252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

Vision Statement
The U.S. Army Aberdeen Test Center (ATC) is engaged in providing the Department of Defense (DoD), as well as other Government Agencies, foreign Governments, academia, and the private sector with state of the art test facilities, test capabilities, and test instrumentation. This technical services support contract will ensure ATC remains a premiere Department of Defense Test Center by providing safe, timely, and cost effective test services in support of the Warfighter.
1 Introduction The primary mission of ATC is to support our Nation's Warfighter by providing the most flexible, responsive, innovative, and diverse set of test capabilities, assets, and services throughout the Army. The current requirement is to procure specialized personnel and expertise to help support that mission. ATC’s mission includes planning, conducting, analyzing, and reporting the results of developmental tests, production tests, and other tests to include providing test and test support services for authorized customers, within the DoD and outside DoD, including government and nongovernment organizations, domestic and foreign, in support of the Warfighter. ATC is one of the DoD’s premier test and training ranges supporting both military and commercial product developers by testing a broad spectrum of equipment throughout the life cycle, from concept through deployment. ATC is a tenant on Aberdeen Proving Ground (APG) and encompasses land and water totaling approximately 79,000 acres with an extensive inventory of facilities.
ATC is organized by Directorate competencies with support from approximately 1,500 government civilian, military, and contractor personnel. Due to potential fluctuations in customer workload and unknown budgetary constraints over the next five to seven years, it is anticipated that the ATC workload may fluctuate +/- forty percent (40%) from historical averages.
1.1 Mission
To provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training, both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, prototyping and fabrication; exploit emerging technologies; and develop leading edge instrumentation, analysis, and test methodologies.
1.2 Background
ATC is one of the DoD’s foremost test and training ranges supporting DoD, non-DoD, and commercial product developers by testing a broad spectrum of equipment throughout the life cycle, from concept through deployment. ATC, a tenant on APG, has range areas in the Aberdeen and Edgewood Areas of APG, and the Churchville Test Area (CTA). The Contractor shall provide services to the directorates in ATC including Command Staff, Automotive, Firepower, Plans and Operations, Survivability/Lethality, Test Technology, and Warfighter, as well as the Command Group and supporting units. Some support shall be required at locations remote from APG, Continental United States (CONUS) and noncombat Outside Continental United States (OCONUS).
1.3 Scope
The Contractor shall provide personnel, management, and any other items and services not Government-furnished to perform the services for the functional areas defined in the PWS. The capacities in which these engineering and support functions will operate are crucial and essential to ATC and its mission to support the Warfighter. The Contractor shall possess the proper training, certifications, and experience commensurate with the work they will perform, and level of responsibility they will exercise. This effort shall be consistent across all the ATC commodity directorates and support to staff functions relative to ATC operations, and includes labor, supplies, equipment, materials, and transportation incidental to activities described in the PWS. Services shall be performed in support of ATC and shall be performed primarily at APG, MD. Temporary duty support may be required at locations other than APG to include CONUS and OCONUS in noncombat zones. The Contractor shall perform to the standards and specifications in the contract.
2 General Requirements In accordance with (IAW) all applicable range control, security, safety, health procedures and other applicable regulations and standard/internal operating procedures associated with a specific type of testing, the Contractor shall provide personnel, management, transportation, material, and equipment to perform the Test Support functions and supporting activities that are briefly defined below and further defined within the PWS.

