GENERAL REQUIREMENTS:
Offerors are cautioned that “parroting” of the requirements of the Performance Work Statement with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of their proposal. Proprietary information should be clearly marked.
If discussions are required, pages that are revised (due to discussions or proposal revisions) should be a different color and have revised information clearly marked by a vertical line in the right margin of the page. The revised pages should be dated.
Each paragraph should be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or Times New Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape oriented. Files should use the following page setup parameters: Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge
– Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”
The submission should be clearly indexed and logically assembled. Each volume shall be clearly identified and should begin at the top of a page. All pages of each volume should be numbered consecutively and identified by the complete company name, date and RFP number in the header and/or footer. A Table of Contents should be included. The following page limits shall apply:
PAGE LIMITS:
VOLUME TITLE PAGE LIMIT
Volume I: Technical Information
Volume II: Small Business Participation Agreement, Price.
SF 1442, Amendments, and Reps and Certs no page limit
NOTE: All pages including but not limited to title pages, cover letters, Table of Contents pages, tables, illustrations, blank pages, dividers, and appendices will be counted in the page calculation. Pages that exceed the above noted page limitations will be removed, not read, and not evaluated. Past Performance Evaluations are excluded from the page count.
Agreements or letters of commitment submitted for Factor 1 will not be counted toward the page limit.
A. FACTOR 1: TEAM EXPERIENCE & PAST PERFORMANCE
Factor 1 Submission Requirements
The term Team Member, as used throughout this solicitation, refers to the prime Offeror and all joint venture members, subcontractors, and other partners who will be performing any of the following key work functions: transformer manufacturing, site assembly and erection, and transformer installation.
The term Offeror’s Team consists of the prime Offeror and all other proposed Team Members.
Offerors shall submit a minimum of three (3) and a maximum of six (6) projects that best demonstrate the Offeror’s Team experience on recent, relevant projects that are similar in scope, complexity, size, and price to the work required under this solicitation. For all submitted projects, a narrative of the project should clearly describe the scope of work performed by the Team Member and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods, etc.).
At least one project shall be provided for the prime Offeror (the entity signing the SF33) and for each proposed Team Member. The Offeror may utilize experience of another Team Member that will perform major or critical aspects of the requirement to demonstrate experience under this evaluation factor. If an Offeror is utilizing experience of Team Members, then Team Member projects submitted must include recent and relevant work similar to the work to be performed by the Team Member for this requirement.
The maximum number of projects that may be submitted is six (6), regardless of the number of Team Members. If more than six (6) projects are submitted, only the first six
(6) projects will be evaluated.
If the Offeror is a Joint Venture (JV), recent and relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have experience, such projects should be submitted for each Joint Venture partner.
As applicable, Offerors should submit a signed copy of their current joint venture agreement (See Appendix G), partnership agreement, teaming agreement, approved mentor-protégé agreement, or letter of commitment for each above member of the Offeror's team in order to receive credit for their experience and past performance. Offerors providing firm commitments in the form of the documents listed at the beginning of this paragraph may be more highly rated, due to reduced risk to the Government.
Projects provided must be completed within the past six (6) years, as of the issue date of this RFP, to be considered recent. A project is defined as work performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project; rather, Offerors should submit the work performed under a task order as a project.
The Offeror shall also submit an organizational chart of the Offeror’s Team. If the experience of an entity is being claimed in Team Experience, that entity must be named in the organizational chart and will be considered a Team Member.
For each project submitted for this factor, Offerors should submit past performance information as follows:
A narrative of the project that clearly describes the scope of work performed, and the relevancy to, the project requirements of this RFP (i.e., unique features, area, construction methods, etc.).
For Federal Government projects with a Past Performance Information Retrieval System/ Contractor Performance Assessment Reporting System (CPARS) Evaluation: provide the contract number, contract place of performance, and DUNS number. In the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Task or Delivery Order Numbers.
For non-Federal Government projects, commercial projects, and Federal Government projects without a CPARS Evaluation: provide a Past Performance Questionnaire (PPQ), (Appendix D). The Offeror should complete Blocks 1-4 of the PPQ and send it to the non- Federal project client or commercial project client. The client should complete Blocks 5-8 along with the two page questionnaire. The Offeror should include the PPQ in Volume II of the proposal.
If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal closing date, the Offeror should complete and submit, with the proposal, the first page of the PPQ, which will provide contract and client information. The Government may make reasonable attempts to contact the client noted for that project to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires.
