Technician I (2424) Ballistics Instrumentation (BI), Technician II (2424) Ballistics Instrumentation (BI), Technician III (2424) Ballistics Instrumentation (BI), but only references Technician I, Technician II, and Technician III.
Will the Government please provide a list of the total number of toolkits to be purchased, since the LOE labor categories and Attachment 2 Labor Category qualification descriptions do not match? This approach will ensure Offerors bid the required number of toolkits in the indirect rate so that offerors are able to meet mission requirements with adequate toolkits.
Answer 19: There are (32) Technician I-IV (2424) Ballistics Instrumentation (BI). However, this number could increase or decrease depending on ATC’s requirements.
Question 20: In Solicitation_Attachment_5_LOE Spreadsheet_2020-11-24, tab titled “Instructions” Section 2. - Overall instructions, states, “To assist in the evaluation of the total compensation plan, please complete the requested data on the Fringe Benefit Worksheet. Any information not included will be assumed to not be offered.
Offerors shall still supply a copy of its total compensation plan in accordance with the RFP.” However, the RFP does not reference or require submittal of a total compensation plan.
Will the Government please clarify whether the Offeror is to submit a copy of the total compensation plan, and if so, in which volume, or is the Offeror is only required to complete the tab within the LOE Spreadsheet for Fringe Benefit Worksheet?
Answer 20: Offerors shall provide sufficient narrative in the Cost Volume of the proposal to support their Total Compensation Plan for Professional Employees, in addition to completing the Fringe Benefits tab on the LOE Spreadsheet. Section L has been updated.
Question 21: The Government states in Section (v) VOLUME V -Cost-Price - Indirect Rates that all Management Labor costs for all key personnel and any associated performance administration costs, PPE, Training, and Medical costs should all be included in the offeror’s indirect rates. Contractor Furnished Equipment shall be priced in accordance with PWS Exhibit B and Attachment 2, Labor Category Qualification Requirements.
To ensure the Government obtains the desired amount of support, will the Government please provide a prescribed Local Overhead percentage for all offerors to use in their bids, for example, a local overhead value such as 12.5% or 13.0%?
Answer 21: The Government will not provide a local overhead rate. Each offeror shall propose in accordance with its’ estimated indirect rates, and provide historical rate data and/or DCMA/DCAA approved rates.
Question 22: In the CBA for IAM Local 2424, the Electronic Technician, Maintenance III direct labor rate is lower than that of the Electronic Technician, Maintenance II.
Can the Government please confirm if this is accurate?
Answer 22: This is accurate.
Question 23: Engineering Technicians I, II, III, and IV are listed as Wage Determination covered labor categories but do not have an associated WD Occupation Code. Will the Government please specify which Occupation Codes apply to these Engineering Technicians?
Answer 23: Offerors shall match Labor Categories to the applicable CBA or to the most applicable SCA WD labor category.
Question 24: Will the Government please provide a period of performance for this solicitation so that pricing can be accurately estimated?
Answer 24: The Period of Performance is 02 June 2021 – 01 August 2026. This is subject to change based on the actual contract award date.
Question 25: Would the Government provide the reasoning in (1) cancelling Solicitation W91CRB20R0032 and issuing the new solicitation (W91CRB21R0016) versus (2) amending Solicitation W91CRB20R0032 with the changes in solicitation W91CRB21R0016 incorporated?
Answer 25: It was determined that it was necessary to issue a new solicitation to address questions raised during the previous solicitation Q&A process.
Question 26: PWS 4.7 Transition/4.7.1 Transition-In Period. Will the Government please clarify its terminology preference in regards to Transition-In or Phase-In? Both terms are used in the PWS when referencing the Plans the Offeror is to submit.
Answer 26: Phase-in and Phase-out have been changed to Transition-In and Transition-Out throughout the PWS.
Question 27: Currently, with regard to the Experience submission, the Government has given direction that (1) the first page with instructions is excluded from page count, (2) the format is not to be adjusted, and (3) the company/contract data should be repeated at the beginning of each experience area.
Considering the offeror is allowed to provide contract references for contracts for the past 10 year and in the interest of maximizing the information we can provide for each relevant contract using the limited page count most effectively, we respectfully request offerors be allowed to submit an Experience Volume that allows offerors to re-format the Form to ensure there is adequate page space to include all pertinent contract experience data while complying with Section L formatting requirements.
As an example, the introductory company/contract data for each section might be presented as a table consistent with font and format requirements in Section L. Will the Government allow this modification to the Experience form requirements?
Answer 27: Offerors shall not modify the format. However, if the same contract is used for different types of experience, only the contract and order number along with the title of the experience type need be included.
