1. Item 00015 – Gas Free –Questions 21-23 address fuel quantity. Is it safe to assume a total of (7) fuel tanks are to be opened and cleaned for inspection and up to 5,000 gallon of fuel to be stored?
Reference drawing indicates 14,500 gallon capacity.
Answer: Yes, there is 14,500 gallon capacity on the 7 fuel tanks, but only expect to have 5,000 gallons or less on the vessel at arrival at the shipyard.
2. Item 0020 Hull Painting (New)- Please confirm area to be washed and painted???
Answer: Hull pressure washing is covered under Item 0007 Pressure Washing/Cleaning. Hull painting should inspect entire hull from the waterline down, provide CSR to the COR/KO and estimate should be in price per square foot for painting.
3. Item 0021 Steel Plate – para f. – Since locations are unknown can interferences be priced separately via CFR? Example: if plate renewals were found under major equipment requiring removal and reinstallation of same or behind a major wireway it would not be cost effective to include the R/R tasks in the 3,000# allow/
Answer: This line item should be priced accordingly with the shipyard’s methodology for pricing. The potential replacement areas will be determined by the hull audio gauging results.
4. KTR received Amendment 0003 and answer to bidder questions A22+-+ Bidders+Questions+6 and in addition received the tank capacity reference DWG A22+-+Encl-V+702-C130-01-
B_+Tank+Capacity. In review of bidder question responses and reference DWG provided the
KTR finds the quantity/amount of fluids listed in listed in the government response to bidder question 22 exceeds the the tank capacity listed in the reference DWG for all fuel tanks listed with the exception of the Emergency Generator Day Tank. Request the government clarify which quantity of fuel is correct for removal of fluids; the tank capacity reference DWG or the bidder question response?
Answer: Estimated a total of 5,000 gallons of fuel will need to be removed from the vessel.
5. KTR received revised Statement of Work Amendment 0003. Statement of Work add item 0020 Hull Paint. KTR finds the statement of work does not provide clarification for hull paint and lists various other surfaces (plenums, tanks tops, main deck surfaces). In addition paragraph 2a. of the item calls for surface preparation SSPC- SC -2 which is not listed in the Society for Protective
Coating Standards. SSPC SP-2 is listed and is a non power hand tool scraping. No square footage for hull or any area is listed, no clear identified area of work is defined. Request the government clarify/revise the requirements for this statement of work item 0020.
Answer: The contractor shall provide estimate for price per square foot of painting of the hull from the waterline down.
