Site Enhancement SOW Oct 20, 2014
1. Is the removal of debris required from either site or can it be rearranged into a usable/realistic training prop.?
Any debris at the sites can be reused as long as it is suitable and increases the current training value of each venue
2. Are any slabs stored at either site available for use or is the contractor required to supply
a. 10 ea 6’ x 10’ x 12” thick slabs for each site?
b. If so does the Guard have a machine large enough to move them or is the contractor to supply that machine? (This question was being checked on from Q&A June 13-25) Contractor must provide the appropriate size forklift to move the concrete slabs. Non Military personnel are not authorized to use Ohio National Guard equipment.
3. Does the shoring wall need to be a smooth surface with door & window or can the side of the containers used as in other SCVS sites used for this purpose (previous exercises have not used doors or windows for shoring)?
Shoring wall should be a smooth surface without windows and/or doors
4. Annex B references concrete pipes is there a diameter and length required?
TF CBRN OICs are requesting 48”x8’ and 36”x8”
5. Will the containers on both site meet the requirements in Annex B for
a. 40’ container with high help and
b. Sealed container with debris and manikins with 12 holes?
c. If so is the contractor allowed to cut the 12 needed holes in the sealed container?
Annex B are additions to the current structures
6. How many manikins required in the sealed container?
Requesting an additional 10 manikins
7. Is the statement for 40 re-settable Search and Extraction Lanes correct? (Past CTE/ExEvals at SCVS sites have required 25 lanes) 40 re-settable lanes are for the SCVS Enhancement only. The SFE/EXEVAL will only require 25 lanes.
8. It appears that there is some asphalt debris at Ravenna would the contractor be responsible for removing this debris or can it remain? (#8 Environmental Considerations) If the asphalt is an Environmental issue it will be the responsibility of the Installation and OH ENV Office to dispose of
9. Will the completion date for site enhancement remain May 15, 2015 or will that change.
The completion date is negotiable
10. Will all questions brought up during and after today’s site visit be answered and posted publically?
SFE/EXEVAL SOW December 3, 2015
1. Are the slabs at Ravenna available for use during SFE or ExEval or is the contractor responsible for 24 slabs for each event (total of 72 slabs at Ravenna and 24 at Sherman) Slabs at Ravenna are available for contractor during the SFE use if they are in a condition that allows optimal training. For the EXEVAL at Ravenna new slabs would be preferred in order to have the best training assets available. The contractor would be responsible for providing slabs for the SFE at Camp Sherman. The slabs that are currently there are for specific training events outside the SFE.
2. For the EXEVAL 2 S&E teams working at Ravenna, does the contractor need 2 complete heavy equipment packages for this event? OH S&E are the only team participating in the EXEVAL at Ravenna. SFE at Ravenna will have PA and OH participating and a single heavy equipment package will be sufficient.
a. Specifically
i. 2 ea 8000lb all terrain forklifts required in Q&A or can one work both areas- 1 forklift
ii. 4 light towers required in Q&A or will 2 be sufficient to light the area of work-2 light towers
3. For SFE & EXEVAL both require a covered area with power for storage of equipment.
a. Is this for the contractor’s personnel and equipment or does it need to include the guard personnel and equipment? Required for contractor personnel and equipment. There will be a separate area for the Guard personnel
b. If for both how many Guard personnel and how much equipment?
4. Will the contractor be required to attend a planning meeting prior to the start of each event at each location?
5. To clarify the number of personnel required at each site (this answer was unclear potentially due to formatting in second round of answers) I spoke to our planners and TF CBRN leadership and they agree that a telecon the first week in June to discuss specifics and a face to face walk through on 14 June to discuss set up of the specific lanes for ea team would be sufficient. There will more than likely be daily interaction between the TF and contractor as the exercises progress. We are checking with JITEC to see if they require any interaction prior to everyone being on ground.
a. Does both Ravenna and Sherman SFE each require
i. 1 Reset Person
ii. 3 training SME’s
iii. 1 Safety SME Yes- Ravenna SFE will have PA CERFP and OH TF CBRN participating, training from approximately 0700-(NLT) 2100 so the number of personnel required will depend on the number of hours your SMEs are available per shift/day Sherman will have IN CERFP and IN CST participating so the above numbers should be sufficient
b. Does Ravenna for EXEVAL require for 2 CERFP teams or can this number be reduced?
i. 2 reset people
ii. 6 training SME’s
iii. 2 Safety SME’s Ravenna EXEVAL only has OH TF CBRN participating so the numbers would be reduced.
