Attachment 2 - ATSS LABOR CATEGORIES, DESCRIPTIONS & QUALIFICATIONS

All Contractor personnel shall be able to perform work requirements as stated in the Performance Work Statement (PWS) to include, but not limited to:

• Physical requirements such as working at heights utilizing fall protection, working in confined spaces, lifting, and working in extreme conditions;

• Cybersecurity requirements such as the Cyber Awareness Challenge for all personnel;

• Cybersecurity requirements for personnel performing Information Technology or Cyber work to include compliance with in DODD 8570.01, DOD 8570.01-M (https://iase.disa.mil/iawip/Pages/summary_wf_requirements.aspx), and AR 25-2;

• Ammunition Certification requirements;

• Security requirements such as the Lautenberg agreement,

• Certificate of Boating Safety Education for all personnel operating a mechanically propelled vessel on Maryland waters, and

• Safety requirements for equipment licensing for applicable work, to include all relevant support equipment.

These requirements are listed in the PWS and not necessarily duplicated in the labor category descriptions and qualifications. All licenses, training, and certification shall be acquired at the Contractor’s expense, reimbursed in the Local Overhead Rate and NOT on an hourly basis. Meeting, training and licensing schedules to meet personnel qualifications shall not interfere with accomplishment of the ATC mission.

INDIVIDUAL LABOR CATEGORIES

Ammunition Accountability Technician

Ammunition Accountability Technician (2424 CBA)

Job Description

Responsible for accountability, security, inventory, record-keeping, receipt, turn-in, warehousing, care and protection of all ammunition and explosives to include all hazardous waste munitions and associated range residue generated by U.S. Army Aberdeen Test Center (ATC). After coordinating with the Government team leader, utilize the computer equipment provided to process issues and turn-ins of Class V ammunition and explosives via the Test Center database.

Maintain ammunition accountability utilizing the Test Center database and magazine data cards.

Generate ammunition issue, transfer, and/or turn in documents as appropriate, coordinate with the Government team leader, expedite issues/turn-ins by hand carrying appropriate documentation to the U.S. Army Garrison, Directorate of Logistics personnel. Ensures chain of custody is established for all ammunition and explosives that is issued from the Plant. Package ammunition for shipment to various off-post locations in accordance with Department of Transportation (DOT) directives. Provide the U.S. Garrison, Directorate of Logistics any required shipping documentation in accordance with DOT Directives. Ensure ammunition is properly packaged, blocked and braced, and that required ammunition transfer documents are prepared for all on-post movement of ammunition/explosives. Perform physical inventories (with assigned inventory crew) of ammunition assets to include handling of unpackaged ammunition and explosives as needed. Verify that physical inventories match the Test Center database and magazine data card. Ensure that all discrepancies are reported to the plant supervisor/team chief. Assist in any causative research to reconcile reported discrepancies. Ensure upon receipt of ammunition and explosives that the material is of the correct type and quantity. Prepare items for temporary storage, including the care, preservation, packing, crating, and stenciling of the containers and the proper warehousing of the assets. Ensure that items being placed into storage are compatible in accordance with Department of Defense (DoD) Directives with item(s) already in storage. Verify that the Net Explosive Weight is not exceeded for the storage facility.

Ensure maximum utilization of sensitive, classified, radioactive, hazardous, reactive, and flammable material, expeditiously process turn-in documents to allow maximum utilization of available storage space.

Qualifications:

1. Must have 5 yr. applicable experience.

2. Must possess Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

3. Must possess a Class C Commercial Driver License (CDL) with endorsement for Hazardous

Material (HAZMAT) and unrestricted for air brakes within 6 months of employment.

4. Must possess a license to operate forklift(s) and other required support equipment.

5. Must possess a Hazardous Waste Operations and Emergency Response (HAZWOPER)

Certificate within 6 months of employment.

6. Must possess a clearance for unaccompanied access to Arms, Ammunition, and Explosives

(AA&E) within 6 months of employment.