1. Ammunition Operations: The Contractor shall perform ammunition support functions for test operations. These functions include but are not limited to providing support to the overall management and control of logistics; supply and operations; direction of subordinate operations; review and adherence to ammunition operations Standard Operating Procedures (SOP); maintaining ammunition accountability;
management of ammunition and explosives storage; coordination of facility and process reviews; and other activities required to execute the ammunition support function and operation of the ammunition assembly plants. The Contractor shall perform ammunition receiving operations as well as transport ammunition to and from test sites, loading plants, storage facilities and other locations. The Contractor shall pack and unpack ammunition, assemble and disassemble munitions, perform ammunition recovery and explosive ordnance disposal operations, locate and detect ordnance items on the surface and below the surface of range areas, deliberately activate ordnance items for purposes of testing, remove ordnance items from range area, dispose of ordnance items by destruction or demilitarization. The Contactor shall operate Explosive Ordnance Disposal (EOD) equipment, operate, maintain, and modify specialized robotic equipment or other equipment as specified. The Contractor shall recover, collect and dispose of hazardous materials, inspect various collections of material and certify them free of explosive hazards.
2. Compliance, Program, and Staff Support: The Contractor shall provide engineering, scientific, business management support, and other professional services, provide pollution prevention, environmental compliance, noise management, logistics management, and pursue means to develop, safeguard, or improve the protection of the safety, health, and well-being of personnel. The Contractor shall support the customer in determining and implementing actions necessary to ensure adherence and compliance with all environmental, health, and safety policies, regulations, and laws. Compliance with applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and local, state, and federal regulations is required. Work efforts may include environmental assessments, permit preparation, remediation plan development, process improvement, reporting/tracking, pollution prevention, regulatory permitting, hazardous substance replacement initiatives, solid and hazardous waste management, equipment redesign for ergonomic improvements, environmental and safety inspections, safety engineering analysis, radiation sampling, and health and safety program development and implementation.
3. Engineering and Scientific Support: The Contractor shall perform test engineering and scientific services, special studies, technical writing and other technical tasks as required. Engineering and scientific support shall align with the major ATC test mission areas and supporting units. The Contractor shall perform engineering, development, or integration for test capabilities, test facilities, and test items that may consist of hardware, software, components, subsystems, or operational systems in any ATC commodity area. These services may include research and development, design, planning, coordination, execution, and reporting of test programs of military equipment, commercial equipment, and other test items.
4. Facilities Design and Maintenance: The Contractor shall provide planning and programming for operations, maintenance, repair and new alterations of real property facilities. The types of services to be provided include general maintenance services, such as carpentry, masonry, concrete finishing, electrical, plumbing, engineering equipment operation, painting, locksmithing, Heating Ventilation and Air Conditioning (HVAC), water treatment and distribution, pipefitting, pest control, grounds keeping, project planning and estimating, service order control, receipt and dispatching of equipment, management of office furniture, supply purchasing, warehousing and issue, landscaping, and snow and ice removal.
5. Test Instrumentation Operation: The Contractor shall operate, maintain, and support development of various electronic instrumentation devices and associated software. The devices may be located at both permanent and temporary sites, on mobile equipment assigned to various test sites, gun positions, air and ground platforms, and other facilities throughout the ATC range areas and test sites. Specifically, the contractor shall support areas including ballistics measurement systems, optical and flash x-ray systems, climatic testing, automotive instrumentation, Counter-Improvised Explosive Device (C-IED) systems, telemetry instrumentation, range timing systems, moving target assets, multi-commodity data collection equipment and instrumentation, and peripheral equipment.
6. Marine Operations and Maintenance: The Contractor shall work in conjunction with government technical personnel in the execution of ATC’s Patrol Boat Operation program. The Contractor shall perform surveillance and manage APG’s restricted water zones, shorelines, and islands by providing licensed operators and non-licensed personnel to serve on ATC’s patrol boats and Landing Craft, Mechanized (LCM) vessels. The Contractor shall recognize the boundaries of ATC restricted waters, inform the public of restrictions, recognize when civilian boaters are likely to enter the restricted waters, report violators, notify Range Operations of any safety hazards or potential hazards, and address potentially dangerous situations. The Contractor shall perform maintenance activities in support of marine operations and facilities.
