About this file

This is a Questions and Answers document for federal solicitation W912PM26QA048 issued by the U.S. Army Corps of Engineers (USACE) dated 22 September 2026. The Q&A clarifies requirements for a critical lifting operation involving the installation of a gate at the W. Kerr Scott Dam tailrace location, scheduled to commence 13 October 2026 with a four-day period of performance.

The work involves a single critical lift requiring an 11,500-pound capacity crane at a 55-foot radius. The contractor must provide slings and shackles; USACE will furnish riggers and specify rigging equipment (1-inch wire rope slings and 1-inch Campbell shackles rated at 8.5 tons). Contract line items include CLIN 0001 for crane services (quoted for up to 12-hour days), CLIN 0003 for 32 hours of straight-time crane operator labor, and CLIN 0004 for 16 hours of overtime crane operator labor across the four-day period. Payment is based on actual job requirements and time expended; weather delays or job interruptions require contract modification. The contractor must submit an ENG Form 6213 Critical Lift Plan and Activity Hazard Analysis for Government Designated Authority approval within 1-3 days prior to mobilization. Mobilization occurs 13 October on Tuesday morning. Key requirements include valid crane operator certification, physical exam certificate, manufacturer load charts, compliance with EM 385-1-1 safety standards, bearing pressure not exceeding 1,500 PSF with cribbing/mats, and employee background vetting (NCIC-III/TSDB) submitted immediately upon contract award. Electronic submission of all documents shall be directed to designated USACE representatives via email.

Question # Question Response

Is there any site access requirements (identification, vehicle information, personal protective equipment) for the 24 September visit.

No.

The Requirements Summary specifies a lift capability of 11,500 lbs at a 55-foot radius, while the corresponding Compliance Action column references an 80-foot radius. Please confirm which radius governs, as this determines crane selection and the load chart submitted with our technical proposal.

55' radius.

Please confirm whether rigging (slings, shackles, spreader bar) is contractor-furnished or Government-furnished.

Slings and Shackles shall be provided by the Contractor / No Spreader Bar is needed for this lift

SOW Section 2 lists CLIN 0004 as "Labor for Crane Operator, Overtime," while Section B of the solicitation lists CLIN 0004 as "Labor for Crane Operator, Straight-time," identical to CLIN 0003. Please confirm which is correct.

CLIN 0004 is “Labor for Crane Operator, Overtime”

Please confirm whether the CLIN 0001-day rate is based on an 8-hour or a 12-hour crane day. CLINs 0003 and 0004 total 48 labor hours across the 4-day period of performance.

CLIN 0001 should be quoted for up to 12hr days / CLIN 0003 should actually be 32hrs and CLIN 0004 should be 16hrs

SOW Section 2.2 mandates Government Designated Authority (GDA) acceptance of the Standard Lift Plan (ENG Form 6203) and Activity Hazard Analysis (ENG Form 6206) prior to mobilization. Given the 1-week deployment notice ahead of the October 13, 2026 start date, what is the anticipated Government turnaround time for reviewing and accepting these safety submittals?

1-3 days from the initial submittal. From past experience there’s usually corrections that will need to be made, so there may be some back and forth emailing between the Contractor and our reviewing Engineer that will need immediate attention.

SOW Sections 3 and 6 require background vetting (NCIC-III / TSDB) and a 3-day advance notice for site access. Please confirm if employee vetting rosters can be submitted immediately upon contract award to ensure unhindered site access upon issuance of the 1-week deployment notice.

Yes, the roster can be submitted immediately upon contract.

Is electronic submission via email to sonny.z.smith@usace.army.mil and jenifer.m.garland@usace.army.mil the sole reqired delivery method?

Yes.

Does the work involve the outlet tailrace, the tower/bridge area, or both? Please also confirm whether the references to an engine swap and dock/vessel operations are applicable.

The lift is only at the Tailrace location. Any and all references to an engine swap and dock/vessel operations should be ignored. I’ve attached a drawing to show the lift location in more detail and the gate to be lifted.

Who furnishes and positions the beam shown in Enclosures G and H? Please identify the available structural load criteria and who must verify and approve the proposed crane’s axle loads, outrigger reactions, and beam support arrangement.

Ignore Enclosures F, G, & H as they do not pertain to this lift. The attached drawings show the gate lift information that’s needed for the critical lift plan.

Must mobilization, setup, and demobilization occur within October 13–16? If earlier delivery is necessary, what access is available given the October 12 holiday restriction? Please also confirm whether payment is based on the full scheduled quantities or actual usage, and how Government-directed standby or weather interruptions will be handled.

The mobilization will take place on Tuesday morning October 13th and payment is based on the actual job requirement and time to accomplish the work. Any weather delays or job interruptions shall require a modification to the contract to extend the period of performance.

Please confirm that the proposed provider’s crane documentation and operator credentials may satisfy Section M, and identify any licenses, certifications, insurance documents, or bonds required

Yes.

The SOW requires a Standard Lift Plan using ENG Form 6203, while the solicitation attachments also include ENG Form 6213, Critical Lift Plan. Please confirm whether this operation is considered a critical lift and whether the successful contractor will be required to submit ENG Form 6203, ENG Form 6213, or both.

There is only one Critical Lift required, so please just submit the ENG form 6213 or you can use your own from, but it must contain all of the information that is requested on the government form.

Please confirm whether the crane is expected to travel across the Intake Tower Access Bridge or whether the crane will be positioned/setup without crossing the bridge. This information may affect crane selection, mobilization and configuration.

There is no work taking place on the Dam Tower or the Tower Bridge. All work will take place at the Tailrace location, shown on the attached photos and the crane setup will be at the fence gate.

Portions of the safety/AHA language appear to reference an “engine swap” and/or dock/vessel operations. Please confirm whether these references apply to this requirement or whether the AHA should be developed specifically for the W.

Kerr Scott gate fit test and associated crane/lifting operations.

No, any references to engine swap and/or dock/vessel operations should be ignored. The AHA should be specific to this critical lift only.

What is the MAX allowable for ground bearing capacity at the Crane set up location?

The fence should prevent crane outriggers from being closer than 20 feet from the tailrace wall and therefore surcharge loading on the wall will be negligible. Cribbing and mats should be used to keep the bearing pressure to a maximum of 1500 PSF.

17 Will USACE provide riggers for the rigging? Yes

What are the Sizes and types of Rigging equipment that the USACE will provide (state the Brand and Model #’s)?

The plan was to use straps. 60 degrees is the lowest angle to horizontal in the design calcs.

That means at least 6’ strap from hook to gate pick point along the angle. So a single 15’ or 20’ strap will work, or two 6’-10’ straps will work. Also, 28k is the max load to pull the gates out with if they get jammed, per the calcs The Shackles are 1” Rated at 8.5 tons they are made by Cambell, Slings are 1” Wire rope with soft eyes the tag in the slings reads MLT Dia 1” 9.8V -7.2C -20B

What are the Insurance requirements and General Liability for this project?

The documents do not specify standard commercial insurance requirements (such as a $1,000,000 General Liability policy limit). Instead, liability and operational risk are managed through strict safety compliance, certifications, and hazard mitigations to include: Full compliance with EM 385-1-1 (Safety and Occupational Health Requirements), Non-compliance shifts liability for any incident to the contractor, Activity Hazard Analysis (AHA) for government approval prior to starting work, A written Standard Lift Plan and a Critical Lift Plan, before operations and a valid Crane Operator Certificate, Physical Exam Certificate, manufacturer load charts (11,500 lbs at 55-foot radius capacity), and a signed ENG Form 6209 Certificate of Compliance posted in the cab.