Ammunition Assembly Operator

Ammunition Assembly Operator (2424 CBA)

Job Description

Load, Assembly Pack: Performs a broad range of duties in connection with the provision of ammunition assembly, disassembly, and modification. Custom load domestic or foreign ammunition items for both direct and in-direct fire ammunition testing to include standard, nonstandard, experimental, and prototype rockets, mortars, mines, projectiles, artillery, and tank ammunition to include depleted uranium (DU) rounds. Operates inert loading facility and calculates material blending requirements to inert load ammunition test items to simulate live load density. Handles toxic chemicals such as: acetone, Trichloride, Freon, denatured alcohol, paraffin wax, linseed oil, and barites. Collects test data by preparing written inspection reports on damage to munitions before and after rough handling, packaging, or transportation tests or munitions that have been fired and recovered for analysis tests. Critically inspects ammunition and components before and after environmental tests or sequential rough handling tests (e.g., drop, bounce and vibration) for extreme damage or deformation prior to assembly into test rounds. Inspects all operating and storage areas to ensure quality control is met and maintained during assembly, disassembly, modification and all phases of testing. Inspects and certifies material potentially presenting an explosive hazard (MPPEH) before release to the Defense Reutilization and Marketing Office (DRMO) or to the general public. Operates computer equipment as an ongoing requirement to maintain an automated ammunition inventory and a continuous audit trail of ammunition assets. Provides full range of ammunition/explosives accountability functions including: physical inventories, data input/output, compatibility storage, research, ammunition warehousing, and similar functions. Processes issue and turn in of ammunition and explosive materials. Prepares Job Hazard Analyses (JHAs) and conducts/participates in Hazard Analysis Working Groups (HAWGs) for ammunition processes and modifications.

Equipment Operation and Maintenance: Operates, adjusts, sets up and maintains locally fabricated and APE specialized for the trade such as: hydraulic presses, crimping machines, de-bulleting machines, resizing presses, sewing machines, primer insertion/removal machines and cartridge shaker machines. Operates automated digital weighing equipment, remote video monitoring and recording equipment. Uses various measuring devices, gauges and explosion proof multi-meters. In addition, uses a variety of hand tools, paints, stencils, adhesives, cleaning materials. Operates forklifts up to and including 6000-lb capacity and motor vehicles up to and including 5-ton capacity. Incumbent may work in different areas to include ammunition, weapons, environmental conditioning or ballistics.

Qualifications:

1. Must have 5 yr. applicable experience, two of which are loading, assembling and packing ammunition or comparable military experience.

2. Must possess a Class C Commercial Driver License (CDL) with endorsement for Hazardous

Material (HAZMAT) and unrestricted for air brakes within 6 months of employment.

3. Must possess an Ammunition Certification Level II in accordance with ATC Regulation 350-8 within 6 months of employment.

4. Must possess a license to operate forklift(s) and other required support equipment.

5. Must possess a HAZWOPER Certificate within 6 months of employment.

6. Must possess a clearance for unaccompanied access to Arms, Ammunition, and Explosives

Job Description

Serves as a working leader responsible for performing a wide variety of tasks associated with ammunition assembly, disassembly, and modification. Provides on the job training, technical advice and assistance to subordinates. Assigns tasks to subordinates and provides guidance to include specific job techniques and safety considerations.

Artillery Repairer

Artillery Repairer (2424 CBA)

Job Description

Responsibilities include the inspection, cleaning, disassembly, repair, and replacement of parts and assemblies, and the adjustment and reassembly of towed, self-propelled, and turret artillery and their associated mounts and carriages. This includes Stryker, Abrams, and other large caliber direct fire weapon systems. Takes measurements and ensures safe operation of the artillery and equipment. Operates overhead cranes.

Qualifications:

1. Must have 3 yr. experience as an automotive mechanic or 2 years military background in artillery, which includes using common hand tools and measuring instruments such as calipers, micrometers, torque wrenches, and spring weighting machines.

2. Must possess an Overhead Bridge Crane operator license.

3. Must possess an Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

Artillery Repairer Helper

Artillery Repairer Helper

Job Description

Receives training and performs work to develop skills and knowledge to perform artillery repair work. Assists in the disassembly, repair, replacement of parts and assemblies, adjusting and reassembly of one or several types of towed, self-propelled and turret artillery, and their mounts and carriages.

Qualifications:

1. Must have 1 yr. experience as an automotive mechanic or military background in artillery, which includes using common hand tools and measuring instruments such as calipers, micrometers, torque wrenches, and spring weighting machines.