7. Vehicle and Equipment Operations and Maintenance: The Contractor shall operate and maintain combat and wheeled vehicles and support equipment to include communications systems, armament systems, and all other related systems and subsystems. Operations include endurance and performance testing. The Contractor shall fire armament systems, as required and as directed IAW all applicable SOPs and regulations. The Contractor shall implement an in-house capability to train, test, and certify personnel to meet U.S. Army and ATC requirements to operate and maintain vehicle and equipment. The Contractors shall perform both Field (Unit and Direct Support) and Sustainment (General Support and Depot-level maintenance) support on vehicles, equipment, and other items undergoing and supporting testing as needed.
The Contractor shall have adequate maintenance skills to troubleshoot, service, repair, align, modify, and rebuild vehicle-mounted weapons, including the mechanical, hydraulic, electronic, and optical components associated with the weapon system being tested. All operations and maintenance shall include personnel able to perform scheduled and unscheduled maintenance IAW the priorities established by ATC. The Contractor shall conduct operations and perform maintenance on all equipment IAW the applicable repair and technical manuals, DoD, and other manufacturer directives, and information bulletins as required.
8. Technical Test Support: The Contractor shall provide adequate staffing for ATC technical test support for the various activities directly associated with developmental testing, operational testing, and all test support activities. The Contractor shall provide test engineering and technical analysis services, special studies, test report writing, technical writing support services, and other technical tasks. Services may include the design, planning, coordination, execution, and reporting on test programs for military or commercial equipment.
9. Test Range/Facility Operations Support: The Contractor shall provide staffing for ATC ranges and facilities that support activities directly associated with the set-up, execution, and reporting of tests conducted at the range/facility, as well as the operation of the facility and its equipment. The operations at the test range/facility shall align with the ATC major test mission areas and supporting units. Personnel assigned to the range/facility shall have specialized skills and knowledge with respect to the unique type of tests conducted at the respective site. Test items include combat, tactical, and commercial vehicles, surface and submersible vessels, aircraft, small caliber to large caliber weapons, mines, rockets, missiles, explosives, Soldier and support equipment, Unexploded Ordnance (UXO) and explosives detection technologies, and range sustainment technologies. Test items may consist of components, subsystems, or operational systems. Activities consist of support for fabrication of fixtures, setup of equipment and instrumentation, pre-test and post-test checks of test items, loading and unloading, modification, troubleshooting, observation, measurement, and recording of data. The Contractor shall operate material handling equipment, vehicles, watercraft, weapons, measurement devices, and unique range/facility hardware.
2.1 Non-Personal Services
The Government will neither supervise contracted employees nor control the method by which the Contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services.
Contractor personnel under this contract shall not:
(1) Be placed in a position where they are appointed or employed by a Federal Officer, or are under the supervision, direction, or evaluation of a Federal Officer, Military or Civilian.
(2) Be placed in a staff or policy-making position.
(3) Be placed in a position of command, supervision, administration or control over Department of the Army (DA) Military or Civilian personnel, or personnel of other Contractors, or become a part of the Government organization.
(4) Be used for the purpose of avoiding manpower ceilings or other personnel rules and regulations of DA or the Civil Service Commission.
(5) Be used in administration or supervision of military procurement activities.
Employee Relationship:
(1) The services to be performed under this contract do not require the Contractor or its employees to exercise personal judgment and discretion on behalf of the Government, but rather the Contractor’s employees shall act and exercise personal judgment and discretion on behalf of the Contractor.
(2) Rules, regulations, directions, and requirements that are issued by command authorities under their responsibility for good order, administration, and security are applicable to all personnel who enter the installation, or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.
2.2 Business Relations
The Contractor shall successfully integrate and coordinate all activities needed to execute the requirements.
The Contractor shall manage the timeliness, completeness, and quality of test services as well as problem identification and resolution. The Contractor shall provide timely identification of issues, corrective action plans, and proposal submittals. The Contractor is expected to establish a history of reasonable and cooperative behavior, effectively manage subcontractors, award timely subcontracts, and meet small business subcontracting goals (Exhibit A). The Contractor shall seek to ensure customer satisfaction and all Contractor personnel shall demonstrate professional and ethical behavior.
