above the roof level of Part C of the new building. Please confirm whether or not the new fire suppression system is to be installed within the portion of Stair C located above the roof level of Part C of the new building.
13 34 19 A-951 5. Metal Building Systems – Collateral Loads: Subpart 1.2.1.6 Collateral Loads of Specification Section 13 34 19 Metal Building Systems states, “Include additional dead loads other than the weight of metal building system for permanent items such as sprinklers, piping and mechanical systems, electrical systems, and ceilings, but not less than as follows:
a. At the CML (Between Grids 6 and 10.1):
40 PSF; Includes 7 PSF allowance for Photo Voltaic Equipment . . .” CML General Notes 6.A and 6.B on Sheet A-951 requires the pre-engineered metal building (“PEMB”) manufacturer to incorporate the additional suspended loading applied to the PEMB building and states that loading requirements include the “. . . suspended client equipment loadings, see;
A. Mat Lifter; (2 Units) 6,000 LBS. EA.
B. Mobile Truss System: 5 LBS. / SQ. FT.
(20 Ft x 40 Ft Truss Array).” While Subpart 1.2.1.6d of Specification Section 13 34 19 lists the 6,000 pound total load for each of the mat lifter units and states, “Note – This is in addition to the uniform collateral loads listed above,” which refers to the 40 PSF collateral load requirement to be included between grids 6 and 10.1, Subpart 1.2.1.6 does not include any specific reference to the 5 PSF load for the mobile truss system indicated on Sheet A-951. [CONTINUED
BELOW]
The mobile truss system loading indicated on Sheet A-951 is required to be incorporated by the PEMB manufacturer into their design and is NOT included within the stated 40 PSF uniform Collateral Load.
Collateral Loads identified in 13 34 19: Subpart
1.2.1.6 are specific to permanent dead loads to be applied to and incorporated into the PEMB manufacturer’s delegated design calculations. As stated in Subpart 1.2.1.6, the 40 PSF load criteria includes a 7 PSF load allowance for Photo Voltaic Equipment. Additional dead loads that have been identified on Sheet A-951 as suspended client equipment loadings, such as Mat Lifters (isolated loads) and the Mobile Truss System (uniform loads,) are in addition to the 40 PSF uniform collateral loads identified in Subpart 1.2.1.6. A symbol to identify support point load locations for the truss assembly has been added to the Symbol Legend on Sheet A-951. The symbol includes the description: “TYPICAL MOUNTING LOCATION
FOR CRK-M MOTOR AND TRUSS ASSEMBLY
(1000 LB POINT LOAD EACH).” This symbol has been added to the plan layout on Sheet A- 951 to show locations for the support points of the truss system and the loading criteria noted in the symbol accounts for the combined point load of the truss assembly including the motor. Also, Note 6B has been revised to state: “MOBILE TRUSS
SYSTEM: REFER TO SUPPORT LOCATIONS
SHOWN ON PLANS AND TYPICAL LOADING
CRITERIA.”
CON'T CON'T [CONTINUED FROM ABOVE] Please confirm our interpretation that the 5 PSF collateral load for the mobile truss system indicated on Sheet A-951 required to be incorporated by the PEMB manufacturer is included within the 40 PSF uniform collateral load listed within Subpart 1.2.1.6a of Specification Section 13 34 19.
6. Specialty Equipment – CRK-3.1, CRK 3.2, CRK-3.3, and CRK-M: The Specialty Equipment Schedule on Sheet A-911 includes the following items:
Sheets A-951 and A-952 have been revised as part of the enclosed amendment to provide the requested information and to remove any discrepancies. These revisions include:
• CRK-3.1, Ceiling Grid, Custom 50X40, quantity of two,
• CRK-3.2, Ceiling Grid, Custom 20X40, quantity of four,
• CRK-3.3, Ceiling Grid, Custom 40X40, quantity of two, and
• CRK-M, Ceiling Grid Motor, 1000KG D8 LVC, quantity of 68.