2. Must possess an Overhead Bridge Crane operator license.

3. Must possess a Forklift License.

Artillery Repairer Leader

Artillery Repairer Leader (2424 CBA)

Job Description

Serves as a working crew leader responsible for leading and providing technical advice and assistance to lower graded personnel in the disassembly, repair, replacement of parts and assemblies, adjusting and reassembly of one or several types of towed, self-propelled, and turret artillery, and their mounts and carriages. Instructs employees on specific tasks and job techniques. Conducts on-the-job training to ensure work is complete and accurate.

Qualifications:

1. Must have 7 yr. experience as an automotive mechanic or 5 yr. military background in artillery, which includes using common hand tools and measuring instruments such as calipers, micrometers, torque wrenches, and spring weighting machines.

2. Must possess an Overhead Bridge Crane operator license.

3. Must possess an Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

4. Must possess a Forklift License.

5. Must have 3 yr. experience leading/supervising.

Assistant Program Manager

Assistant Program Manager (Exempt) – Key Personnel

Job Description

Qualifications:

1. Must have 10 years applicable experience; or must have a Bachelor’s Degree and 7 years applicable experience; or a Master’s Degree and 5 years applicable experience.

2. The Assistant PM shall have 3 years of experience managing 75 or more people in an engineering or scientific field.

Combat Vehicle Tester (CVT) I

Combat Vehicle Tester (CVT) I (2424 CBA)

Job Description

Under the direction of more qualified personnel, performs a variety of tasks associated with testing track or wheeled combat vehicles to include operating and maintaining vehicles, weapons, systems, and communication equipment while supporting firing programs and test missions, on and off test courses and firing ranges. Tasks may be manual and/or mechanical in nature and support testing combat vehicle systems, weapons, ammunition, armor, and related equipment. Under the direction of more qualified personnel, performs operator level preventive maintenance checks and services (PMCS) as well as any other operator level maintenance in accordance with appropriate/approved test plans, manuals, policies, and regulations. Under the direction of more qualified personnel and in accordance with operator level manuals troubleshoots, diagnoses, and documents power plants, auxiliary power units, engines, transmissions, suspension components, electrical/electronic systems and components, communications equipment, basic fire control systems, turret traversing mechanisms, hydraulic or pneumatic systems, fire extinguisher/suppression systems, gas particulate systems and any like or related items in accordance with test objectives. Under the direction of more qualified personnel, performs or assists with unit level maintenance in accordance with appropriate/approved test plans, manuals, policies, and regulations. Under the direction of more qualified personnel, installs and operates sensitive data collection instrumentation, vehicle system training simulators/devices, and/or maintains equipment necessary to collect, process, store or obtain test related data in accordance with appropriate test plans, manuals, policies, and regulations. Effectively operates combat vehicle computers, software, and other related technology. Identifies, documents, and communicates test related and/or abnormal conditions in an appropriate format and timely manner. Provides on-the-job training, technical advice and assistance to various government agencies and peers as required. Under the direction of more qualified personnel, develops, analyzes and provides technical input as required for documentation and training. Works, coordinates, and collaborates with others in a professional manner to accomplish testing, evaluation, operation, and maintenance of combat vehicles and equipment. Actively participates to ensure personal safety, team safety, visitor safety, and end user safety in accordance with policy, standard operating procedures, and locally identified hazard mitigation requirements

Qualifications:

1. Must have 3 yr. applicable experience or have completed formal training relevant to operating, maintaining, and/or testing combat vehicles and associated relevant weapon components or systems. At least 1yr. of the 3 yr. of experience must be in a test and evaluation range, laboratory, or military environment.

2. Must possess a valid Class B CDL within 1 year of employment

3. Must possess an Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

Combat Vehicle Tester (CVT) II

Job Description

Works independently and assists less experienced personnel to perform a variety of tasks associated with testing track or wheeled combat vehicles to include operating and maintaining vehicles, weapons, systems, and communication equipment while supporting firing programs and test missions, on and off test courses and firing ranges. Tasks may be manual and/or mechanical in nature and support testing combat vehicle systems, weapons, ammunition, armor, and related equipment. 1. Must have 5 yr. applicable experience or have completed formal training relevant to operating, maintaining, and/or testing combat vehicles and associated relevant weapon components or systems. At least 1yr. of the 5 yr. of experience must be as a CVT I or a comparable test and evaluation range, laboratory, or military environment.

