Drawing M711 “Control Network” details an installation of an Alerton BCM MSTP module to the existing Alerton BCM Array which is accurate. The Note on the detail states, “NEW DDC CONTROLS SHALL BE FULLY INTEGRATED WITH THE EXISTING ALERTON BUILDING MONITORING AND CONTROL SYSTEM.”

Drawing M-101-0 Note M08 states, “INSTALL SERVER AND WORKSTATION IN COMM ROOM,”

As stated on drawing M711 there is an existing Alerton Workstation currently installed at the 174th Air National Guard and the control points need to be added to this workstation. This Workstation is located in Building 645. Currently the Flight Operators can adjust the space temperature set point though a digital display wall sensor. To be consistent with the current operation, can Note M08 be modified to state, “Install Digital display wall temperature sensor for local temperature set point”?

38
Spec 01 50 00, paragraph 3.5.2 Administrative Field Offices requires the contractor to “provide and maintain field office facilities within the construction area at the designated site” and it also states that “Government office and warehouse facilities will not be available”. The staging area set aside for this project adjacent to Bldg. 641 is very limited in size and we feel this space would not be able to accommodate a trailer, contractor parking, and a general material staging area during construction. The new building addition also cuts into this staging area space and there is site demolition and site restoration required inside of the staging area which would complicate the situation further.

a. Can the contractor assume that there is another suitable space located on base for a supplemental staging area?

b Will the supplemental staging area require a temporary fence around its perimeter?

The Base will provide supplemental staging by providing the row of parking to the south of Building 641(Adjacent to Main Building Entrance) and the hardstand pavement located at southeast corner of Building 641. (Adjacent to the Mech. Room). The roadway to the North of Building 641 and the parking off the Northeast side of the building must remain available for government use when possible. Coordinate any short term closures of the Mankey Street with the Base Civil Engineer. (Ref attachment G-001.1)

39
Will Building 641 remain occupied during construction? Are there any additional construction phasing requirements or various noise constraints due to an occupied building?

The existing building will remain occupied and operational during construction. Refer to Specification Sections 01 14 00 and 02 41 00 for requirements.

40
For bidding purposes, shall the contractor assume that no hazardous materials are present within the scope of this project? This would include asbestos, lead, PCB’s, mercury, etc. Will a hazardous materials preconstruction survey be required prior to starting demolition?

Construction phasing requirements or various noise constraints due to an occupied building?

There are no known hazardous materials present. A hazardous materials preconstruction survey is not required.

Hazardous material removal and disposal is not anticipated. Refer to Specification Sections 01 57 19 and 01 74 19 for environmental and waste management requirements during construction.

The existing building will remain occupied and operational during construction. Refer to Specification Sections 01 14 00 and 02 41 00 for requirements.

43
Please provide all contractors the Geotechnical Study completed by GEI Consultants for the Building 641 Addition dated July 2017 with Addendum dated Oct 2017 referenced in the Geotechnical Information notes on drawing S-001.

Geotechnical Information Note 2.C. on drawing S-001 states that “In accordance with recommendation in the geotechnical report, the proposed structure may be supported on shallow foundations bearing on a subgrade consisting of glaciolacustrine sand or on glaciolacustrine silt over-excavated and replaced with 12 inches of compacted crushed stone”.

If the government will not provide the geotechnical report, how should the contractor account for over-excavation of existing silt and replacing the void with crushed stone? Should the contractor assume no over-excavation is required?

Subsurface information document is attached for reference.

44

Reference details I5 and E9 of drawing SB301. Within the 2” building expansion joint, there is a dashed line on the face of the Existing Cold-Formed Metal Stud Wall. Does this dashed line represent a fluid applied membrane air barrier similar to architectural details 2/A-351 & 3/A-351, or does this simply represent the sheathing on the existing metal studs?
Dashed line in question does not represent fluid applied membrane air barrier. The line represents the face of existing studs.
46
Please clarify if any interior or exterior partition walls are to be fire rated. All partitions shown on drawing A-501 do not have any listed fire rating; however, there is a fire-stopping specification included with the RFP and the T-series drawings for communications show fire rated conduit sleeves extending into the majority of the new rooms in the addition. If fire rated interior or exterior partition walls exist, please indicate the locations on a floor plan.

No new interior or exterior partition walls are to be fire rated. Fire rated conduit sleeves on T-series details allow for better acoustical performance and fire-stopping specification was included to accommodate the T-series details.

Columns lines 6 and .1 are missing from the prints. Not sure what the details call for when flashing these edges? Is there any way to clarify per addendum? Possibly with additional drawings?

Please clarify question. Column lines in question are included on the contract documents.

49
I am having a problem with the prints for this project and was looking to see if anyone might be able to clarify. It seems they haven’t listed a frame for the DI’s and are showing reverse joints which we do not do. Also they don’t clarify if they want a round structure or a square structure. Also a few of the measurements for the general manholes don’t make much sense. For instance the B dimension which should be the clear opening is listed as at 48” which obviously cannot be correct and they call for 8” walls which cannot be done.

Details are diagrammatic, Contractor is required to provide shop drawings of specifically designed structures for review and approval prior to fabrication and installation.

Structures shall comply with NYSDOT standard details and specifications.

Grates shall comply with NYSDOT standard specification section 655.

Drainage inlets shall be square. Sanitary manholes shall be round.

‘B’ dimension in question shall be 30” min.

‘C’ dimension in question shall be 5” min.

50

Would it be an acceptable equal to use the ACI approved Green Ice Concrete Cure System as a substitute for the wet cure/densifier for the concrete slab? Green Ice uses silica fume “amorphous silica” troweled into the surface during the time of placement curing/densifying/moisture mitigating that same day. I have attached some information and listed some key benefits below. We have several projects in the Syracuse area if the engineers are interested.

-Concrete slab cured/densified/dustproofed/moisture mitigated same day as placed.

-Penetrates 27mm into concrete, sodium silicates densifier 1-2mm.

-Can burnish to high gloss with SCOF .95 -Exceeds ESD testing. "Electro Static Discharge" -100% Green, contributes to lead points -Most important, less expensive than wet cure/spray on densifier in spec.

Proposed product is acceptable.

Contractor to coordinate with concrete mix design and confirm that product and resulting floor surface is compatible with specified floor finish systems.

69
