| 33 | 20 | 2.a. | 15 | Paragraph 2.a. of item 0020 states "Upon completion of pressure washing, the Contractor shall perform testing of surfaces for contamination of chloride, ferrous salts, and sulfide residues. All surfaces shall conform to the standards set forth in SSPC SC-2." Since pressure washing is the only form of surface preparation called out anywhere in the SOW (item 0007), the Contractor assumes that if the surfaces tested do not meet the requirements of SSPC SC-2 after pressure washing that a Conditions Found Report will be submitted and a Change Order will be issued requiring additional surface preparation in order to meet the requirements of SSPC SC-2, and providing equitable adjustment to the Contractor for the additional efforts. Please acknowledge and confirm. | It is not SC-2. It is SSPC-SP5 for areas that will be painting. 1) Clean with 3500 psi 2) Hull Soundings 3) CFR for hull 4) Repair Hull 5) High pressure wash with 5,000 to 10,000 psi for areas identified as needing repainting (note this will be no more than the area of the hull from the waterline down, but will probably be less than that area) 6) paint according to the paint scheme laid out | |||
| 34 | 20 | 15 | Item 0020 is titled "Hull Painting". Paragraphs 2.e. and 2.f. make reference to applying paint coatings to "all primed surfaces main deck and above (2.e.)" and to "all primed surfaces of the supply vent plenum and tank top area below the main deck (2.f.)". What do main deck and above and vent plenum and tank top area below the main deck have to do with Hull Painting? There are no requirements anywhere in the SOW for any kind of surface preparation for these areas. Please delete paragraphs 2.e. and 2.f. from the SOW unless you intend to add work items to the SOW requiring some sort of surface preparation for these areas. | This is an example of standard language that is copy and pasted in the SOW. Hull Painting means hull painting. Paragraphs 2.e and 2.f should be ignored. | ||||
| 35 | 20 | 15 | Paragraph 3.a. of item 0020 states "Apply paint only to clean, dry surfaces, prepared as specified. Use the paints identified by the specification and apply the mil thickness of coatings as designated. All power tool cleaned areas shall be feathered to adjacent surfaces for a smooth topcoat appearance." Two (2) issues exist with this paragraph. 1) - There are no surface preparations specified anywhere in the SOW for any surfaces/areas other than the 3500 psi pressure wash of the underwater hull in item 0007. 2) - There is no power tool cleaning required for any areas/surfaces anywhere in the SOW. At this point, item 0020 is not a priceable work item. Contractor recommends that USACE, Wilmington District obtain the servises of a specific Paint Manufacturer Technical Representaive to attend the vessel, survey the surfaces that you feel need to be addressed, and provide technical specifations for appropriate surface preparations and coating systems for the surfaces/areas of concern. Those specifications could then be integrated into this work package in place of the existing item 0020. | The hull painting calls for SSPC SP-5. SSPC-SP5 / NACE 1 White Metal Blast Cleaning |
When viewed without magnification, the surface shall be free of all visible oil, grease, dust, dirt, mill scale, rust, coating, oxides, corrosion products and other foreign matter. SP-5 is high pressure water cleaning from 5,000-10,000 psi. See response to question 33.
