Appendix 4 Herbicidal & Pest Control Procedures
1. Herbicide Control Plan: A general herbicide control plan will be developed by the
Contractor and will provide for eradication of or control of noxious plant pests using appropriate chemical and physical means. The plan will be submitted within 30 days of award and will be effective upon approval of the COR. Proper safety precautions shall be practiced with respect to the lake, other persons on the job site, animals in the area, and the applicator. Special care shall be exercised to ensure that none of the chemical comes in contact with water areas.
2. Annual Work Plan: The Contractor will also provide an annual work plan at the beginning of each option year along with labor, supplies, and equipment to carry out the plan.
Employees applying pesticides must be certified in accordance with Virginia law for the application of such chemicals. The Contractor will provide and insure that employees use recommended safety equipment and follow manufacturers’ instructions in applying chemicals. Herbicides will be used with utmost care to avoid killing desirable vegetation.
Adequate warnings to the public must be maintained as required by the product label.
3. Applicators State Certification: The Contractor must have current certification for the categories of applications being performed. Restricted-use pesticides will be applied only by, or under the direct supervision of a certified restricted-use applicator. Restricted-use applicators must be at the specific site and must maintain a line-of-site view of the work performed. The Contractor shall be guided by the manufacturers’ Material Safety Data Sheets and directions for use.
4. Reporting: Each time pesticides/herbicides are applied, whether by the Contractor or sub- Contractor, a one page Post Application Documentation Form must be completed and submitted to the COR within 7 days of application. This report documents applicator, type of chemical used, quantity, location, and other pertinent information needed. In addition, annually the Contractor must submit an Annual Pest control Plan Actual Usage Report and Anticipated Usage Report. These reports, submitted to the COR by December 1 each year, summarized pesticide used for the year and a proposed listing of all pesticides to be used during the next year.
5. Pesticide Procurement and Storage: The Contractor is expected to procure only small quantities of pre-mixed over-the-counter pesticide/herbicide. Procurement should be limited to that amount needed to accomplish the immediate task. Should large quantities of pesticides be needed the Contractor is expected to sub-contract to an operator who mixes chemicals off Government lands. All chemicals procured should be used up by the operation with none being disposed of. No long-term storage of chemicals is allowed on Government property. Pesticide containers must be disposed of in a manner consistent with product labeling. If a sub-Contractor is used for large pest control operations, all mixing and preparation of the chemicals must occur off Government lands.