All four of the above-listed specialty equipment items, which are located within the Combat Maneuver Lab 125 of the new building, are designated as “GFGI” (Government Furnished Government Installed). CML General Note 6.B on Sheet A-951 requires the pre-engineered metal building (“PEMB”) manufacturer to incorporate the additional suspended loading applied to the PEMB building and states that loading requirements include the “. . . suspended client equipment loadings, see;
B. Mobile Truss System: 5 LBS. / SQ. FT.
(20 Ft x 40 Ft Truss Array),”
[CONTINUED BELOW]
(1) A symbol to identify support point load locations for the truss assembly has been added to the Symbol Legend on Sheet A-951. The Symbol includes the description: “TYPICAL
MOUNTING LOCATION FOR CRK-M MOTOR
AND TRUSS ASSEMBLY (1000 LB POINT
LOAD EACH).” This Symbol has been added to the plan layout on Sheet A-951 to show locations for the support points of the truss system and the loading criteria noted in the symbol accounts for the combined point load of the truss assembly including the motor.
(2) Note 6B has been revised to state: “MOBILE
TRUSS SYSTEM: REFER TO SUPPORT
LOCATIONS SHOWN ON PLANS AND
TYPICAL LOADING CRITERIA.”
Additionally, supplemental steel shall be provided by PEMB manufacturer for the support of the truss assembly. Provide supplemental steel perpendicular to the PEMB primary frame supports as indicated on Section E1/Sheet A-952 for ceiling truss assembly.
CON'T CON'T [CONTINUED FROM ABOVE] While we understand that the PEMB manufacturer is required to account for the collateral load of the GFGI mobile truss system within the design of the PEMB, the drawings and specifications do not specifically require the PEMB manufacturer to design and/or provide any supplementary steel for the GFGI mobile truss system to be supported from / attached to. Additionally, while the PEMB – Typical Building Frame / E1 on Sheet A-952 includes a note that states, “Coordinate Location of Structural Steel to Support Ceiling Truss with Truss Manufacturer,” generally shows the location of the GFGI “Suspended Ceiling Truss,” and includes six secondary structure support symbols located along the entire length of the building (also shown on Sheet A-951), the drawings and specifications do not contain any specific requirements for the PEMB manufacturer to design and/or provide this supplementary steel (secondary structure) for the GFGI mobile truss system. Since the Government is the only party currently privy to the detailed requirements for the sizes, locations, and quantities of supplementary steel (secondary structure) for the GFGI mobile truss system, please confirm our interpretation that any supplementary steel (secondary structure) required for support and installation (attachment) of the GFGI mobile truss system, will be designed, provided, and installed by the Government.
A-951 7. Roof Mounted HVAC Units Service / Maintenance Platforms: CML General Notes 4 and 7 on Sheet A-951 make reference to “Service Platforms” and “Maintenance Platforms” as it relates to the HVAC equipment located on the roof level of the pre-engineered metal building (“PEMB”). However, the drawings and specifications do not require service / maintenance platforms for the HVAC equipment located on the roof level of the PEMB. Please confirm our interpretation that service / maintenance platforms are not required to be provided for the HVAC equipment located on the roof level of the PEMB.
Service/maintence platforms are not required. Note No. 4 on Drawings A-951 & A-952 has been revised as part of the enclosed amendment to state:
“PROVIDE AND INCORPORATE REQUIRED
STEEL FRAMING SUPPORTING ROOF
MOUNTED HVAC UNITS. SPACING AND
SIZING OF FRAMING TO BE DETERMINED
BY THE PEMB MANUFACTURER BASED ON
THE APPROVED HVAC UNITS. LOCATE
STEEL FRAMING BELOW ROOF PURLIN
FRAMING.”
T-001 8. Is an open triangle 4 to be 4 Category 6 data, this is not depicted on T-001?
Per the Telecommunication drawings T-001, under the TEL/DATA OUTLETS heading is an open triangle with a numeral symbol (#). The description for this symbol states “NUMERAL INDICATES
NUMBER OF RJ45 JACKS ON SAME
FACEPLATE. NO NUMBER INDICATES ONE
DATA JACK.” So, an open triangle with the number 6 indicates to provide 4 data jacks (and 4 data cables).
T-001 9. Is an open triangle 6 to be 6 Category 6 data, this is not depicted on T-001?
Per the Telecommunication drawings T-001, under the TEL/DATA OUTLETS heading is an open triangle with a numeral symbol (#). The description for this symbol states “NUMERAL INDICATES
NUMBER OF RJ45 JACKS ON SAME
FACEPLATE. NO NUMBER INDICATES ONE
DATA JACK.” So, an open triangle with the number 6 indicates to provide 6 data jacks (and 6 data cables).