2.3 Contract Administration and Management
2.3.0.1 Key Personnel
The Contractor shall provide an onsite Program Manager (PM) who shall be physically present during normal duty hours and perform overall management of the contract. The PM shall be the Contractor’s primary point of contact and shall have the authority to act or make decisions on all matters on behalf of the Contractor. The Contractor shall designate an alternate who shall be authorized to make decisions in the absence of the PM. All labor costs associated with the key personnel shall be included in indirect rates.
Key personnel for this contract are: PM, Assistant PM, and Mission Support Managers (MSM). Minimum qualifications for key personnel are as follows:
PM: Must have a Bachelor’s Degree in engineering or an applicable discipline and 15 years applicable experience; or a Master of Science in an engineering applicable discipline and 9 years applicable experience. The PM shall have 5 years of experience leading/supervising 100 or more people in an engineering or scientific field.
Assistant PM: Must have 10 years applicable experience; or must have a Bachelor’s Degree and 7 years applicable experience; or a Master’s Degree and 5 years applicable experience. The Assistant PM shall have 3 years of experience managing 75 or more people in an engineering or scientific field. .
MSMs: Must have 10 years of applicable experience; or must have a Bachelor's Degree and 7 years applicable experience; or a Master's Degree and 5 years applicable experience. MSMs shall have 3 years of experience managing 50 or more people in an engineering or scientific field. MSMs shall have 3 years of relevant technical expertise in areas being managed. MSMs shall work with ATC’s leadership, including Division and Branch Chiefs, on a daily basis to manage the cost, schedule and performance of the contract.
If Contractor proposes above the minimum qualifications for Key Personnel in its proposal for contract award, and if the person proposed is different from the person brought on board, that person must meet the Contractor’s proposed qualifications. The Contractor shall include the substance of this clause in any subcontracts awarded under this contract. No substitutions in key personnel shall be made except IAW this paragraph. All proposed substitutions must be submitted in writing 30 days (180 days if security clearance is to be obtained) in advance of the proposed substitution to the Contracting Officer’s Representative (COR). All requests for substitutions must provide a complete resume for the proposed substitute. The COR will review the resume to ensure contract requirements are met. Should the Contractor fail to provide a suitable substitute as determined by the COR, the contract may be terminated for default. Other Contractor management positions: Resumes must be provided for all management positions proposed.
Qualifications of key personnel shall meet or exceed the resumes submitted as part of the proposal.
2.3.0.2 Support Staff
In addition to the Key Personnel the Contractor shall provide staff, as required, to administer the required Test Support Services. Staff shall include supervisory and team leadership, resource management, human resources, procurement, logistics, and safety functions, as well as system support functions. In addition, the Contractor shall provide two support specialists assigned to procure and manage materials, equipment, maintenance and repairs in support of testing. The Contractor’s Management and Administrative support staff shall be efficient and economical, as well as sufficient to manage a contract of this magnitude. The cost of the Contractor’s Management and Administrative support staff shall not be directly billed as labor hours. Any allowable costs shall be included in the Contractor’s indirect charge rate.
2.3.0.3 Start of Performance
Ten calendar days prior to start of performance the Contractor shall submit to the Government, in writing, the names, addresses, and the cell and office telephone numbers of the PM and Assistant PM hired for this contract. The Contractor shall ensure all personnel prominently display their ATC Contractor security credentials badge at all times while inside the ATC compound work area. In addition, the Contractor shall provide nametags with the company name and the word Contractor below it and it shall be worn at all times while in any work setting, unless deemed a safety hazard.
2.3.0.4 Meetings
The PM, designated representative, and other Contractor personnel as needed shall attend meetings and conferences when notified by the COR. The Government will notify the Contractor in advance of the date, time, and place of each meeting or conference.
2.3.0.5 Resource Coordination
Appropriate Contractor personnel shall attend a daily resource coordination meeting to determine requirements. The meetings will provide the Contractor with the location of scheduled tests, applicable job order and the type of test to be conducted.
