SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUESTS FOR INFORMATION

1. Specification 48 20 00 Section 3.3.1 dictates that the transformers are to be delivered without oil. Manufacturer’s recommendation for a unit this size to ship fully assembled, oil filled. Please confirm it is acceptable to ship the transformers per manufacture's recommendations already oil filled and fully assembled.

RESPONSE: See revised Specification 48 20 00 Section 3.3.1.

2. It is typical of some manufacturers to deliver transformers of this size assembled and oil filled.

Specification 48 20 00 3.3.1 states the transformer shall be delivered without oil. Specification 48 19 23 3.6 states the transformer is to be re-assembled and oil filled if required. Can the transformers be delivered to the site oil filled?

RESPONSE: Please see the above response to RFI number 1.

3. Project duration specified in 52.211-10 of the RI_USACE Fox Point Barrier W912WJ21R0003

Solicitation Package page 52 states that the contract duration will be 540 days. This means the contract period will end during the 2022 hurricane restricted timeframe. Please confirm that the intent of USACE is to have the transformers replaced by 5/31/2022.

RESPONSE: Clause 52.211-10 has been replaced with Clause 52.211-10 Alt I, which extends the allowable period of perfomance for contract work to May 31, 2023.

4. Transformer manufacturers have been providing feedback that the steel supporting base as specified in Transformer Specification Section 48 19 23 2.7.6 will not be required/not provided by the manufacturer. These transformers are custom built to line up with the existing bus connections and feeders. Please confirm that this component can be omitted from the design and the transformers mounted directly to the concrete foundation. If this is not acceptable, please confirm that the steel foundation between the concrete slab and the bottom of the transformer can be a field bolted connection and not a field welded connection.

RESPONSE: Please see revised Specification 48 19 23 Section 2.7.6.

5. Please confirm if the existing bus to the transformers has bolted connections or welded connections.

RESPONSE: The existing bus to the transformers has bolted connections.

6. Price Breakdown items 0002B and 0004B refer to seismic absorbers for transformer base. We don't see a reference to seismic absorbers anywhere in the Drawings or Specifications. Please clarify what this price breakdown item refers to.

RESPONSE: Items 0002B and 0004B refer to anchorages specified in specification section 13 48 00 Seismic Restraint for Mechanical and Electrical Equipment. Any costs associated with inclusion of seismic anchorages of the transformers based on Section 13 48 00 should be paid for under those breakdown items.

ALTERNATE I (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than May 31, 2023. * The time stated for completion shall include final cleanup of the premises.

*The Contracting Officer shall specify either a number of days after the date the contractor receives the notice to proceed, or a calendar date.

The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