T-002 10. Note 19 calls out different color cables for the different systems, (a) should jack colors match the cable color required? (b) Will these cables all terminate onto dedicated patch panel fields, separate for voice, data, WAP, AV, and POE or all within the same patch panel field? (c) What should be considered a PoE outlet on the drawings since WAP’s have a dedicated color?
a. No, we were requiring the different colors in order to distinguish between the different systems that the cable may feed, like WAP’s, CCTV, card access and etc. Another reason for the different color requirement is for PoE cables, in which, the National Electrical Code (NEC) would require derating if the PoE cables are to be bundled together.
b. Sheet T-002, Telecommunications Riser, Note 20 states “ANY TELECOMMUNICATION WIRING
ASSOCIATED WITH THE BUILDING
AUTOMATION, LIGHTING RELAY PANELS,
AND ELECTRONIC SECURITY SHALL BE
PATCHED ON A SEPARATE PATCH PANEL.
SEPARATE OF THE REST OF THE
DATA CABLING. THESE ARE TO BE WIRED
TO A SEPARATE NETWORK SWITCH.”
c. The WAP outlet is shown on Detail A7 on Sheet T-001.
T-002 11. Note 13: what is required here termination of an existing 25 pair relocated by the customer, it is assumed building protector and modules should be provided by the tel/data contractor, will the be extended from the BEP within 50’ of entry to a 110 block? Is all this within EF 105? Is this 25 pair CAT 3 or CAT 5e?
Yes, the Contractor is to provide the building protector and modules. The Contractor is to extend from the 66 blocks to the 110 blocks. Assume to install up to 50 feet of the 25 pair cable from the 66 block to the 110 block. The cable shall be type Cat 3 as specified in Section 27 10 00, Subpart 2.3.1.1 of the Specifications.
T111C and T111C.1
12. Have the outlets detailed on the AV drawings been accounted for on the T111C and T111C.1 drawings or are these in addition to outlets depicted on the T drawings?
Yes, all the A/V data outlets shown in the A/V drawings have been accounted for within the telecommunication sheets T-111C and T111C.1.
10 14 00.20 13. There appear to be two sign different materials. One a Photopolymer ADA and the other an MP Plastic. The drawings show acrylic. Which should we price?
Signage materials shall conform to the requirements of Subpart 2.2 of Section 10 14 00.20 (Type MP plastic). Section 10 14 00.20 has been revised as part of the enclosed amendment to delete any reference to surface applied photopolymer. Also, the references to “Acrylic” on Sheets A-940A and A-940B have been deleted and revised to reference “SIGN PANEL, COLOR SC1.”
10 14 00.20 14. There is no sign type S8 Building Directory in the drawings yet the specifications 2.4.1 is looking for an electronic directory system.
The Directory is to be non-electronic as shown in Detail A2 on Sheet A-940B. Specification Section 10 14 00.20 has been revised as part of the enclosed amendment to delete any reference to an electronic building directory.

09 65 00 A-700 37. LVT-1 and LVT-3 are specified as 18”x36” tile. This material only comes in 18”x18” standard size, 18”x24” and 4.5”x36” and 6”x36” custom size. Which size is to be included?
Drawing A-700 FINISH SCHEDULE and Section 09 65 00, Subpart 2.2 have been revised as part of the enclosed amendment to revise the tile size to the standard 18” x 18” size for LVT-1 and LVT-3.
A-700 38. RF-3 is indicated on the finish legend drawing A-700. However, it is not shown as used anywhere in the drawings.
Where is this material to be included?
RF-3 is to be provided at the stair landings. Sheets A-611, A-701A, A- 701B, A-701C, A-701C.1, A- 702A, A-702B, A-703A, and A-703B have been revised as part of the enclosed amendment to include RF-3 where required.
A-611, A-701A, A-262
39. The Finish Schedule on drawing A-611 and Finish Floor plan A-701A indicate wall tile WT-2 in the following rooms 100, 101, 102 and 103. However, elevations F1, F9 and D9 on drawing S-262 indicate WT-1.
Which is correct?
The correct wall tile finish for Rooms 100, 101, 102, and 103 is WT- 2. Sheet A-262 has been corrected to indicate WT-2 as part of the enclosed amendment.
40. Neither the plans or specs specify if flooring types SC-1 (sealed concrete) and HTC-1 (hand troweled concrete) are to receive rubber baseboard. Please clarify.
