JACOBS RESPONSES TO BIDDERS QUESTIONS
21 May 2009
Q - There is a sheet in the bid documents (following the No Offer Response Sheet) entitled, “NOTICE TO BIDDERS”. Are we to fill this out and return with our proposal?
A – If the business submitting the proposal is a Partnership or a Corporation then the referenced form must be executed as appropriate.
Q - If we have completed the ORCA electronically, is 52.204-8 the only clause that we have to return with our offer? If we do turn in 52.204-8 with our offer, what do we do (if anything) with 252.204.7007 Alternate A which is also included in our bid documents?
A – FAR Clause 52.204-8 applies to contractors who are not CCR registered or whose registration is over 12 months old. DFAR clause 252.204-7007 is applicable if your CCR registration was done within 12 months and the information remains current.
Q - F.A.R. 52.236-7 Permits and Responsibilities indicate that the contractor is responsible for obtaining any permits. Is there a State of Ohio building permit required for these projects? If yes, are we responsible to obtain and pay for that permit?
A – No. This is a Federal contract being constructed on Federally owned property; no State of Ohio permits are required.
Q - A large number of subcontractors and suppliers have just begun looking at this project. They undoubtedly will have questions through next week. Are we really not allowed to ask any more questions after the 14th?
A – As discussed during the pre-bid meeting the period for questions ended on 14 May. Plans and Specifications have been available since 17 April for review.
Q - Spec Section 051200.1.6 for each of these buildings states that the fabricator and installer must be AISC certified. The RTI building does not require this certification. In the past we have seen this requirement waived under the condition that a testing agency be employed by the company/contractor that is Not AISC Certified. This would ensure the Owner/Architect in receiving a quality product as well as a more competitive bid.
A – Per the AISC web site there are 36 certified fabricators and 12 certified erectors within the state of Ohio. This does not include those located outside Ohio but who do work in Ohio. The requirement remains part of the specification.
Q - Table of Contents, Division 33 – Utilities (Not Used). The drawings clearly indicate that there is Sanitary Sewer and Site Drainage work on this project. Please explain why (Not Used) is indicated for Division 33 in the Table of Contents.
A – "Not Used" is to be removed from the Table of Contents, Division 33 - Utilities. The specifications for Sanitary Sewer and Site Drainage are included in the bid package .
Q - Spec Section 312000 Earth Moving / Earthwork, Part 3.6.A states “The CONTRACTOR shall completely remove all existing fill and trapped topsoil within the proposed building footprint…” The Soils Report provided makes no claim that the depth of existing fill between any two given borings is at an average of the two borings. Therefore, it is not possible for the Contractor to know how much fill needs to be removed at this time. Will you please provide an Allowance quantity or dollar amount for us to include in our bid for undercutting at the building pad?
A – Allowance quantities will not be allowed in the bid for undercutting. It is recommended that the Contractor utilize the boring information in the Geotechnical Report and interpolate between them to determine the quantity of existing fill to be remediated.
Q - Who is responsible to provide builders risk insurance for these projects?
A – The General Contractor is responsible for all required insurances.
Q - Spec Section 012300 Optional Bid Items is quite different from C201 Civil Site Plan;
Optional Bid Item 3 seems to be represented as Alternate 1 on the site plan.
Optional Bid Item 4 is not represented on the site plan.
Optional Bid Item 5 seems to be represented as Alternate 2 on the site plan.
Optional Bid Item 6 seems to be represented as Alternate 1 on the site plan.
Optional Bid Item 8 seems to indicate that the POV lot is gravel in the Base Bid, however the site plan calls it out as asphalt and does not call out any options or alternates.
Please update Section 012300 or sheet C201 to correctly reflect the “Alternates” or the “Optional Bid Items” that are required.
A – Sheet C201, revise callout east of building from Alternate 1 to Optional Bid Item 3.
Sheet C201, add callout east of building, Optional Bid Item 4 - Asphalt Pavement.
Sheet C201, revise callout east of building from Alternate 2 to Optional Bid Item 5.
Sheet C201, revise callout at 8th Street pavement from Alternate 1 to Optional Bid Item 6.
Sheet C201, add callout to POV Parking area, Base Bid – Aggregate.
Sheet C201, revise callout to POV Parking area Asphalt to Optional Bid Item 8 - Asphalt Pavement.
Q - The Metal Roof Specifications call for a three coat finish process. While Centria does offer this three coat process, the other acceptable manufacturers do not. Many of them do however offer a 2 Coat process while meeting the 20 Year Warranty. Is a two coat process with a 20 Year Warranty acceptable?
A – No. The CSMS Ph II and USPFO Buildings have approximately a 70 year useful life expectancy and the three-coat fluoropolymer system was selected for this purpose.
Q - “Alternates” numbering shown on C201 doesn’t seem to match “Options” numbering listed in section 012300. This will be confusing at bid time. Please clarify.
A – Sheet C201, revise callout east of building from Alternate 1 to Optional Bid Item 3.
Sheet C201, add callout east of building, Optional Bid Item 4 - Asphalt Pavement.
