SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 0009

Spec Ref Drawing Ref

Question Response

Bid Schedule 1. Optional Bid #4 calls for a price to furnish and install kitchen equipment. There are no itemized mfr/model equipment specs that show accessories and full item descriptions.

Should we go only by the mfrs/models listed in the schedule? Please advise.

As part of the enclosed amendment, ATTACHMENT 1 - KITCHEN EQUIPMENT has been added to the end of Section 11 42 00. This attachment provides salient features of the kitchen equipment.

Sections 083323 and 083323.10

2. Should the motors for these doors be NEMA Type 7 Class 1 Group C and D explosion proof? If yes, does this apply to both interior and exterior Overhead Coiling Doors?

Explosion-proof enclosures for the motors at the overhead coiling and bi-fold doors are not required for this project. As part of the enclosed amendment, see revisions to Section 08 33 23 and Section 08 33 23.10 eliminating the requirement for explosion proof enclosures.

07 22 00 A-002 3. Roof Insulation Thickness: The Roof Assembly Notes on Sheet A-002 of the drawings state, “Roof assembly insulation thickness is minimum required (R-value = 48 min @ roof drains) per assembly type.

Positive roof drainage (1/2”/FT.) to be made up with additional tapered insulation prior to membrane placement.”

The two tables to the right of the Roof Assemblies details on Sheet A-002 of the drawings indicate that 8” XPS with an R-value of 48.4 was utilized by the Government in the calculation of the total R-value for both ERA-1 and ERA-2. It is our understanding that “XPS” refers to extruded polystyrene insulation.

There is also a note on the Roof Plan - Part AB / B4 of Sheet A-114AB of the drawings that states, “Min. R-48 at drains.” Subpart 2.1.1a Insulation Types of Specification Section 07 22 00 requires polyisocyanurate board to be utilized as the roof insulation material.

Subpart 2.1.1a Insulation Types of Specification Section 07 22 00 requires polyisocyanurate board to be utilized as the roof insulation material.

Subpart 2.1.4 Insulation Thickness of Specification Section 07 22 00 states, “Provide a minimum base insulation thickness of 8 inch at Roof drainage locations. Develop thermal resistance values (R-values) indicated for average thickness of tapered system. Base calculations on the R-value for aged insulation.”

If the minimum thickness of polyisocyanurate insulation required at the roof drains is eight inches (8”), then the R-value of the insulation will only be approximately 47.2; not the R-value of 48.4 for XPS as indicated on the drawings.

Please confirm our interpretation that the Contractor will only be required to provide a minimum polyisocyanurate insulation thickness of eight inches (approximate R-value of 47.2) at the roof drains; and not be required to provide a minimum polyisocyanurate insulation R-value of 48

The requirement is to provide a minimum insulation thickness of 8 inches at roof drains and a 1/2"/foot slope. Additionally, the required roof insulation type is polyisocyanurate. As part of the enclosed amendment, Sheet A- 002, Sheet A-114AB, and Sheet A-114C have been revised to indicate the above requirements.

(thickness greater than eight inches) at the roof drains.

28 10 05 4. Installation’s Central Monitoring System:

Subpart 2.1 System Description of Specification Section 28 10 05 Electronic Security Systems (ESS) states, “ESS must be compatible with the Installation’s central monitoring system and monitored at the Installation central monitoring station. It is the responsibility of the ESS Contractor to document the make and model number of the campus system and to provide a compatible ESS solution.” Please provide the make and model number of the campus system (the Installation’s central monitoring system) that is monitored at the Installation central monitoring station.

Due to the current work from home requirement due to Covid- 19, the Government is unable to determine the make and model of central base-wide security monitoring system on the U.S.

Army's Soldier Systems Center.

Therefore, to remove the uncertainty and risk associated with not knowing this significant information, the Bidding Schedule and Section 01 22 00 have been revised as part of the enclosed amendment to provide an allowance amount for all work related to furnishing and installing the proposed electronic security equipment and systems.

25 05 11.03 5. Section 25 05 11.03 of the specifications is titled “Cybersecurity for Facility-Related Control Systems – Electric Gate Controllers.”

However, Subpart 1.2 Control System Applicability within this section of the specifications states, “This specific Section applies only to the following control systems:

Bacnet Direct Digital Control.”

Please confirm our interpretation that there are not any sections of the specifications that provide requirements relating to cybersecurity for facility related control system associated with the electric gate controllers.

THIS RFI WAS PREVIOUSLY

RESPONDED TO IN

AMENDMENT 0007.

HOWEVER THE PREVIOUS

RESPONSE IS MODIFIED TO

ADD SUBPARAGRAPH b

BELOW TO THIS RESPONSE.

Cybersecurity requirements do apply to the Electric Gate Controllers. Section 11 12 00, Section 23 09 00, and Section 28 10 05 are revised as part of the enclosed amendment to clarify how the electric gate controllers are tied to the building management system, electronic security system, and fire alarm system and therefore require appropriate cybersecurity controls. b. Section 25 05 11.03 does apply to the HVAC System in addition to the electric gate controllers. The title to Section 25 05 11.03 is revised as part of the enclosed amendment.

T-001 6. Is an open triangle 4 to be 4 Category 6 data, this is not depicted on T-001?

THIS RESPONSE WAS

PROVIDED IN AMENDMENT

0008 BUT INCLUDED A

TYPO. THE CORRECTED

RESPONSE IS RE-ISSUED

HERE. Per the Telecommunication drawings T- 001, under the TEL/DATA OUTLETS heading is an open triangle with a numeral symbol (#). The description for this symbol states “NUMERAL

INDICATES NUMBER OF

RJ45 JACKS ON SAME

FACEPLATE. NO NUMBER

INDICATES ONE DATA

JACK”. So, an open triangle with the number 4 indicates to provide 4 data jacks (and 4 data cables).