Refer to Drawing A-611 ROOM FINISH SCHEDULE which shows that rooms where flooring types SC-1 and HTC-1 are to receive RB-1 rubber base.
A-700 41. A-700 Finish Schedule calls for ESD-1 flooring (electrostatic tile) but none is shown on the finish plans. Please clarify.
Refer to Drawing A-611 SCHEDULE – ROOM FINISH, which lists this flooring for several rooms and also refer again to Sheets A- 701C.1 and A- 703B which indicate rooms with ESD-1 flooring.
42. Which type of rubber flooring (RF-1, RF-2, RF-3, or RF-4) is to be installed at the stair landings?
RF-3 is to be installed at the stair landings. Sheets A-611, A-701A, A- 701B, A-701C, A-701C.1, A- 702A, A-702B, A-703A, and A-703B have been revised as part of the enclosed amendment to include RF-3 where required.
07 22 00 43. Subpart 3.5 Inspection of Specification Section 07 22 00 Roof and Deck Insulation states, “A roof insulation technician, responsible directly to the Contractor and experienced in the installation of roof insulation and related work, must perform the inspection functions and be on the site whenever roof insulation operations are in progress.”
Since the roofing subcontractor will be responsible directly to the Prime Contractor, please confirm our interpretation that it will be acceptable for the roof insulation technician to be an employee of the roofing subcontractor who will be on the site whenever roof insulation operations are in progress.
The roof insulation technician shall be directly responsible to the Contractor for quality control of the roof insulation work being done by the roofing subcontractor. The roof insulation technician shall not be either hired by or an employee of the roofing subcontractor.

44. Galvanized OSHA Guardrail: The Ext.
Elevation – North – Part C / A1 on Sheet ID A-202 contains a note and associated arrow (pointing to nothing in particular above the roof level) stating, “Galvanized OSHA Guardrail.” A similar note and arrow are also indicated on the Bid Option 11 – Ext. Elevation – North
– Part C / F6 on Sheet ID A-206 near Column Line “F” (also pointing to nothing in particular above the roof level).
Additionally, a similar note and arrow(s) are also indicated on the North/South Section Thru CML / A1 on Sheet ID A-302 (also pointing to nothing in particular above the roof level). Further, the Safety Railing Detail / B1 on Sheet ID A-520 provides a typical detail for a section of “Safety Railing” and its interface with the PVC membrane roofing system.
However, nowhere on any drawings are there any specific requirements or locations indicated on the Part C roof area of the building to receive these “Galvanized OSHA Guardrail(s)” or “Safety Railing(s).”
In fact, the only roof area shown on the drawings to contain safety railings is the perimeter of the Chiller Dunnage platform
Safety railings as shown in Detail B1 on Sheet A- 520 are required and Drawing A-114AB was revised as part of the Amendment 0007 to show locations and extent of railings required.
Specification Section 05 52 00 METAL RAILINGS were also revised as part of the Amendment 0007 to add information on the safety railings.
on the Part AB roof area of the building, as indicated by the Typical Section at Grillage Guardrail / A1 on Sheet ID S-402.
Please confirm our interpretation that there are no “Galvanized OSHA Guardrail(s)” or “Safety Railings” required to be provided on the Part C roof area of the building, other than those railings that are an integral part of the “Ballasted Roof Access Stairs B.O.D.
PHP Systems” for the Roof Access Bulkhead indicated on the Roof Plan – Part C / A1 on Sheet A-114C.
A-520 45. Roof Anchors: The Roof Tie-Off detail B3 on Sheet ID A-520 shows a typical roof fall protection tie-off anchor relative to the new roofing system. However, the drawings and specifications do not contain any requirements to furnish and install permanent roof fall protection tie-off anchors. Please confirm our interpretation that there are no permanent roof fall protection tie-off anchors required to be furnished and installed for this project.
The tie-offs are not required for this project. As part of the Amendment 0007, Detail B3 on Sheet A-520 was crossed out and annotated as “Not Used” .
However, safety railings as shown in Detail B1 on Sheet A-520 are required and Drawing A-114AB was revised as part of Amendment 0007 to show locations and extent of railings required.
Specification Section 05 52 00 METAL RAILINGS was also revised as part of the Amendment 0007 to add information on the safety railings.