2.3.0.6 Files
The Contractor shall maintain files of documentation, records, and reports required under the terms of this contract IAW AR 25-400-2, and shall retain the files for the entire performance period. All files shall be available for Government review and shall become the property of the Government at the completion of this contract.
2.3.1 Contract Management
The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The Contractor must maintain continuity between the support operations at ATC and the Contractor's corporate offices.
2.3.1.1 Contract Management
The Contractor shall continuously evaluate the adequacy and effectiveness of the work performed under this contract. This shall include appraisals of all company elements to assure the effective safeguarding, control, and utilization of resources. The data resulting from the evaluation efforts shall be made available to the Government upon request. The Contractor shall place special emphasis on achieving and maintaining the proper mix of appropriately qualified managerial, professional, technical, craft, and support personnel required to economically accomplish the contractual objectives. The Contractor shall obtain approval for all proposed substitutes to key management personnel. Substitutes for key personnel shall have qualifications that are equal to or higher than the qualifications of the person or subcontractor proposed. The Contractor shall provide clearly defined policies and procedures for effective and responsive project management. The Contractor shall provide a management system that incorporates continuing quality, cost control, and process improvement.
The Contractor shall recruit, retain, and replace personnel to support requirements, including reach back for quick responses to tasks, as well as an ability to replace personnel quickly. The Contractor shall fill both permanent and temporary vacancies within thirty days with qualified personnel. It can be difficult to find qualified personnel in certain required labor categories, especially highly technical labor categories that require certifications (e.g. Security+) and those that require security clearances. The Contractor shall have a staffing and workforce management structure that ensures requirements are filled with qualified personnel within the thirty day requirement. However, the Contractor shall not directly bill the Government for the direct labor hours or costs for training or employment of personnel over and above the direct support required by the Government, with the allowable costs for the training included in the Contractor’s indirect charge rate. If the Contractor is not able to fill a vacancy within thirty days because of Government delays in obtaining a security clearance, the Contractor shall notify the COR and request an extension based on clearance adjudication timelines. In addition, the Contractor shall have ability to flex the workforce with fluctuating workload to include the capability to provide additional support in the event of a surge or quick response requirement.
The Contractor shall manage the workforce to ensure that excessive turnover does not interfere with mission requirements, ensuring a staffing and workforce management structure that ensures requirements are filled with qualified personnel. The Contractor shall track and analyze hiring and termination trends, as well as the number of personnel employed by labor category and ATC cost center. The Contractor hiring, training, and cross-training plans shall be designed to quickly adapt to future needs at a reasonable cost.
The Contractor shall work cooperatively with a mixed workforce of Government and other Contractor personnel in the performance of this PWS. The Contractor shall share Government-furnished facilities, property, materials and equipment. The Contractor shall refer all unresolved disputes with other Contractors to the COR or Contracting Officer for resolution within 30 calendar days.
The Contractor shall establish and maintain a financial tracking system that is compatible with the current Government business and financial systems (e.g. General Fund Enterprise Business System (GFEBS);
Army Test and Evaluation Command (ATEC) Decision Support System (ADSS); Contractor Information Management System (CIMS) shall meet the reporting requirements.
In the event the Government’s financial system changes during the life of the contract, the Contractor’s system shall be made compatible. The Contractor shall provide the Contracting Officer designated Government personnel read only access to Contractor databases/spreadsheets for data review. A list of designated Government personnel will be provided by the Government within thirty days after the start of the transition period.
2.3.1.2 Internal Controls
The Contractor shall safeguard Government resources IAW AR 11-2, and shall complete all required documentation including DA and ATC checklists.
2.3.1.3 Quality Management
The Contractor shall implement a Quality Management Plan (QMP) for the work performed IAW the PWS.
A draft Quality Management Plan shall be provided to the Government at thirty (30) calendar days after the end of the transition period. The Government will review submissions within thirty (30) days after receipt.