Sheet C201, revise callout east of building from Alternate 2 to Optional Bid Item 5.
Sheet C201, revise callout at 8th Street pavement from Alternate 1 to Optional Bid Item 6.
Sheet C201, add callout to POV Parking area, Base Bid – Aggregate.
Sheet C201, revise callout to POV Parking area Asphalt to Optional Bid Item 8 - Asphalt Pavement.
Q - Sheet C201 has a note to fix existing pavement cracks. Without a quantity no price can be included.
A – Sheet C201, revise callout "Existing Pavement Cracks Shall be Routed and Sealed as Directed by the Owners Representative" to "Pavement Planing and Asphalt Concrete Overlay."
Q - Specification 018113 for the USPFO describes sustainable design requirements. These requirements are consistent with requirements for LEED certification through the USGBC. Are these buildings going for LEED certification, and if so, what is the goal number of points?
A – Formal LEED certification is not required; however, the Contractor is required to provide the Owner documentation via LEED On-line that meets the minimum equivalent of LEED Silver. Currently 34 credits are being targeted.
Q - As related to the question above, if this project is going for LEED certifications will this building be a separate submission or will the all be submitted as one project with the other projects bidding (CSMS and RTI)?
A – Formal LEED certification is not required; however, the Contractor is required to provide the owner documentation via LEED On-line that meets the minimum equivalent of LEED Silver. Each building will require separate documentation.
Q - As related to the question above, if the project is going for LEED certification will the contractor be responsible for the actual submission to the USGBC or will the owner have this responsibility?
A – Formal LEED certification is not required; however, the Contractor is required to provide the Owner documentation via LEED On-line that meets the minimum equivalent of LEED Silver. Each project shall have a LEED coordinator provided by the A/E for verification of Contractor efforts but the Contractor is responsible for construction related documentation and actions pertaining to meeting the requirements.
Q - Section 3.2 D in the Sustainable Design Requirements (specification 018113 for the USPFO) discusses that the measurement and verification is to happen at least 1 year after occupancy. The contract will be closed out by then. We assume that this scope of work will be by the Owner and not part of this contract, please confirm.
A – The contract will not be closed out until all contract requirements have been met. Measurements and verifications required after occupancy remain within the scope of the contract and will be performed by the contractor.
Q - Section 3.3 B (specification 018113 for the USPFO) discusses air quality testing if the government’s occupancy requirements preclude a two week building flush out. There is a cost implication to this decision. Is there a way that the government can make this decision now for bidding purposes?
A – No, the government cannot determine if the 2 week flush out period will be precluded at this time.
Q - Sheet G001 Drawing Index for the USPFO indicates a drawing S202 Overall Roof Plan. This drawing is not available from the FBO website. Please provide this drawing.
A – Drawing S202 will be included with this Addendum.
Q - Drawing S002-Slab On Grade Schedule-10” slab shows #5 bars@11” c.c... Are these bars going only direction or both ways?
A – The #5@11” bars should have been noted to be each way.
Q - Detail B-5 on Drawing S002—is there expansion joint material and caulking around the column block outs?
A – These joints around the columns will only require building paper.
Q - What is Drawing E801 in reference to?
A – This drawing deals with the installation of the overhead power distribution as referenced on Drawing E201 keyed note 9.
Q - Drawing E405 note 9—a specification section is needed for heat tracing.
A – Specification section 260856 will be added for the heat trace system in this addendum.
Q - A location of the Flammable Storage Room is needed.
A – On the CSMS Ph II and USPFO Projects the Flammable Storage Room is a container on site as indicated on the site drawings. The unit is located along the fence line between the USPFO Warehouse and CSMS.
Q - The glass type schedule on drawing sheet A821, does not match up with the glass schedule in section 88000. Pages 6-7.
A - On the CSMS Ph II Project the glass type are called out on Drawing A822 and the types correspond to those specified in Sections 083613 and 08800. There is no glass type G3 on the CSMS Ph II Project. Glass type G3 is used on the USPFO Project, which does not have glass type G6.
Also note that the specs call for clear glass, and the elevation drawings indicated solex. Please clarify all glass types, makeups, etc.
A – All glass is clear glass.
Q - Regarding the aluminum storefronts/curtain walls: please confirm that this is not a blast rated project. There is no mention of it being blast in the related specifications.
A – The specifications indicate the loading on the glass and framing.
Q - In Specification Section 010000, 1.18, C, the statement is made that testing and analysis will be made at the Contractor’s expense. In Specification Section 014000, 1.4, A, it states that the Government shall contract directly with testing agency. Please clarify who is responsible for the Testing Agency.
A – Specification Section 014000 “Quality Requirements” 1.4.A shall be changed to read as follows:
A.
Qualification Data: For testing agencies specified in “Quality Assurance” Article to demonstrate their capabilities and experience. Include proof of qualifications in the form of a recent report on the inspection of the testing agency by a recognized authority. Contractor shall contract directly with testing agency and the testing agency shall report to the Government.
Q - On drawing S301 the elevation drawing, it shows the columns extending down below the floor level line. I have looked through all the drawings and can not find a dimension showing how far below the floor level line the bottom of the base plates are.
