29 August 2016 RFI Questions 4-16
Project: WKVB142002, Repair Fuel Cell Hangar and WKVB139016 Add Fuel Cell Hangar
106th Rescue Wing, Gabreski ANG Base, Westhampton Beach, New York
Q4. Specification Section 11 81 29 Paragraph 1.5 Mobile Aircraft Boarding Stair Description
b. Boarding stair shall be designed for the number of users specified.
A4b: The Base CE and user shall provide the number of users, which are required to access the boarding stair.
a. (on page 4) Consist of multiple platforms, a gangway and several sets of stairs required to reach the specified access points.
A4a: This is incorrect. Only one stair is required.
Please provide clarification on the Mobile Aircraft Boarding Stair.
How many access stairs are to be provided?
Only one mobile aircraft boarding stair is required.
Confirm that this is to be just an access stair to the aircraft surfaces and not a wraparound work platform.
Yes, this is only a single access stair for emergency first responders to utilize to access the top of the wing of the aircraft during an emergency rescue situation while the aircraft is stationary inside the hangar.
This is not a wrap-around work platform.
Please provide stair performance requirements:
Stair/platform width? Minimum 42” Height adjustment? If so adjustment range.
Yes, +24” adjustability, the top landing with drawbridge access to wing to be 194.265” AFF and the intermediate landing to be 97.666”.
Method of adjustment (if required)? Hydraulic? Electric? Other?
Screw jacks manually operated from the ground.
Must the stair be towable?
No.
Any other requirements?
Must be on lockable casters. Must support emergency responders plus gear and equipment and occupied gurney. Refer to basis-of-design per Flexible Lifeline Systems or approved equal.
Q5. Specification Section 11 81 29 General Requirements
b. Fall protection systems shall be designed to support the number of workers shown below in the event of a fall.
A5b: Total persons shown below are confirmed.
1. Fuselage -3 Users
2. Wing - 3 users per wing
3. Horizontal Stabilizer: 1 user per horizontal stabilizer Drawing A-155-0 Drawing A-305-0 Please confirm the aircraft fall protection system is to be composed of rigid rails.
Yes
The drawing indicates that there are two parallel rails over the fuselage. It appears that the fuselage rails are interrupted by the wing rails. Please clarify how many users are to be on each rails of the forward portion of the fuselage systems and how many users are to be on the rear portion of the fuselage systems.
Maximum 2 users per rail on the forward portion and 2 users per rail on the rear portion. This may result in 4 users at a time in each location.
It appears that the intent of the rear fuselage system is to allow a worker to travel from the fuselage directly onto the horizontal stabilizer. Based upon the system requirements of 3 users on the fuselage and only one on the horizontal stabilizer does the system need to be designed such that a worker from the fuselage must transfer onto the stabilizer system?
Yes, however if a direct transfer is not possible then a separate rail for each with transfer via powered taglines will also be acceptable.
Drawing A155-0 shows the wing system located directly beneath the existing roof truss. Drawings A-305- 0 shows that the wing system extends beyond and above the bottom chord of the truss near the wing tips.
Please clarify.
Drawing graphically represents 1 rail covering the wingspan, however, the Contractor shall provide pricing for 3 separate rails to allow for 3 users to bypass each other. 2 of the rails can terminate where the rail meets the side of the bottom chord of truss (+/- 94’ total length) and one of the rails should extend around and beyond the truss to cover the wingtips at each end.
Q6. Drawing # AD 102, A 102.
Drawing # AD 102 note # DA23 ask to disassemble existing X-Ray vault, Drawing # A 102 note # A42 ask to reassemble X-ray vault in new location. Please provide manufacturer and installer of X-ray vault.
A6: The Government shall provide this information to the bidders.
Q7. Drawing # ADI O I, AD102
Note number DA 10 ask to remove equipment, furniture and millwork for re-use.
Please specify which equipment, furniture and millwork need to be remove and where to re-install by contractor.
A7: The Government shall provide this information to the bidders.
Q8. Drawing number A l 03. Spray Enclosure is GFCI. Please provide specification for spray enclosure.
A8: The Government shall provide this information to the bidders.
Q9. Specification 07 42 13 - Metal wall panels. Specification ask to match panel to existing. Please provide manufacturer and installer of this product.
A9: The Government shall provide information of the manufacturer and installer of the existing metal panel. In the event the Government does not have this information, the successful bidder shall match as close as possible to the existing panel.
Q10. Please provide list all permits required prior to construction.
A10: There are no permits required for the project since the work is being performed on a federal installation. The successful Contractor shall coordinate on a Base Dig Permit, which does not carry a fee.
