Ohio Special Focus Event Support & External Evaluation June 13-25, 2015
1. Is training support personnel being requested for all 3 events?
There are 2 events. SFE has 2 locations Camp Sherman with IN CERP participating and Camp Ravenna with OH HRF and PA CERP participating
2. What are the anticipated hours of the SFE? Will it be a consecutive 24-hour for the special focus event? There will be no 24 hr operations during the SFE Camp Ravenna requires initial inspection on 13 Jun 15 Exercise dates 14-17 Jun 15. Camp Sherman requires initial inspection on 14 Jun15 Exercise dates 15-18 Jun15.
3. What are the training hours that are expected that need support? Camp Ravenna 0700-2100 and Camp Sherman 0800-1600
4. What type of certification is required once the enhancements are completed? Operational safety of the structure and training value of the SCVS meets the intent of the exercise evaluators.
5. Page 2 of the Statement of Work dated 3 December 2014 (“Dec SOW”) now includes the Special Focus Events. There is also a Statement of Work dated 20 Oct 2014 (“Oct SOW”) for the SFEs. The Annex A on page 2 of the Dec SOW seems to conflict with Annex B on the Oct SOW. Dec SOW is for the SFE Oct SOW is the enhancement of both SCVS in OH (technical inspection for safety, training value replacing what is degraded and adding more “stuff”) Annex A on this SOW is the requirements of the SCVS so that the company bidding understands what the structure is supposed to contain and Annex B is the additional requirements that OH would like to add if feasible. The Dec SOW is for SFE Support and page 2 (Annex A) is the standard equipment package for an exercise, The SFE SOW (DEC) is completely independent of Enhancement SOW (OCT)
a. Is the Ohio Guard is requesting equipment and lumber packages for the EXEVAL and both Special Focus Events? Yes, there are a total of 3 S&E teams for the SFE and OH S&E for EXEVAL and will need enough to accommodate the number of teams participating and the amount of training scheduled.
6. Annex B of the Oct SOW requires 20 concrete slabs measuring 6’ x 10’ x 12”. The forklift requested in the Dec SOW will not move the 12” slabs due to the weight. These slabs will weigh approx 9,000lb, 4.5 ton, and take 44.4 Cubic Yds of concrete per SCS.
a. Does the OHNG have equipment to move these slabs or will contractor be required to provide a bigger forklift? Annex B is only for the Enhancement solicitation, not required for SFE, I will have to check on the availability of the larger forklift at each SCVS location
b. Are these slabs in addition to the 24 slabs listed in the first SOW? Those slabs are 5’x5’x6”.
The requirements in Annex A/B of the Enhancement (Oct SOW) are specific and have no impact of the requirements of SFE SCVS Support annex A
7. Annex B requires 5 Concrete pipes. For all of the questions, please see the last question
a. What sizes are required? The size of the tube may create a weight challenge to carry/move them on site.
b. Are these concrete tubes to be connected to something?
8. Annex B requires a shoring wall of 10’ x 25’.
a. What type of material is required?
b. Does this wall need to be connected to the original SCVS?
c. The existing SCSs already have walls dedicated for shoring.
d. Is painting required?
e. Are wind turbines required for ventilation?
9. Annex B requires a 40’ container with high help.
a. Is this to be a connected to the original SCVS?
b. What is the height requirement for the high help? If it is for the container to be 40’ high, this would require some kind of anchoring/stabilizing system or guy wires, or both, and would require some kind of excavation which is not allowed.
c. The existing Ravenna SCSs have 40’ high help for rope work.
d. Both existing SCSs were designed to perform highline operations; are more required?
10. Annex B requires a sealed container with debris and manikins with 12 holes around container.
a. The existing SCSs have debris inside the containers and are able to hold manikins. Is an additional container required? If so, what size?
b. What type of debris is required?
c. How many manikins are required?
d. Do the manikins become property of OHNG?
e. What are the sizes of the holes around the container?
f. Are the holes to be securable or is that part of sealing, to keep varmints out?
g. Is this container to be connected to the present SCS? If so, where?
11. Annex B requires small debris, various items to enhance overall training value.
a. What type of debris for what type of training? Structural members, autos, wood, concrete, and/or tanks?
b. Can we utilize what is already at each site or is this addition to what is there?
For all items listed on Annex B of Oct SOW-SCVS Enhancement- OH TF CBRN has requested these additional items being added. If there are items that are not feasible to be safely added to the structure, those items may be placed near the structure or taken off the list completely.
I have attached the SFE SCVS Support (Annex A is page 2) as well as the Structural Collapse Venue and attached ANNEX A and B separately.