The finalized plan shall be delivered to the Government no later than six (6) months after the first draft is submitted. After the initial plan is provided, the Contractor shall provide plan updates to the Government as needed. CDRL A009.
The basic tenet of the plan is that the Contractor is responsible for quality, efficiency, and timeliness of services performed as part of the PWS. All methods, procedures, and forms shall support this concept. The plan shall emphasize quality of work, efficiency, continuous improvement, and cost reduction. The Contractor Quality Management System shall include an active working group and quarterly meetings with government counterparts to provide feedback on the performance of work described in the PWS. The program shall incorporate elements of customer focus, leadership, involvement of people, process approach, systems approach to management, continuous improvement, and utilize metrics and measurement tools.
Implementation shall be integrated and approved by the Government. The plan shall:
• Emphasize quality of work, efficiency, continuous improvement, innovation and cost reduction.
• Link direct accountability to the Contractor’s top management.
• Address work performed in the scope of the PWS, as well as the overall project management and administration.
• Provide a method to identify deficiencies, and address processes and timeframes for corrective action.
• Establish an inspection system covering all services.
• Contain specific quality control techniques for contract services.
• Require documentation of all control inspections and corrective actions.
• Verify key-process integrity via random quality assurance audits.
• Describe methods of direct and indirect communications.
The Contractor shall provide a Contract Status Report of improvements to quality of work, efficiency, innovation, and cost reduction. The report shall be submitted quarterly to the COR. The report shall include actions taken to improve quality, efficiency, innovation and cost reduction, as well as estimated results and impacts. The report shall also include an Emerging Technology training plan that ensures continuous improvements in state-of-the-art testing capabilities and the results from the training plan in the functional areas supported. CDRL A010.
The Contractor shall conduct a quarterly Contract Status Meeting with Contractor Leadership, MSMs, COR and Technical Monitors to review the contract status and resolve on-going issues. The meeting agenda and content shall reflect the content covered in the Contract Status Report. CDRL A011.
2.3.1.4 Government Quality Assurance
The Government will monitor the Contractor’s performance using the quality assurance procedures specified in the Quality Assurance Surveillance Plan (QASP) (Attachment 1).
2.3.1.5 Performance Evaluation Meetings
A Contractor designated representative shall meet with the COR at least once every two weeks during the first quarter of the contract to discuss performance. Thereafter, the COR will schedule meetings as necessary.
2.3.2 Contract Administration
The Contractor shall establish processes and assign appropriate resources to effectively administer the requirements. The Contractor shall respond to Government requests for contractual actions within two (2) business days. The Contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The Contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement. The Contractor shall monitor efficiency and the productivity of personnel and assign personnel to cleanup and maintenance duties when they are not actively supporting tests.
2.3.2.1 Interfaces
The COR is the primary Government liaison with the Contractor; however, the following personnel are also authorized to interact with the Contractor’s managerial, designated representative, and supervisory personnel:
• Technical Monitors (TMs) will provide the Contractor a listing of projects requiring Contractor support, Work Breakdown Structure (WBS) number, and ADSS project number (if applicable), to include an overview of the project requirements, if necessary.
• TMs, Test Officers, and other technical experts (civilians, Contractors, or Soldiers) will provide onsite technical guidance, to include clarification and/or changes to the Test Plan, Test Operating Procedure (TOP), International TOP (ITOP), or Standard Operating Procedure (SOP). The Test Officer has the authority to make changes to test procedures or test set-up in order to ensure that test data are properly and safely collected.
• All personnel shall have the authority to stop operations for imminent safety, health, security, or environmental reasons. If such an event occurs the Contract employees shall contact their Contractor leadership and they shall notify the COR within two (2) hours of the incident.