2. Must possess a valid Class B CDL.

3. Must possess an Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

Combat Vehicle Tester (CVT) III

Job Description

Works independently and assists/coordinates the efforts of less experienced personnel in accordance with operator level manuals to troubleshoot, diagnose, and appropriately document issues relating to power plants, auxiliary power units, engines, transmissions, suspension components, electrical/electronic systems and components, communications equipment, basic fire control systems, turret traversing mechanisms, hydraulic or pneumatic systems, fire extinguisher/suppression systems, gas particulate systems and any like or related items in accordance with test objectives. Coordinates efforts necessary to ensure unit level maintenance is accomplished in accordance with appropriate/approved test plans, manuals, policies, and regulations. Works independently and/or coordinates efforts to install and/or operate sensitive data collection instrumentation, vehicle system training simulators/devices, and/or maintain equipment necessary to collect, process, store or obtain test related data in accordance with appropriate test plans, manuals, policies, and regulations. Provides on-the-job training, technical advice and assistance to various government agencies, peers, and subordinates as required. Works independently and assists less qualified personnel to develop, analyze and provide technical input as required for documentation and training. Works, coordinates, and collaborates with others in a professional manner to accomplish testing, evaluation, operation, and maintenance of combat vehicles and equipment. Actively participates to ensure personal safety, team safety, visitor safety, and end user safety in accordance with policy, standard operating procedures, and locally identified hazard mitigation requirements.

Qualifications:

1. Must have 7 yr. applicable experience or have completed formal training relevant to operating, maintaining, and/or testing combat vehicles and associated relevant weapon components or systems. At least 2 yr. of the 7 yr. of experience must be as a CVT II or a comparable test and evaluation range, laboratory, or military environment.

2. Must have demonstrated leadership ability.

3. Twenty percent of this labor category shall possess a valid Class B CDL.

4. Must possess an Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

Combat Vehicle Tester (CVT) IV

Combat Vehicle Tester (CVT) IV (2424 CBA)

Job Description

Assignments typically involve planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project. Complexity of assignments typically requires considerable creativity and judgment to devise approaches to accomplish work, resolve operational problems, and make decisions in situations where standard methods, procedures, and techniques may not be applicable. Works with engineers/testing personnel to set up tests that properly adhere to correct test operating procedures and military standards. Serves as working leader to include planning, coordinating, and conducting efforts necessary to perform a variety of tasks associated with testing track or wheeled combat vehicles to include operating and maintaining vehicles, weapons, systems, and communication equipment while supporting firing programs and test missions, on and off test courses and firing ranges. Assigns work and provides technical direction, helps in accomplishing difficult work procedures, observes work in progress to anticipate and resolved problems, and inspects completed work for quality and consistency. Contacts personnel in related activities to resolve problems and coordinate work.

Tasks may be manual and/or mechanical in nature and support testing combat vehicle systems, weapons, ammunition, armor, and related equipment. Coordinates efforts necessary to ensure operator level PMCS as well as any other operator level maintenance performed is done in accordance with appropriate/approved test plans, manuals, policies, and regulations. Plans, coordinates, and provides on-the-job training, technical advice and assistance to various government agencies, peers, and subordinates as required. Plans and coordinates development, analysis, and provision of technical input as required for documentation and training. Reviews, analyzes, and integrates the technical work of others. Prepares data in designated formats. Works, coordinates, and collaborates with others in a professional manner to accomplish testing, evaluation, operation, and maintenance of combat vehicles and equipment. Qualifications:

1. Must have 10 yr. applicable experience or have completed formal training relevant to operating, maintaining, and/or testing combat vehicles and associated relevant weapon components or systems. At least 3 yr. of the 10 yr. of experience must be as a CVT II or a comparable test and evaluation range, laboratory, or military environment.

2. Must have demonstrated leadership ability.

3. Twenty percent of this labor category shall possess a valid Class B CDL.

4. Must possess an Ammunition Certification Level I in accordance with ATC Regulation 350-8 within 6 months of employment.