T-111A 7. Note 3 mentions data jacks for monitoring the light control panel, how many are required and where will these cables be distributed from?

The data jacks in question are shown in the electrical rooms.

They are located adjacent to where the lighting control panels should be located. Additionally, Sheet T-111A, Room 107.1 shows 4 data jacks with a reference to Note 6, but it should refer to Note 5. This reference on Sheet T-111A has been revised as part of the enclosed amendment.

T-111C 8. Note 6 calls 162 it is assumed this is 152 on the mezzanine level please confirm.

Yes, Note 6 on Sheet T-111C should refer to Room 152. This note has been revised in the enclosed amendment.

T-112A 9. Note 3 states supply data jacks for monitoring the light control. Please clarify the location of this panel and how many Category 6 cables are required?

a. Note 3 doesn't apply to Sheet T-112A. The same is true of Note 3 on Sheet T-113A. As part of the enclosed amendment, Sheets T-112A and T-113A have been revised to delete Note 3.

b. The lighting control panel and the data jacks are located in the Main Electrical Room (Room 107.1) shown on Sheet 111A.

c. The quantity of cat 6 wiring is one per the riser shown on Sheet T-002. It shows one data jack.

Per the symbol list and in Detail E9 on Sheet T-001, an open triangle means to provide one CAT 6 high speed data cable.

T-200 10. Detail E5, is the 24” rack to be a 4 post open frame or an enclosed cabinet with the 19” rack in this room.

There are two racks required in the telecommunications entrance facility. One type is a 24” for equipment and the other type is a 19” for patch panels. The 24” rack is to be a 4 post and shall be enclosed type. Additionally, as part of the enclosed amendment Subpart 2.4.2c in Section 27 10 10 is revised to require 24" cabinets.

T-002 11. Note 16 please confirm fiber type, construction, strand count, and termination type for the fiber being relocated.

As part of the enclosed amendment, Note 16 on Sheet T- 002 has been revised to indicate the information requested.

T-002 12. Note 12 mentions area of refuge phones, which drawings are these phone locations on?

The refuge phones referred to in Note 12 on Sheet T-002 are in the following locations:

1. Drawing T-111C.1, located in the CML Observation area (Rm 150). It’s the letter A with a box around it.

2. Drawing T-112A, located in the elevator lobby (Rm 200). It’s the letter A with a box around it.

3. Drawing T-113A, located in the elevator lobby (Rm 300). It’s the letter A with a box around it.

Details E6 and E8 on Sheet T- 201 indicate that the box with the letter A within is "AREA OF

REFUGE PHONE (TYPICAL)."

Also, Note 3 of each of these details states to locate the RAS annunciator next to the fire alarm control panel.

13. Are fiber optic transceivers to be included for the fiber optic outlet locations? Are fiber optic patch cords required, if so what lengths and how many.

a. At this time, we see no need for fiber optic transceivers.

b. Since the required lengths of patch cables is not known at this time, for bidding purposes assume 15 foot long patch cables for each and every fiber connection shown on the telecommunication drawings.

This is to include the fiber patch panel and the workstation outlets. Coordinate the exact lengths in the field to make the installation neat and clean.

NA A-912 14. Kitchen Equipment Item K-10 Electric Tilt Kettle: The manufacturer of the basis of design for the electric tilt kettle has advised that the indicated model number has been discontinued. Since there is no technical specification for this item, is there an alternate model number and/or manufacturer that would be acceptable?

The Project Specifications neither provide Type, Model, Etc., nor is the system to be found in the Equipment Schedules. Please provide system specification information for this system.

The hot and chilled water systems (each) are provided with a valved connection for the manual glycol feed. There are no automatic glycol feed systems provided.

17. Are copper patch cords to be included? If so what lengths and quantities are required?

Yes, the Contractor is to include patch cords. Patch cords are required in the Entrance Facility and all the telecommunication closets. For bidding purposes, assume the following:

Entrance Facility: 250 - 15' copper patch cords Mezzanine Telecom Closet: 70 - 15' copper patch cords 2nd Floor Telecom Closet: 234 - 15' copper patch cords 3rd Floor Telecom Closet: 280 - 15' copper patch cords Actual lengths of all patch cords to be determined in the field.

T-002 18. T-002 shows conduits and refers to note 5, however note 5 refers to wall rack and associated cabling in 331.2, please clarify.

This note reference is incorrect.

It should state: Refer to note 4.

As part of the enclosed amendment, Sheet T-002 has been revised to correct this reference.

T-002 19. T-002 riser drawing shows cable from room 109 to what is assumed this is for the microwave antenna at room 109 the note says refer to note 15 it is assumed this is actual referring to note 14 please clarify. How should this Category 6 cable be terminated in room 109 a wall mounted Category 6 patch panel, or 110 block? It is assumed the Category 6 jack will remain in the ceiling on the third floor with a interface cable from this outlet to the proposed Antenna please confirm.

a. Yes, the reference to Note 15 on Sheet T-002 is incorrect and should reference Note 14. As part of the enclosed amendment, Sheet T-002 is revised to correct this reference.

b. The termination of the CAT 6 cable within the Room 109 shall be at a RJ-45 end. It shall terminate in a data jack next to the piece of HVAC equipment.

Then, a patch cord shall connect from the faceplate to the HVAC equipment located in Room 109.

c. As for the question about terminating the other end of the cable, the cable shall be routed thru the roof and into a bell box where the CAT 6 cable will terminate into a CAT 6 faceplate.
