PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS)

Scientific and Engineering Support

Vision Statement The U.S. Army Aberdeen Test Center (ATC) is engaged in providing the Department of Defense (DOD), as well as other Government Agencies, foreign Governments, academia, and the private sector with state of the art test facilities, test capabilities, and test instrumentation. This technical services support contract will ensure ATC remains a premier test center by supporting the development of cutting-edge instrumentation systems and test facilities.

1 Introduction

The intention of this Contract is to obtain routine scientific and engineering services in furtherance of ATC’s mission. This is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with firm fixed price (FFP) and cost plus fixed fee (CPFF) Contract Line Item Numbers (CLINs).

The ceiling on this contract shall be ~$10M per year for five years ($50M total), but the majority of the contract’s ceiling covers the possibility that the design and development work covered by this effort may result in mass-quantity production. Since future funding levels can-not be predicted, it is far more likely this contract will result in less than $1M per year, likely split 50-50 between labor and procurement.

This contract covers all instrumentation and test facilities designed and needed to collect test specific data for all prototypes, materiel, and non-military items and/or systems specified in this contract. These instrumentation designs and test facilities are continually requiring the application of emerging technologies.

1.1 Mission

As part of its overall mission, ATC is engaged in providing the DOD, as well as other Government Agencies, foreign Governments, academia, and the private sector with:

- Test and training services, both real and simulated;

- Knowledge and technical services;

- Manufacturing and fabrication capabilities;

- Instrumentation and facilities designed to meet specific testing requirements for a broad variety of weapons systems, equipment, ammunition, automotive, and other systems.

Major test mission areas at ATC include Automotive, Firepower, Survivability/Lethality, and

Warfighter. Test items associated with these mission areas may consist of combat, tactical, and commercial vehicles; surface and submersible vessels; aircraft; small caliber to large caliber weapons; mines, rockets, missiles, and explosives; soldier and support equipment; unexploded ordnance and explosives detection technologies; and range sustainment technologies. In support of this mission, ATC has a continuing need for instrumentation and test facilities.

The objective of this contract is to develop and enhance instrumentation designs, fabricate low quantities of prototypes, provide instrumentation user manuals, and design and install test facilities. A quick response to these requirements is often required.

The Contractor will be required to:

- Provide routine engineering services in support of testing, test facilities, and instrumentation.

- Provide on-site instruction and manuals for use and operation of equipment and systems it designs, fabricates, and/or installs.

- Document lessons learned in the course of design, fabrication, and testing of instrumentation for consideration by subject matter experts for future designs.

1.2 Background

ATC has a continuing need for scientific and routine engineering support for the development of instrumentation systems and test facilities. Due to the test mission and staff constraints at ATC, the development and fabrication of instrumentation and test facilities at the rate required is not feasible with solely in-house Government personnel; therefore, these services have historically been also provided by Contractors. These services need to be of a quick response nature to provide instrumentation without costly delays to high priority test programs.

1.3 Scope

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools and materials necessary to perform the development, fabrication, configuration, and production of the instrumentation systems as defined in this Performance Work Statement (PWS), except for those items specified as Government Furnished Property (GFP) and services. The Contractor shall perform to the standards in this contract.

Scope/Types of services to be performed:

1) Mechanical Systems/Equipment

i) Procure – always preferred over custom development, i.e. Commercial Off the Shelf (COTS) products.

ii) Design – provide design drawings, documents, models as part of a Technical Data Package (TDP) comprising of .STEP, .IGES, and/or .PDF files.

iii) Fabricate – a “Machine Shop” function

iv) Install – at the site

2) Electrical/Electronic Systems/Equipment

i) Procure – always preferred over custom development

ii) Design – provide design drawings/documents

iii) Fabricate – printed circuit boards, cabling, “box assembly”

ii) PC applications for Windows and Linux (C, C++, Java, HTML, Python, etc.)

iii) VHDL for Altera FPGA-based data collection systems

iv) “On-site” developers might be requested for the duration of the task.

4) Systems Engineering

i) “COTS Integration” where several commercial systems are integrated into a solution.

ii) Procurement is preferable to custom development.

5) Testing Facilities

This includes mechanical design, electrical/electronic design, software design, COTS solutions, and the realization of those designs by producing low-quantities of prototypes. This could mean a single machined enclosure, a single electronic design, a printed circuit board layout created from that design, a fully populated circuit-board created from that layout, or a combination those which results in a completed data collection system. ATC may also need software development assistance in the form of Linux drivers, VHDL code, etc, to make the data collection system do what it needs to do. That could be as simple as procuring commercial software packages and licenses or as complicated as writing embedded software/firmware for the device. The following sections will provide greater detail for each function required for designing/developing instrumentation.

The Contractor is expected to deliver all technical data including all design files, fabrication files, and computer software code for every proposed task order with the appropriate rights to the Government as defined by the FAR and Defense Federal Acquisition Regulation Supplement (DFARS) clauses in the contract. In accordance with these clauses, the Government expects to receive unlimited rights in all technical data and computer software code that is funded under this contract. If the Contractor provides other than unlimited rights to technical data or computer software, then they shall specify what rights the Government is expected to receive in accordance with DFARS clause 252.227-7017 under each task order. If necessary, the Government may be willing to negotiate special negotiated license rights in technical data to be determined under each task order.

The Contractor is expected to attend a face-to-face kickoff meeting with the Contracting Officer’s Representative (COR) for every proposed task order. The Contractor shall take notes in order to better define and understand the requirements at that meeting.

The Contractor shall institute and maintain a Quality Control System that ensures high quality services/products. The requirements of the Quality Control System apply to the prime Contractor.

The quality control system shall comply with ISO 9001:2015 (Quality Management). All products shall be produced using the Contractor's ISO 9001:2015 compliant Quality Control System. If any processes are not ISO 9001:2015 compliant, the Contractor must notify the COR as soon as practicable.

The Contractor shall maintain evidence of ITAR registration, and address workmanship quality through compliance with the provisions of the IPC-A-610 (latest version) Class 3 (High Performance Electronic Products) Standard which is a collection of visual quality acceptability requirements for electronic assemblies.