Contractor as Representative Soldier (CARS) I

Contractor as Representative Soldier (CARS) I (2424 CBA)

Job Description

CARS I will assist senior personnel in performing technical and administrative work for test & evaluation of Soldier Systems Division (SSD) projects to include: range & test area maintenance, test instrumentation setup & operation, test execution, test teardown and area cleanup.

Technical work will include the setup and operation of hit detection, audio/video data collection, communication and Global Positioning System (GPS) tracking systems. Performs simple or routine tasks from detailed procedures or under close supervision. Operates or adjusts simple test equipment, records test data & performs simple data reduction. Moves support vehicles and/or test items. Operates general equipment such as power generators, forklifts, weed-eaters, blowers and zero turn mowers. Maintains and organizes work areas and vehicle bays.

Transports and operates weapons systems & ammunition. Will also act as a representative service person, capable of performing non-MOS specific military tasks. In role of representative service person, participates in operationally realistic scenarios, including force-on-force engagements, utilizing standard military testing/training doctrine and defined procedures. The CARS I will be required to support soldier equipment/vehicle testing to include: human factors, user assessments, & ingress/egress. The CARS I will be required to maintain and improve skills with standard non-MOS specific equipment (including individual and crew-served weapons) as well as foreign small arms systems. During testing scenarios the CARS I will be required to wear type classified and prototype military clothing/equipment and perform physical/mental tasks to develop man-in-the-loop evaluation products. CARS I may also serve as a test participant in simulated tactical and/or other military environment assisting with hardware, firmware and software evaluation of military equipment. Crane Operator

Crane Operator (2424 CBA)

Job Description

Operates mobile cranes to lift, transport, and position materials in shop areas, warehouses, outside storage facilities, and test areas. Work areas contain some ground level obstacles such as equipment, stacked supplies, and partitioned bins, which may limit maneuverability. The cranes are fitted with attachments such as hook, magnet, or special material handling devices, and is typically used to: move and stack bulk supplies such as crates, lumber, or sheet metal on loading docks; segregate and move scrap metal for salvage operations; load and unload other loose material into bins, hoppers/loading docks, or railroad cars. This may also include moving scrap metal, or debris onto trucks, bins, or railroad cars. Mobile crane work predominantly includes moving and placing experimental test articles into position to support testing, removing articles from test sites, and moving articles to and from test sites. Test site setup includes but is not limited to positioning walls, shields, bomb proofs, or other devices required for test programs.

Crane operator shall meet qualifications and standards of a Heavy Equipment Operator with at least five years of experience on earthwork and construction equipment. Also, operates boom crane at various outdoor locations where maneuverability is not a major problem. Worksites may contain some obstacles such as trees, walls, and equipment. The crane normally is operated with standard boom lengths and angles, and with loads that are well within the lifting capacity of the crane.

Qualifications:

1. Must have 3 yr. experience operating mobile cranes with lift limits in excess of 2000 lbs..

2. Must possess a National Commission of Certified Crane Operators (CCO) Certification to operate large telescopic boom cranes in excess of 0-300 tons at the contractor’s expense.

3. Must possess a valid Class A CDL endorsed for Hazardous Materials (HAZMAT) and Tanker.

Driver/Demonstration Facilitator

Job Description

Provides driving support for the Command Group. Conducts/escorts tours and personnel observing demonstrations at various test ranges and facilities. Provides briefings and presentations on test sites and facilities. Coordinates and provides logistical support for high-level visits, demonstrations and tours. Schedules drivers, vehicles and arranges for briefers and equipment to be present at briefing sites and range areas. Prepares tour itineraries, ensures security measures/requirements are met and ensures sufficient time is allotted for briefers at visited test sites. Schedules conference rooms and set up meeting areas. Assists in gathering information/data and assembling briefing/read-ahead books for marketing materials for visitors and higher headquarters. Researches reference materials and the internet for the purpose of information gathering of visitors, background and corporate objectives, and missions. Serves as air flight coordinator, serving as a liaison between the airfield, range control and other military or civilian airfields. Serves as staff photographer in support of Command-sponsored events. Works closely with the Command’s public affairs office providing support when appropriate.