Alternatively, Offerors may submit a copy of the PPQ, signed by the client, for a completed contract or task order. The Offeror may retain PPQs in its files for submission on future procurements. In cases where the validity of the completed PPQ is questioned, contracting personnel may contact the reference for verification or additional information. The standard PPQ for USACE is Form PPQ-0 (9/30/11) (Appendix D) provided in the solicitation. USACE does not intend to create or maintain a database of PPQs submitted by Offerors. Therefore, it will be the Offeror’s responsibility to ensure the submission of PPQs in its proposal that are relevant to the solicitation. Alternatively, the Offeror may obtain an updated or new PPQ from its client(s) for submission as provided above.
The Government may use data provided by the Offeror in its proposal, and data obtained from other sources, including data in Government files. The Government reserves the right to obtain past performance information from any source available and has the right to contact customers other than those listed by the Offeror to evaluate past performance. The Government reserves the right to verify statements the Offeror makes regarding its past performance to determine whether they are substantiated.
B. FACTOR 2: TECHNICAL APPROACH NARRATIVE
Factor 2 Submission Requirements
The Offeror shall submit a narrative that describes its technical approach for the work required to be performed in the specifications. The narrative should demonstrate the Offeror’s ability to successfully complete all required work. The narrative should identify all required work elements, identify significant risks to completion of the tasks, document the approach for completing the work, document the sequencing of the work, and identify measures that will be implemented to mitigate risks. All technical assumptions should be clearly documented. Resources required to perform each task (such as personnel, Team
Members, equipment) should be identified.
Information about the specific transformers proposed shall be included. This information should include a sketch or drawing of the transformers which the Offeror proposes to furnish, showing outline dimensions, location of bushings, control cabinet, radiators and general appearance. The transformer sketch or drawings should be designed around the contract drawings to assure conformance with existing site conditions.
To establish the general level of detail desired, the Offeror should allocate approximately 5 pages to this factor.
C. FACTOR 3: SMALL BUSINESS PARTICPATION DOCUMENT
Factor 3 Submission Requirements
Factor 3 should be submitted with Volume II: Price.
Small Business Participation Document (SBPD): All Offerors (both large and small businesses) regardless of size status should address their planned small business usage for this requirement and will be evaluated on the level of proposed participation of U.S. Small Businesses in the performance of this acquisition (as small business prime Offerors or small business subcontractors) relative to the objectives, requirements and goals established herein.
The Offeror should articulate within their SBPD how they intend to meet the small business objectives and participation goals. (See Appendix H of the solicitation). Nothing precludes an Offeror from further demonstrating their extent of commitment to use small businesses beyond what has been required by the subject solicitation (Small Business Participation Plan Objectives). Offerors are encouraged to submit proof of awards, accolades, etc., received for their current and/or past support of small businesses.
Examples include clear pictures of award(s) received, successful Small Business Administration Surveillance Review findings, Contractor Performance Assessment Reporting System (CPARS) ratings that address small business utilization, testimonials, etc. Discuss and submit proof of any specific outreach efforts performed in support of this requirement (e.g.
holding internal or external meetings with potential small business subcontractors, ads, any conference attendance or host) that demonstrates the Offeror’s effort to identify small business subcontractors specifically in support of this requirement (e.g. roster, attendance sheet, etc.), proof of any other pertinent information that demonstrates the Offeror’s current and/or past efforts to support small businesses.
A Small Business Participation Goal of ten percent, 10%, of the total contract value should be supported with a breakdown of the socio-economic categories that the Offeror will use to reach the Small Business Participation Goal. The Offeror should provide goals for other Socio- Economic Small Business Categories as follows: Small Disadvantaged Business, Woman- Owned Small Business, HUBZone Small Business, Service Disabled Veteran- Owned Small Business, and Veteran-Owned Small Business.
The Government does not recognize a proposed zero percent as a goal. However, if zero percent goals are submitted they should be supported with a detailed explanation and a mitigation plan to address how the Offeror will achieve participation where zero goals are cited.
There are no specific Socio-Economic Small Business Goals.
All percentages should use the value of the total acquisition as a baseline. The
Government must be able to verify that each percentage for each socioeconomic category is based on the value of the total acquisition. Offerors are required to provide both the percentage and total dollars to be performed by small businesses. The dollar value should correlate directly to the percentage of subcontracted dollars in the Small Business Subcontracting Plan that will be submitted by a large business, if selected. For example, a participation plan that reflects 5% of the contract value for WOSB would also count towards the overall Small Business Goal; and percentages for SDVOSB also count towards VOSB.
