SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
RFI AMENDMENT 0005
1. Question: Is the Owner providing the builder’s risk insurance policy for the project?
Response: No, the Government will not be providing builder's risk insurance.
2. Question: The specification only describes uninsulated interior coiling doors. However, Doors #120E and 121B are exterior doors. Will an additional spec be provided or should we just add insulated curtains and weather seals to the current spec.
Response: Doors 120E and 121B are interior doors. Door 120 E is located between the Combat Manuever Lab (Room 125) and the USARIEM Biomechanics Lab (Room, 120) and Door 121B is located between the Combat Manuever Lab (Room 125) and the CCDC-SC Biomechanics Lab (Room 121) as shown on Sheets A-111B and A- 111C and on the Door Schedule on Sheet A-605.
3. Question: Base Access: During the pre-bid site visit on 18 March 2020, it took approximately one hour to obtain access onto Natick Soldier Systems Center (“NSSC”). It was also observed that a large queue of vehicles (personal vehicles, commercial vehicles, concrete delivery trucks, FedEx trucks, etc.) were all required to wait in the same line for a 100 percent vehicle inspection before driving onto NSSC. Once the pre-bid site visit started, the Government was asked if the time required for access during performance of the project would improve. The Government stated that access might actually take longer than what was experienced on 18 March 2020. The Government also stated that it might be possible for the Contractor and its subcontractors and suppliers to obtain “base passes.”
Once the prime contract is awarded, will the Contractor be issued “base passes” (or similar) for its employees, subcontractors, and suppliers to gain access to the project site? Will there likely be an improvement in the amount of time that it takes for vehicles to get through the base security gate utilizing a pre-approved base pass, or will all vehicles have to wait in the long line for the 100 percent vehicle inspection?
Response: See Amendment 3, RFI Response #4 concerning anticipated time to get through gate security. There will be no "base passes" provided to Contractor employees, subcontractors, or suppliers.
4. Question: Metal Deck on Pre-Engineered Metal Building (Part C): The Metal Deck General Notes on Sheet S-001 of the drawings states, “Metal Roof Deck Shall Be 1 ½” Deep, 36” Wide, Galvanized Type B Metal Deck . . .”
The ERA-2 Roof Assembly detail on Sheet A-002 of the drawings indicates, “3” Roof Deck.” Subpart 1.4.7 Roof System of Specification Section 13 34 19 Metal Building Systems states, “Metal Building System manufacturer provide a metal roof deck panel capable of integrating the scheduled insulated membrane roof system (see Roof System ERA-2).”
Please confirm our interpretation that the Contractor will be required to provide a 1 ½” deep, 36” wide, galvanized Type B, metal roof deck on the pre-engineered metal building (Part C).
Response: The general notes on S-001 apply to the structural elements shown in the S-series. The Pre-Engineered Metal Building is a separate structural system to be provided by the contractor. The Pre- Engineered Metal Building is to comply with the design requirements in Section 13 34 19 Metal Building Systems of the specifications and the Architectural drawings.
5. Question: Thermal Performance of Metal Wall Panel Assemblies at the Pre-Engineered Metal Building (Part C):
Subpart 1.2.4.2 Metal Wall Panel Assemblies within Subpart 1.2.4 Thermal Performance of Specification Section 13 34 19 Metal Building Systems states, “U-factor: 0.03” and “R-value: 33.” However, the drawings indicate that the MP-1 and MP-2 insulated fabricated wall panels are to be installed at Exterior Wall Assemblies EWA-5, EWA-5A, EWA-4, and EWA-7 on the pre-engineered metal building (Part C). The basis of design insulated fabricated wall panels for MP-1 and MP-2 have R-values that are less than the specified R-value of 33. The R-value of MP-1 is
31.85 and the R value of the MP-2 panel is 30.86; which corresponds with the tables for the Exterior Wall Assemblies on Sheet A-002 of the drawings.
Please confirm our interpretation that the basis of design insulated fabricated wall panels for MP-1 and MP-2, with R-values of 31.86 (MP-1) and 30.86 (MP-2), are to be installed on the pre-engineered metal building (Part C).
Response: The Metal Panels (MP-1 & MP-2) are components of a total wall configuration; EWA-5 and EWA-7, respectively. In Section 13 34 19 Metal Building Systems, paragraph 1.2.4 are thermal performance design criteria for the complete sidewall assembly. An R-33 is the minimum allowable for both the EWA-5 & EWA-7 wall assemblies. The basis of design criteria for the MP-1 and MP-2 as stated in the Table on A-002 are acceptable.
6. Question: Exterior Granite Wall Base: The exterior elevations on Sheets A-202, A-203, and A-204 and Details A4, D4, and D6 on Sheet A-511 show exterior granite wall base below the metal panels. Detail A1 on Sheet A-512 shows granite wall base below dimensional stone, and we are wondering if that detail is in error, since it is not shown on the exterior elevations and we have been unable to find specifically where Detail A1 is taken from? Please confirm our understanding that the exterior granite wall base occurs only at the metal wall panels and does not occur at the precast panels. If this is not the case, please clarify where Detail A1/A 512 occurs.