• The Government has other test support contracts and the Contractor shall work cooperatively with these other service providers. All other pertinent contracts include Project Management functions as they relate to contractors managing their own projects. This cooperation will occasionally require sharing of Government-furnished facilities and equipment. Additional directions regarding interfacing with other Contractors will be provided by the COR. The Contractor shall refer unresolved disputes with other Contractors to the COR within two (2) hours from the time the dispute occurs.
2.3.3 Personnel Administration
The Contractor shall manage and support their employees to ensure complete, competent Contractor support for all tasks as outlined in the PWS. The Contractor shall ensure all employees are current in their training through initial and refresher training as required to meet the PWS requirements. The Contractor shall make travel arrangements for employees as needed. The Contractor shall provide necessary organizational infrastructure to support contract tasks. The Contractor shall provide administrative support to employees in a timely fashion, such as timekeeping, leave processing, pay, emergency needs, etc. The Contractor shall not directly bill the Government for the costs of Personnel Administration. Any allowable costs shall be included in the Contractor’s indirect charge rate.
2.3.3.1 Mission Support Contracts Timekeeping System
The Contractor shall provide a Contractor-owned timekeeping system that is compatible with Government programs, to be used by employees to enter time data. During the Phase-In period the Contractor shall complete a Request for Access (DD Form 2875 System Authorization Access Request) and a Non- Disclosure Statement through ATC Cybersecurity for the designated employees. Training that may be required because of personnel changes shall be the responsibility of the Contractor.
The Contractor shall maintain a daily record of regular, overtime, and shift hours worked, specifying the Work Breakdown Structure (WBS), Internal Order, Cost Center, labor category, delivery order number, and contract number, which will be provided electronically and uploaded daily to the ATC Contractor time tracking system. On the next workday after the work performance, the Contractor shall enter the aforementioned data into their system by 0900. If the Contractor is unable to enter time into their system, the Contactor shall notify the COR immediately to document the problem. The Contractor is responsible for verifying accuracy and timeliness of timekeeping data reporting on a daily basis, and for making necessary corrections the next business day. CDRL A019
2.3.3.2 Personnel
Contractor personnel shall remain employees of the Contractor and will not be considered employees of the Government. The Contractor shall possess a flexible organization to provide a rapid-response capability to meet last-minute mission changes and requirements. Personnel must be versatile and must be able to adapt to range equipment reconfiguration, upgrading, and modernization. To keep pace with a continuously changing technical environment, personnel must be trained to current certification levels.
This provision shall apply notwithstanding past historical records, estimates of personnel needed, or any minimum levels established elsewhere in the PWS, prior to starting work. The Contractor shall maintain records of training, qualifications, and applicable certifications or licenses as required, and shall ensure that employees remain fully qualified. The Contractor shall provide training records on a semi-annual basis and as requested to the COR for evaluation in compliance with the PWS. CDRL A012.
All Contractor personnel shall have, at a minimum, a high school degree or equivalent. All Contractor personnel shall be able to speak, read, write, and understand English proficiently, and be U.S citizens. All contract personnel hired to support the PWS must be proficient in the use of computers and software required to perform work (e.g. Microsoft Office Software). Also, Contractor personnel shall possess a minimum of a SECRET clearance, as well as training, certification(s), and experience commensurate with the work they shall perform, and level of responsibility they shall exercise. If such employment would create a conflict of interest, the Contractor shall not employ off-duty Government personnel, nor a spouse or dependent child of Government personnel. The Contractor shall seek Government input prior to hiring off-duty Government personnel or the spouse or dependent child of Government personnel.
2.3.3.3 Physical Fitness
The Contractor shall ensure that all Contractor personnel meet the physical requirements to perform the function(s) and task(s) to which they are assigned. This may include physical work with heavy lifting, performing work in conditions of extreme heat and cold, in high humidity, blowing sand and dust, working in confined spaces and at heights, or walking distances over unimproved terrain while wearing protective clothing and equipment.
2.3.3.4 Training
The Contractor shall provide trained, qualified, certified, and licensed personnel to meet variable workload demands by ATC, and to ensure the…