Large business contractors may achieve the small business participation and subcontracting goals from first tier small business subcontractors. Small business contractors may achieve small business participation goals through their own performance as a prime and also through a joint venture, teaming arrangement, and subcontracting to other small businesses in order to achieve the small business participation goals. Prime Contractors can only get credit for first tier subcontracting. It is important to note this for submission of the price proposal and how obtaining small business credit is achieved. This information will also flow into the Electronic Subcontracting Reporting System (www.esrs.gov). This is a requirement of the contract that the prime contractor must access this system twice a year to fill out the small business subcontract data on the project.
Small business prime Offeror’s participation as primes count toward the percentages set in this evaluation factor, and small businesses are not required to subcontract to other small businesses in order to achieve the small business participation goals.
All Offerors should submit information substantiating their past performance in complying with FAR Clause 52.219-8, “Utilization of Small Business,” maximizing opportunities for U.S. small business subcontractors. See Appendix H, section (f) to address such. Offerors with no prior contracts containing FAR Clause 52.219-8 should so state.
Note: Compliance with FAR 52.219-9 will only be evaluated for large businesses. Offerors with no prior contracts containing FAR Clause 52.219-9 should so state. Offerors who never held a federal contract as a large business should so state.
Substantiating documentation may consist of:
Reporting of small business performance in CPARS Small business participation/utilization reporting Documentation from local, state or federal customers that demonstrates use of small businesses Documentation demonstrating total small business contract completion by the small business prime Offeror and/or subcontracting to other small businesses Individual Subcontracting Reports (ISR) – the Government will evaluate how well the
Offeror has performed on achieving its small business subcontracting goals Offerors may submit a minimum of 2, but not more than 4 ISRs. Each ISR submitted must (1) contain the contract number for referencing purposes (2) be accompanied with a brief description of the requirement that discusses the services/supplies provided, (3) include an explanation for not meeting subcontracting goals and what actions will be taken to increase participation in any of the subcontracting goals the offeror was unable to meet. The Small Business Evaluation Team must be able to determine which ISR, customer letter of commendation, etc., goes with each project description.
Correspondence from small business subcontractors that acknowledge support
SBA Compliance Reviews or Defense Contract Management Agency Small Business Subcontracting Program Reviews
For the Small Business Participation Document, please see Appendix H, Small Business Participation Document Evaluation Form.
D. FACTOR 4: PRICE
Factor 4 Submission Requirements
Volume II should be submitted in a separate file from Volume I. The price proposal should be broken down into sections as defined below.
Section 1: The name(s) and title(s) of the person(s) authorized to negotiate and sign a contract. Also, provide a Certificate of Corporate Authority or other applicable documentation of authorized signature(s) for each authorized individual.
Section 2: The Offer (the SF1442) duly executed with an original signature by an official authorized to bind the company.
Section 3: Acknowledgement of all amendments to the solicitation in accordance with the instructions on the Standard Form 30 (amendment form).
Section 4: The completed Section K of the solicitation (i.e., Representations, Certifications, and Other Statements of Offerors). Certification of cost or pricing data is not required in response to the solicitation. All cost and pricing data supplied by Offerors will represent data other than certified cost or pricing data as defined by
FAR 2.101.
Section 5: Proposed Price – The Offeror shall complete (in entirety) the bid schedule provided in the solicitation and provide a completed price proposal in MS Excel using the template provided with this solicitation titled “Supplemental Price Breakdown to the Bidding Schedule”
SECTION M
EVALUATION FACTORS FOR AWARD
A. BASIS FOR AWARD
The award will be made using a best value trade-off process in accordance with FAR Part 15, based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government.
Proposal evaluations will be based on Price and three (3) non-price factors: Team Experience & Past Performance, Technical Approach Narrative, and Small Business Participation Document.
Team Experience & Past Performance (Factor 1) and Technical Approach Narrative (Factor
2) are of equal value, and are more important than Small Business Participation Document (Factor 3). Price (Factor 4) is more important than Factors 1, 2 or 3 individually. ALL
EVALUATION FACTORS OTHER THAN PRICE, WHEN COMBINED, ARE
APPROXIMATELY EQUAL TO PRICE.
Award will be based on the best overall proposal that is determined to be the best value to the Government, with appropriate consideration given to the non-price and price factors. To receive consideration for award, a rating of no less than “Neutral Confidence” must be achieved for Factor 1 and a rating of no less than “Acceptable” must be achieved for Factor 2 and 3. Offerors should note that the award may not necessarily be made to the lowest price offer.