Response: Drawing A-203 shows Section reference C1/A-301 cut through the South Elevation. Section C1/A-301 shows Wall Section call-out references A9 & A10/A-412 at the south facing exterior wall. Both Wall Sections A9 & A10 on Drawing A-412 show call-outs at the base of the wall section for Detail A1/A-512 which calls out the detail for the granite base to be provided at the base of the slate veneer wall panels.
7. Question: Existing Gazebo and Sidewalk/Ramp: During the pre-bid site visit on 18 March 2020, it was observed that there is an existing gazebo and associated concrete sidewalk/ramp located adjacent to the northeast corner of existing Building 30. However, these structures are not shown on the Existing Conditions Plan I on Sheet C-101 and the Site Preparation Plan I C-111.
Please confirm who is responsible for the removal and disposal of the existing gazebo and associated concrete sidewalk/ramp.
Response: The Gazebo and associated concrete connecting sidewalk/ramp will be removed by others and is not the responsibility of the Contractor for this contract.
8. Question: Existing Tank, Metal Staircase, and Associated Connections: The Site Preparation Plan I on Sheet C- 111 includes a note that states, “Remove Tank, Metal Staircase, and Associated Connections.” However, during the pre-bid site visit on 18 March 2020, a statement was made that the Government may want to demolish and salvage the existing tank and associated items.
Please confirm who is responsible for removal and disposal of the existing tank, metal staircase, associated connections, and numerous adjacent heavy-duty pipe bollards and associated foundations.
Response: Tank to be relocated by the Government. Sheet C-111 (attached) is revised and reissued.
9. Question: Eversource: The drawings and specifications make reference to certain items of work that are required to be performed by Eversource.
It is our understanding that the Government will directly contract with, coordinate with, and directly make payment to Eversource for any work required to be performed by Eversource. Please confirm that our understanding is correct.
Response: The Contractor is required to perform all coordination and scheduling of the work to be performed by Eversource. Payment to Eversource will be made directly by the Government.
10. Vidmar Metal Cabinets and Butcherblock Countertops: Elevations D3 and D7 on Sheet A-261 show the metal cabinets and butcherblock countertops. The basis of design cabinets (reference Millwork items on the Finish Schedule Legend on Sheet A-700) are 45”W x 27.75”D x 33”H.
a. The manufacturer advises that the countertop is not available in a width necessary to span all of the cabinets shown on the above listed elevations, therefore, there would be a seam where one cabinet adjoins another cabinet or at locations not to exceed 12’ on center. It is our interpretation the seam(s) are acceptable, unless a change is made to the documents.
b. We have noted that the plastic laminate base cabinets and solid surface countertop shown at Elevation D7 is 2’- 1” deep and that the Vidmar metal cabinets and butcherblock countertop that adjoin them are 27.75” (2’-3-3/4”) deep. It is our interpretation that this difference in depth is acceptable, unless a change is made to the documents.
c.
Response: a. Seams are acceptable, locate seams on shop drawings for location approval.
b. Difference in depth is acceptable.
11. Question: For this project, the notes on drawing A-901B and other pages say the following:
6. TELEPHONE, DATA EQUIPMENT AND A/V EQUIPMENT ARE GOVERMENT FURNISHED, AND
INSTALLED BY THE GOVERMENT CONTRACTOR/CONSULTANT. THE GENERAL CONTRACTOR
SHALL COORDINATE INSTALLATION WITH OWNER AND CONTRACTOR/CONSULTANTS AND WITH
STATION CABLING & COMMUNICATION SCOPE OF WORK. INDIVIDUAL FLOOR RECEPTACLES ARE
DIMENSIONED TO CENTER LINE OF DEVICE, U.O.N.
So does this mean it will be done a separate time directly to the Federal Government?
Response: The Note No. 6 intent is correct as stated. The Government will furnish and install telephone, data, and A/V equipment. The Contractor will be expected to coordinate with the Owner and the Government’s Contractor/Consultant. It is intended that these devices will be installed by the Government near the end of construction.
12. Question: What is the base material at Ceiling Type EPXY-4. It is intended to be GWB with epoxy paint?
Response: Per Note 6 on Sheet A-003 and Note 5 on Sheet A-0004:
"Cementitious tile backer board to be used behind all areas with ceramic tile, ceramic tile wainscoting and/or high build glaze coatings (EXPY), U.N.O."
13. Question: Would alternates to a metal building such as conventional steel framing be considered?
Response: No, bid as shown.
14. Question: Would a redesigned metal building with a single slope with internal gutter system be considered?
Response: No, bid as shown.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
