Structural Collapse Venues Simulators Acceptable Quality Level

The structural Collapse Venues Simulator (SCVS) must be an adequate size and complexity to allow multiple training venues to occur simultaneously and meets industry, state and local safety standards.

The SCVS will contain a minimum of 3,000 tons of general debris and a minimum size of

150,000ft ³

The contractor is responsible for locating, acquiring and transporting all construction material to be used for replacement. All building material is to be provided by contractor, Contractor is responsible for loading and transporting material to the designated SCVS location.

The main venue is a collapsed light structure building with an attached garage and elevator. Use of pre-made materials like steel storage container are encouraged for high angle and confined space props with no less than 1,500 tons being general debris and concrete tubes for confined space and breaching and breaking operations (minimum of 1,500 ton outside the steel containers). Props build must create the appearance of a “real world” collapse structure, allowing National Guard Units to develop experience and expertise in real disasters.

Provide a minimum of 40 Search & Extraction (S&E) re-settable lanes in the SCVS. Training for the S&E will include the following skill areas:

o Lifting and Hauling prop with a minimum footprint of 40ft by 75ft with tactical rock or firm, packed gravel.

o Shoring prop with a minimum footprint of wall surface 10ft tall by 25ft long. A building one or two stories high with smooth surfaces, windows and doors.

o Confined Space prop with a minimum footprint of 3.5ft (inside) by 40ft long. Site must firm footing for maneuvering and spot shoring, no less than eight lanes MUST NOT be in the steel storage containers.

o Rope prop with a minimum footprint of 25ft by 30ft long. Site must have tactical rock or firm gravel to land on and belay from.

o Breaching and Breaking prop with heavy debris to break precisely as directed with a minimum footprint of 60ft by 60ft. Site must have tactical rock or firm gravel and must have good drainage. No less than eight lanes MUST NOT be in the steel storage containers.