Factors to Be Evaluated
During the evaluation of each proposal, the Government will assign a rating for Factors 1 through 3. The following factors will be used to evaluate each proposal:
Volume I, Factor 1: Team Experience & Past Performance Volume I, Factor 2: Technical Approach Narrative Volume II, Factor 3: Small Business Participation Document Volume II, Factor 4: Price
The resulting award will be a firm-fixed-price (FFP) construction contract.
Selection will be based on the best overall proposal that is determined to be the best value to the Government.
Evaluation Approach
The proposal will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the Request for Proposal (RFP). All proposals shall be subject to evaluation by the Source Selection Evaluation Board (SSEB) based on the evaluation factors.
NOTE: For submission requirements designated as “shall” or “must,” failure to provide the requested information will be considered a deficiency and the specified factor will be rated red/unacceptable, and the Offer will be considered un-awardable unless revised. For submission requirements designated as “should,” failure to provide the requested information will result in a lower rating for the specified factor and may result in a deficiency and unacceptable rating. Offerors are cautioned that award may be made without discussions, and Offerors may not have the opportunity to submit revised proposals.
B. FACTOR 1: TEAM EXPERIENCE & PAST PERFORMANCE
Factor 1 Evaluation Approach This factor evaluates the Offeror’s team experience and past performance in completing recent and relevant projects. There are three aspects to the past performance evaluation: recency, relevancy, and quality of performance which are combined to establish one performance assessment for each Offeror.
Recency will be determined by projects that demonstrate completion within six (6) years of the issuance date of this solicitation. Projects completed more than six years from that date will not be evaluated.
Relevancy will be determined by projects that demonstrate completion of projects similar in scope, complexity, size, and cost and price to the solicitation project.
To receive a “Relevant” rating or higher, a project must include:
Manufacture of Class II power transformers; or Site assembly and erection of Class II power transformers; or Installation of Class II three-phase power transformers.
Proposals may be more highly rated for relevancy if they include projects that demonstrate any of the following. Proposals demonstrating all of the following will be the most highly rated for relevancy:
Experience with manufacture, site assembly and erection, and installation of power transformers of 11000 kV/4160 kV or higher.
Experience in manufacturing transformers with costs greater than $500,000.
Experience in demolishing and disposing of transformers and switches.
Experience in packaging and transporting transformers.
Experience in packaging and transporting transformers via floating barges and cranes.
Experience in installing transformers and switches.
Experience in testing and commissioning of transformers.
Relevancy will be evaluated using the ratings in Table 1.
Table 1 – Past Performance Relevancy Ratings Adjectival Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
In addition, this factor will examine the quality of projects reviewed for this factor. A separate quality assessment rating is not required; rather, the past performance confidence assessment rating is based on the Offeror’s overall record of recency, relevancy, and quality of performance.
The Government will evaluate the record of past performance for the Offeror and each proposed Team Member to ascertain the probability of successfully performing the requirements under this solicitation. The Government Team will review all past performance information collected and determine the quality of the Offeror’s performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. The overall performance confidence assessment will be evaluated using Table 2.
Table 2 – Performance Confidence Assessments Rating Method Adjectival Rating Description
Substantial Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
C. FACTOR 2: TECHNICAL APPROACH NARRATIVE
Factor 2 Evaluation Approach
The Offeror’s technical approach narrative will be evaluated for completeness, logic, reasonableness, and level of risk to the Government as compared to the solicitation requirements. This factor may be more highly rated for:
Proposals that provide a comprehensive, technically sound, low risk approach for completing the work identified.
Proposed transformers that are more efficient than the minimum requirements in the specifications as measured by load-losses and no-load losses in kW.
This factor will be rated using Table 3.