A – The bottom of columns is 1.5” above either the top of footing or top of pilaster (as noted on each foundation plan).
Q - In Section 055000-Metal Fabrications Part 2 –Products(2.4.A,B,or C) it is unclear to me as to what type of coating is required on the structural steel framing, roof trusses, purlings & gerts.
A – Specification section 051200 covers structural steel framing.
Q - Drawings S202 (Overall Roof Plan) is listed in the drawing index but not available to download. Please provide.
A - Drawing S202 will be included with the Addendum.
Q - Drawing C201 (Civil Site Plan): The "Limits of Construction" heavy dashed line indicates the separation of the CSMS contract and the USPFO contract on the site plan. There is some fence on the CSMS (south) side of the limit line that states is to be provided as part of the USPFO project. Please confirm that it does indeed belong in the USPFO bid package. Does anything else south of the limit line belong in the USPFO bid package?
A – The fence located within the CSMS project limits that’s called out to be included in the USPFO bid package is to be included within the USPFO bid package. Refer to the bid documents to determine which items belong to the each bid package.
Q - Drawing C201 (Civil Site Plan): Indicates that Alternate 1 is to “Remove 8th Street Blvd Pavement and Replace with Concrete Pavement”. It shows the north Alternate 1 limit line at the south end of the Pershing Ave concrete apron. Is it safe to assume that the south limit line for Alternate 1 is at the “Limits of Construction Line”?
A - Sheet C201, revise callout at 8th Street pavement from Alternate 1 to Optional Bid Item 6.
The limits of Optional Bid Item 6 for the USPFO bid package is the entire length of road ending at the fence between the USPFO Warehouse and the CSMS.
Alternate 1 also indicates to provide “Aggregate in lieu of Base Bid Grass Area” on the east side of the warehouse. Please confirm that it is your intent to include both of these items into Alternate 1.
A – Sheet C201, revise callout east of building from Alternate 1 to Optional Bid Item 3.
Sheet C201, add callout east of building, Optional Bid Item 4 - Asphalt Pavement.
Sheet C201, revise callout east of building from Alternate 2 to Optional Bid Item 5.
Sheet C201, revise callout at 8th Street pavement from Alternate 1 to Optional Bid Item 6.
Sheet C201, add callout to POV Parking area, Base Bid – Aggregate.
Sheet C201, revise callout to POV Parking area Asphalt to Optional Bid Item 8 - Asphalt Pavement.
Q - Drawing S501 (Structural Sections & Details) shows Details B4, C4, D4 and B5 of the loading ramp plan and cut sections. These details are also shown in the Combined Support Maintenance Shop – W91364-09-B-0002 drawings (sheet S503). The loading ramp appears to be included in the CSMS project as shown on Sheet C201. Is that correct? Should these details be ignored in regards to the USPFO bid package?
A – There is only one loading ramp required and it is to be included with CSMS bid package.
Q - In Section 055000-Metal Fabrications Part 2 –Products (2.4.A,B or C) it is unclear to me as to what type of coating is required on the structural steel framing, roof trusses, purlings & gerts.
A – Specification section 051200 covers structural steel framing.
Q - Will a “Pre-Engineered” structure be allowed or considered for this project, in lieu of the “Stick” building construction as drawn & specified?
A – No.
Q - Is there a job duration or finish date??
A – It is specified in block eleven, page one of the Solicitation.
Q - Is this project prevailing wage?
A – Yes, as specified in the solicitation and is the reason for the inclusion of the Department of Labor Wage Determination.
Q - Who furnishes the pad mount 750 kva transformer; I can’t find a spec for it.
A – The medium voltage transformer is to be included in this scope of work. Specification Section 261200 will be added for Medium-Voltage Transformers.
Q - The specifications section 076100 for the USPFO Warehouse list the basis of the specification of the roof panel assembly as a Centria SRS 2” high seam x 18” wide on center seam spacing. I understand that there is also an option to use a Centria 3” high seam x 18” on center (option nine). I would like to know if a AEP Span’s Span Lok HP panel would be acceptable in lieu of the above mentioned provided the panel and assembly meets or exceeds all listed performance requirements in the project documents. The Span Lok HP panel is a 2” high seam x 16” on center seam spacing that meet/exceeds all performance requirements listed in the project documents. I believe this information was discussed at the pre-bid meeting and it had been mentioned that no products would be approved prior to bidding, but a product that meets or exceeds the projects applicable requirements would be allowed.
A – Provided AEP Span Lok HP meets or exceeds the criteria set forth in the specification and it is an acceptable alternate to the basis of design product.
Q - Drawing S-202 is missing from the website, but is listed as a drawing in the package.
A – Drawing S202 will be included with the Addendum.
A – Yes.
A - The USPFO Project has sectional doors on the exterior and the specification calls for a baked enamel or a powder coated finish. There is only one coiling overhead door and it is in an interior location. The coiling overhead door is scheduled to be field painted. The sectional doors may not. “Coded note 2 by division 9” is not understood.