A-114AB 46. Equipment Hoist for HVAC Maintenance 1000LB Capacity: The Roof Plan – Part AB / B4 on Sheet ID A-114AB includes a note and associated arrow near the intersection of Column Lines H and
10.1 that states, “Equipment Hoist for HVAC Maintenance 1000LB Capacity.”
However, the drawings and specifications do not contain any specific requirements for this equipment hoist (i.e., manual, automatic, electric, hydraulic, fixed, mobile, operational characteristics, etc.), nor do the drawings contain any requirements to provide an electrical circuit and connection for this equipment hoist. Please confirm our interpretation that a manual equipment hoist for HVAC maintenance with a 1000LB capacity can be provided to satisfy this requirement.
HVAC equipment hoist is not required for this project. Sheet A- 114AB was revised as part of Amendment 0007 to delete the notation referencing the HVAC equipment hoist.
A-151B, A-901B
47. Gantry Assembly: On Sheet ID A-151- B in Room 121, there is a note “GANTRY ASSEMBLY”; however, there is no reference note or detail outlining the work to be performed. Then, on Sheet ID A- 901B, “OVERHEAD GANTRY(S)” are depicted again without reference. Please confirm our interpretation the overhead gantries and all associated support structures in Room 121 will be Government-furnished and Governmentinstalled.
Yes, the Monorail (Overhead Gantry) is Government Furnished and Government Installed.
The following revisions are made as part of the enclosed amendment:
1. Sheet A-151B has been revised to delete the notation "Gantry Assembly."
2. Note 12 in the POWER/TEL/DATA OUTLET AND FURNITURE PLAN GENERAL NOTES on Drawings A901A, A901B, A-902A, A- 902B, A- 903A, and A-903B have been revised to read as follows: "12. FURNITURE, FIXTURES AND
EQUIPMENT SHOWN ARE FOR REFERENCE
ONLY AND NOT IN CONTRACT (N.I.C.)
UNLESS NOTED OTHERWISE ON THE
SPECIALTY EQUIPMENT SCHEDULE
PROVIDED ON DRAWINGS A-911, A- 912,
AND A-913.
3. On Sheet A-901B the word "OVERHEAD GANTRY" has been changed to "MONORAIL" to match the description provided in the SPECIALTY EQUIPMENT SCHEDULE on Drawing A-911.
01 50 00 C-111, C-501 48. Temporary Fencing: On Sheet IDs C- 111 and C-501 a 8 foot high temporary chain linked fence is indicated surrounding the project site, generally following the limits of construction. Paragraphs 2.3.3 and
3.5.4 of Specification Section 01 50 00 indicates a 6 foot high chain linked fence around the project site limits and a separate fencing around a designated storage area within the project site fencing with green slats. We have been unable to locate a local temporary fence company that offers temporary fencing with slats. We suggest that the storage area fencing be eliminated and a 6 foot high chain linked fence with vision fabric on both sides be provided around the perimeter of the project site in the location shown on Sheet ID C- 111.
This will meet the intent of both the drawings and specifications by shielding from view the materials and equipment as well and preventing the public from gaining access to the work area. Is this variance acceptable?
The construction fence requirements in Section 01 50 00 have been revised as part of the enclosed amendment to conform to the fence details shown on Sheet C-501 and screening fabric has been allowed as a alternative to slats.
A-261, A-262 49. W-Shelf: Squad VR Lab 332-West A6 on Sheet ID A-261 and Soldier VR Lab 330-South C8 on Sheet ID A-262 show a “W-Shelf” without explanation. We have been unable to locate a description of that item within the documents. Please confirm our interpretation the W-Shelves will be Governmentfurnished and Government-installed and that there is no blocking or support required to be provided by the Contractor.
W-Shelving shown will be Government-Furnished- Government-Installed (GFGI). However, the Contractor is required to provide support for GFGI shelving. Notations have been added to Interior Elevations A6 on Sheet A-261 and C8 on Sheet A- 262 as part of the enclosed amendment indicating that the W-Shelving is ‘GFGI’. Please refer to Sheet A-250 TYPICAL MOUNTING HEIGHTS which provide blocking/strapping requirements for GFGI Equipment with notation stating: “PROVIDE
CONTINUOUS LIGHT GAUGE STRAPPING AT
DATUMS INDICATED ON ALL PARTITIONS
INSIDE LABS.”