TABLE 3– COMBINED TECHNICAL/RISK RATINGS
Color Rating Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
D. FACTOR 3: SMALL BUSINESS PARTICPATION DOCUMENT
Factor 3 Evaluation Approach
Ratings using an adjectival, combined technical rating, in accordance with Table 4, will be determined by the Government. The government will evaluate:
a. The extent to which small business firms, as defined in FAR Part 19, are specifically identified in proposals to include the company identifying information along with CAGE Code and DUNS Number.
b. The extent of commitment to use small businesses (enforceable commitments will be considered more favorably than non-enforceable ones). Describe what types of commitments if any are in place for this specific acquisition – small business prime, written contract, verbal, enforceable, non-enforceable, joint ventures, mentor-protégé, teaming agreements, partnership letters of commitment(s), etc. Provide documentation regarding enforceable commitments to utilize any Small Business category, as defined in FAR Part 19, as subcontractors or partners. Documentation validating business relationships described should be submitted. In order to get credit, the enforceable commitments should be with a small business, specific to the subject requirement and include acknowledgment via signatures with signature blocks from both parties (duly authorized). The enforceable commitment(s) should include the socioeconomic category of the small business and identify the services/supplies the firm will provide. The firm’s name, socioeconomic category and the supplies/services being provided should be included within item d below.
Note: Enforceable commitments are: (1) with a small business, (2) include the socioeconomic type of the small business and the services/supplies to be provided e.g.
ABC Company, a WOSB, will provide commissioning, (3) specific to the subject requirement by indicating the solicitation number, and (4) include legible signature blocks and signatures from BOTH parties acknowledging the business relationship. SB firms identified within an enforceable commitment must also be listed within section (d) of Appendix H.
c. Identification of the complexity and variety of the work small firms are to perform; (In support of this provide a brief description of what supplies/services small businesses will provide that are considered complex) within Item d below. List the principle services and supplies to be provided by small businesses. If the prime Offeror is a small business, the firm should state what supplies or services they will self-perform.
d. The extent to which the Offeror meets or exceeds the Small Business Goal of 10%.
This goal is a percentage of the total contract value. The extent to which the Offeror provides aggressive goals for Socio-Economic Small Business Categories. Offerors that exceed the small business goal and provide more aggressive goals for the Socio- Economic Small Business Categories may be more highly rated.
Note: If an Offeror is unable to meet the participation goals or proposes a zero percent goal for ANY of the socioeconomic categories (SDB, HUBZone, WOSB, VOSB and/or SDVOSB) within the solicitation, the Offeror must provide a detailed explanation as to why the participation goal(s) cannot be met. The Offeror may also provide the actions that were taken prior to the submission of proposals to increase the participation goals for any of the socioeconomic categories the Offeror is unable to meet.
e. The extent to which past performance in utilizing small businesses indicates a high likelihood of successfully meeting the small business goals proposed. This factor will consider the past performance of the Offerors in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business and (for large businesses) FAR 52.219-9, Small Business Subcontracting Plan.
Note: Compliance of FAR 52.219-8 applies to ALL Offerors to include small businesses.
Compliance of FAR 52.219-9 applies to Only Large Businesses.
E. FACTOR 4: PRICE
The basis of the price competition is through pricing the project represented in the plans and specifications. Price reasonableness will be determined in accordance with FAR
TABLE 4 – SMALL BUSINESS RATING METHOD
Color Rating Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the small business objectives.
Purple Good Proposal indicates a thorough approach and understanding of the small business objectives.
Green Acceptable Proposal indicates an adequate approach and understanding of the small business objectives.
Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the small business objectives.
Red Unacceptable Proposal does not meet small business objectives.
15.305(a)(1). Normally, competition establishes price reasonableness. Comparison of the proposed prices is expected to satisfy the requirement to perform a price analysis, however, the Government may, if necessary, analyze the Offeror’s price breakdown to establish reasonableness of an otherwise successful Offeror’s price.
G. FINAL SELECTION
The Government intends to award without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a technical and price standpoint.
Proposals will be analyzed to determine which is most advantageous to the Government based upon information provided in response to evaluation factors.
The Government reserves the right to conduct discussions if the Source Selection Authority (SSA) later determines them to be necessary. If the SSA determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the SSA may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If the Government does conduct discussions, these will be in writing.
The Contracting Officer will award a contract to the responsible Offeror whose proposal is fair and reasonable and, as determined by the Source Selection Authority (SSA), conforms to the solicitation and offers the best overall value to the Government, all factors considered.
The Government will award a contract resulting from this solicitation to the firm selected in accordance with the above procedures. The Government may reject any or all offers if such action is determined to be in the best interest of the Government.
In the course of evaluating Offerors' proposals, the Source Selection Team (SST) may contact references submitted by the Offerors. The SST may also check past performance information obtained from sources other than those identified by the Offerors. All gathered information will be used to evaluate the Offerors’ overall past performance.
At no time during this process, or during the debriefing, or after award, will the names of individuals providing reference information about an Offeror's past performance be revealed to the Offerors or to any other party.