Qualifications:

1. Must have 1 yr. applicable experience; or 30 credit hours in a business, secretarial or commercial school, or in a college, junior college or university.

Provides professional engineering support within allocated task resources. Performs limited portions of engineering tasks under the detailed direction of an experienced engineer. Applies commonly used equations and techniques to solve assigned problems. More specific requirements for Electronic, Mechanical, Network and Software positions follow.

Computer/Electrical I. Assists higher level engineer in designing, and modifying, and constructing electronic and electro- mechanical instrumentation used in the support of the Aberdeen Common Control Node (ACCN) for test and evaluation projects which support Future

Force (FF)/Future Combat Systems (FCS) tests. Design criteria is not standardized or well established and/or the objective may be improvement and updating of equipment in order to incorporate new advances where existing technical data is not always adequate. Assists in the design, modification, development, construction, installation, alignment, operations, troubleshooting, and repairs of a variety of electronic and electro-mechanical instrumentation used in test and evaluation supporting the ACCN and FF/FCS test endeavors. Assists in the conduct of tests and evaluations of instrumentation for use in solving existing problems that requires the development of test procedures and the employment of test techniques in support of FF/FCS efforts. Assists in designing, modifying, and constructing software to support test and evaluation projects in the support of the ACCN specifically and FF/FCS testing in general.

Electronic I. Assists higher level engineer in designing, modifying, and constructing electronic and electro-mechanical instrumentation used in performance measurements for test and evaluation projects. Design criteria is not always standardized or well established and/or the objective may be improvement and updating of circuit elements/equipment in order to incorporate new advances where existing technical data is not always adequate. Assists in the design, modification, development, construction, installation, alignment, operations, troubleshooting, and repairs of a variety of electronic and electro-mechanical instrumentation used in test and evaluation to control test conditions and/or record dynamic measurement data. Assists in the conduct of tests and evaluations of performances of electronic instrumentation by laboratory and field tests to insure the adequacy of the instrumentation for use in solving existing problems that requires the development of test procedures and the employment of test techniques.

Mechanical I. Assists higher level engineer by performing specified portions of overall evaluations pertaining to the areas of ballistics, wheeled and tracked vehicles, metal parts performance analysis, microscopy and/or metallurgical analysis of Army material. Guidance is provided on the analysis of difficult or unusual problems. Studies engineering texts, manufacturer’s publications and other technical material to obtain information on materials, components, subsystems, and other pertinent data to be used by higher level engineers in the materials evaluation and mechanical analysis of systems and/or in the performance tests of vehicles or weapon systems. Uses specific instructions, notes or engineering texts provided by a higher level engineer, and utilizes basic fundamentals of engineering sciences especially as it pertains to the microscopy, spectroscopy, fracture, metal fatigue, ballistics, vehicle performance, and related engineering and mathematical science for use in specific projects of higher level engineers. Assists in the analysis of the effects of mechanical design on system performance and the effects of metallurgical parameters on system survivability. Performs necessary calculations, prepares charts and graphs to present information in test reports, and prepares sections of test reports.

Network I. Assists higher level engineer in design, modification, and installation of portions of the ATC network infrastructure. This will include participation in the research, procurement, and installation of various media such as multi/single mode fiber plenum and riser cables, Category 5/6 unshielded twisted pair (UTP) Ethernet cable, etc. Assists higher level engineer by documenting network projects through the use of Microsoft Visio software. Design criteria is not always standardized or well established and/or the objective may be improvement and updating of components/equipment in order to incorporate new advances where existing technical data is not always adequate. Assists in the tests and evaluations of performance of network components by laboratory and field tests to insure the adequacy of the components for use in solving existing problems. Coordinates with others to assure all safety, security, environmental and community concerns are adequately addressed.

Software I. Assists in designing, modifying, and constructing software to support test and evaluation projects. Design criteria are not always standardized or well established and/or the objective may be improvement and updating of existing software to incorporate new advances where existing technical data is not always adequate. Determines detailed software design to meet specific operating requirements, constructs prototypes and plans sequence of tests to determine operating efficiency of the software design. Evaluates results and makes necessary software changes. Prepares project plans and cost estimates for software development efforts for the accomplishment of the project in the most efficient and economical manner.
