About this file
This document contains an amendment to a solicitation and responses to requests for information. The U.S. Army Corps of Engineers, New England District is seeking proposals to replace two original oil-filled power transformers and manually operated disconnect switches at the Fox Point Hurricane Barrier in Providence, Rhode Island. The period of performance is 540 calendar days with an estimated budget between $1 million to $5 million. Bidders are responsible for all escalation costs and cannot sample equipment on site. Test results from 2010 show Transformer 43A contains 195 PPM PCB and Transformer 41B contains 69 PPM PCB. All responsible sources may directly submit proposals which will be considered by the New England District. Questions can be emailed to the specified Contract Specialist.

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

REQUESTS FOR INFORMATION
1. Since there is such a long timeframe between bid and notice to proceed, we are asking if the Corps wants bidders to include the cost for locking in pricing with an 11/1 NTP, or if they want this priced in today’s dollars and USACE will allow for an increase in contract price for escalation at NTP? In other words, does the Corps want to take on escalation risk or do they want the bidders to? Specifically for the transformers.
RESPONSE: The Government will not assume any escalation risk. Contractors should propose according to the information provided in the RFP.
2. Is there a way I can send someone to pull a sample out and is there a drain plug to just open up and grab the sample on these units? I have to find out what the parts per million are on the PCBs in order to give him an accurate number for your bid.
RESPONSE: Unfortunately we cannot accommodate sampling from the site at this time. However, testing was completed March 29, 2010 with the following results:
Transformer 43A, or the “A” side transformer, contains 195 PPM PCB Transformer 41B, or the “B” side transformer, contains 69 PPM PCB.
